An ordinance regulating the installation of plumbing,sewer
and cesspool connections and drainage systems in the Town of
Marysville,Washington;providing ~or the office of Plumbing
Inspector;fixing his compensation;providing fees for the inspect_
ion of work covered by this ordinance,and providing penalties
for the violations of any of 'the provisions of this or d Lnance ,
and providing for the licensing of plumbers and repealing all
ordinances in conflict with this ordinance..
BE IT ORDAINED BY THE COUNCIL OF Trill TOWN OF W~RYSVILLE:
Section 1.No part of any plumbing,drainage or sewerage
system in the Town of Marysville shall be in~talled,constructed,
altered or repaired except that it be in conformity with the
provisions of this ordinance,and every such system shall be
maintained in a sanitary condition.
Section 2.No work upon the installation,construction,
alteration or repair of any plwnbing,drainage or sewerage system
iriany building or premises shall be commenced unless a permit be
first obtained from the plumbing inspector;provided that this
section shall not apply to the installation of a single water line
with only one faucet.
In the meaning of this ection the word"repair"shall
not apply to the ordinary repairs to water pipes,faucets,hot
water tanks and water backs,or to the removal of obstructions
in fixtures or piping,which are generally known and considered
maintainance work,for which no perroit will be required,but shall
apply to all changes in location or renewal of fixtures,except
faucets,hdt water tanks and water backs.
Section 3.Before a permit shall be issued by the plumbing
inspector,there shall be first presented to him exidence that such
applicant has paid to the Town of Marysville the fees necessary to
obtain such a perroit,to wit:Each applicant shall pay to the
Town Clerk of the Town of Marysville,a fee of Two Dollars (;~2.00)
and an additional fee of TwentY-Five ($.25)Cents for each fixture
(Wi th the exception of range boilers)to be installed.Upon oom.,
pletion of the work,the plumbing inspector shall be notified,and
an inspection made by said plumbing inspector within twenty-four
(24)hours.
Section 4.There is hereby created the office of :lJlumbing
Inspector of the Town 'of Marysville,.an d who shall be appointed by
the J\F.tayor,and who shall receive as his full compensation twenty_
five (25%)per cent of all fees collected under this ordinance,except
license Jfi'ees.Said plwnbinginspector shall have the right of entry
to any building within reasonable hours for the purpose of inspect_
ing the conditions of the plwnbing and drainage system,upon
exhibition.of his authority.Whenever said inspector shall find
any'·plUillb'ing or any premises that are being kept,maintained or
occupied in an unse.n i tary condition,or in which the plumbing is
being installed in violation of,or not in accordance with this
ordinance and the provisions hereof,it shall be the duty of such
inspector,and he is hereby empowered,authorized and directed,to
notify the owner,agent or occupant thereof to cause such premises
t o be.made to conform wi th the provisions of this Ordinance.Such
no t I ce shall be in writing and shall be served either upon the
occupant,owner or agent of the owner,of such premises,-but in all
cases wmere the owner is known it shall be served upon the occupant
and the owner;and in.case that such premises be unoccupied,then
such notice shall be posted on a prominent place on such premises,
if the owner th~~eof be unknown.If the owner be a non-resident of
the Town of Marysville,then,if his address IDS known,such notice
may be sent to him t nr ough the United States Mail,All such notices

as the aforesaid shall be due and legal notice to all persons
of the violation of this ordinance,01'.01'the condition of said
premises and plumbing or plumbing c onne c t i on s or drainage systems.
Any per son who shall inter;fel'e with ,the inspection of SUGh premises
or who shall fail to comply with such notice shall be guilty of
violation of this Ordinance.
Section 5.The term"Plumbing Inspector"wherever used
in this Ordinanpe sh~ll include the plrunbing inspector and/or
any deputy appointed by him.
Section 6.This Ordinance is hereby de~lared to be an exercise
of the police power of the Town of MarySVille,and in pr e se rva t ;
ion of the public sanitation a nd health of said Town of Marysville.
If any provision,part or section of this Ordinance shat.L hereafter
be declared iml'alid,void,or of no effect,it shall not effect
the validity of the remaining portions thereof.
Section 7.From and after the 31st.day of December,1927,
every person preforming plumbin~work for a compensation in the
Town of Marysville,except ah~e8r~5 working under the direction
of a licensed p Lur.be r ,shall pay an annual license fee of Ten
Dollars ($10.00)Which license shall be revokable at the will of
the Town Council,and upon making such payment the Town Clerk shall
issue a license to such a person,which license shall expire on
December 31st.of the year Ln which it is issued.Any person,
except an employee wotking under the direction of a licensed plumber,
who shall after such date prefermpluniliing work in the Town of
MarySVille,for ctmpensation without having first procured such a
license,shall be deemed guilty of a violation of this Ordinance.
Section 9.AlL house drains,Le.,that part of the horizontal
niping of a house drainage system which receives the discharggDof
soil waste and other drainage pipes inside the wall of any bUilding
and conveys the same to a connection with the house ,sewer,shall
be carried two (2)feet outside of thehuilding line wi th standard
cast iron soil pipe,'not less than four (4)inches in d i.amete r ,"
y Section 8.Any person who violates,'disobeys,amitE,
neglects or refuses to comply With,or resists or opposes the
execution of any of the provisions of this Ordinance,or who dest-
roys,mutilates,or in any way tampers with any permit,notice or
placard issued or posted by the plruubing inspector,or who maintains
in service,after notice from 'the plumbing inspector as herein
prov'l ded,any drainage system installed,ccaat r uc te d,altered or
repaired in violation of this code shall be punished by a fine not
to exceed One Hundred ($100.00)Dollars or byimpriLsonment in the
Town Jail for not longer than Thirty (30)days or by both fine
and imprisonment.

Section 10.(a)Every joint between cast iron,.p!ipe and
terra cotta pipe shall be made of cement.
(b)Joints in cast iron pipe,or between cast iron pipe
and fittings shall be made of oakum well worked into 'theJ}oints "."

(c)Joints between cast iron pipe or fittings and lead
pipe fittings on the sewer side of a trap shall be made with a brass
~older nipple screwed to the cast iron and Wiped to the lead.
(d)Joints in which rubber couplings,washers or
putty are required,shall DOt be permitted on the sewer side of
a trap in any plumbing installation,toilets will be exempt from
this prOVision •
.(e) The joints between cast iron pipe or fittings,
on the sewer side of a trap,shall be made by screw joints,by
caulked joints,or by brass sweat bushings screwed into the cast
iron and soldered to the brass.
(f)Joiijts between wrought iron and lead piPe fittings
on the sewer side of a trap shall be made by brass soldered
nipples connects d to the lead by wiped solder connections.

Section 11.Every building provided with a water closet or
house drain shall have at least one soil stack extending in full
size.through the roof and of minimum diameter of two(2}inches.
Section 12.(a) A cleanout through the "Y"branch shall
be placed on the main line just inside of basement wall where the
pipe leaves the building.A tiUeanout shall be placed on all
horizontal lines running underground or suspended from first floor
joist.This shall apply to all dwellings.In apartment houses,flats
and large building~a cleanout shall be placed on the main line
in an accessible.place.All cleanouts shall be so located that
the use of the same as a floor drain is impossible.Cast cleanouts
or others of a similar type may be used only when they are made
gas and water tight.The diameter of a cleanout need not be greater
than four(4)inches but for all waste line of lesser diameter than
four (4")inches.the cleanout shall have the same diameter as the
waste..
(b)No vent pipe shall have a diameter smaller than that
of the trap served,except if the trap be larger than two inches,
in which case a two inch vent will .be sufficient.
(c)All vent line shall be installed with a continuous
grade to any fixture so that the water of condensation may be
discharged from the vent system.
(d)If an opening be left in a waste line for future
extension to the plumbing system,an accessible opening shall be
left in the vent system and such opening shall be tightly sealed
with a metal plug.
(e)All rooms in which water closets or .urinals are
installed must be open to the .outer air by means of a window or
vent duct approved by the inspector.
.(f)Where possible the "T"branch of a vent line shall
be located at a height not less than six (6")inches above the top
of the fixture served.
(g)Every soil,waste or vent pipe extending through
the roof shall be carried to a height of .no t less than six (6")
inches nor more'than four (4')feet above the roof,except in the
case of a flat roof used for drying clothes or -si.mi Lar purposes,
when a line shall be car±ied to a height of not less than seven
(7')feet above the roof.Pipe extending through the roof'shall
be securely tied and braced.If the termination of a soil,waste
or vent pipe be located within twelve (12')feet,measured hor i.z.,
ontally to any window,air shatf or other opening,such pipe shall
be extended at leas t two (2 I)feet above the window or other
opening.or moved to a point more than twelve (12')feet away,even
though such pipe may have been installed prior to the passage of
this Qjl)d:iinag~e.The use of a cowl ventilator or return'bend
upon a vent p~pe is expressly forbidden.In the event that a new
building is built higher than an eXisting building the owner of the
new building shall not locate windows within twelve (12')feet of
any existing vent stack on the lower bUilding,unless the owner
of,suqh new bUilding shall defray the expense of,or shall make
such alteration to conform with this section •
. ' (h)Every fixture shal l.v have a separate trap connected
to a waste line,sanitary drinking fountains excepted.Every
trap shall be provided with a vent~All traps under restaurant
,sinks whall what is known as a water cooled grease trap.
(i)All floor and all area drains shall be trapped and
vented,and where sewers are flooded with high water a back water
valve shall.be installed in an accessible place between the trap
and the main sewer.,.
(j)Except in photograph galleries,public laundries
and laboratories,where acids are used,the use of wooden or metal
lined wooden sinks is expressly forbidden.If such a metal lined
sink be installed 110les shall be bored in the bottom of the wooden
portion to indicate leakage therefrom.
(k)All galvanized piping shall run in straight lines.
Galvanized pipe shall not be sprung or bent.

Section 13.When the roughed in work of any building shall
have been completed all openings below the roof shall be plugged '
and the system tested.If a bUilding has a height of not more
than three stories the pipe shall be filled with water to the roof
and tested as a whole,but if the building be af a height greater
than three stories the system may be tested in sections.All
plugs used in the system shall remain tight throughout thete st.
The test shall be applied to all waste and vent pipes,brass ferrules,
solder nipples and to all house drains for a distance of at least
two (2')feet beyond the walls of the building.The test shall be
deemed satisfactory when all joints are found to be water tight,
and approved by the plumbing inspector.
Sections 14.Each fixture shall be back vented and no trap
shall be more than two (2)feet from said vent.
Sections 15.No waste line from a refrigerator or other
receptacle for the storage of food shall be connected directly with
any sewer,soil or waste line,nor discharge over a water closet
tank.The waste line may discharge into an open vessel or to a
floor drain.Every such waste line shall be galvanized wrought iron,
lead or cast iron,so arranged as to be properly cleansed and shall
be provided wi th a proper trap.
Section 16.If drain pipe for the bath is more than twenty_
four (24")inches from vent stack,such trap may be vented with wet
vent from basin or sink,said wet vent to be not less than one and
one-half (l~")inches in diameter.If wet vent cannot be obtained
said trap shall be .vented with as close to a continusousvent as
possible.Loop vents are permissible as approved by the plumbing
inspector.Waste connections on all,toilets shall be made with a
lead stub or lead bend,except in concrete f~oor where cast iron
stubs will be permitted providing cast iron or brass closet flanges
are used on the finish.
Sections 17.No rain water leader will be allowed toweste
in house drain unless it is provided with a catch basin and a
fixture waste through catch basin that is properly vented to
insure seal of said basin.
Section 18.Drainage system which is known as the Durham
system may be used provided the following schedule is used and'
provisions of this Ordinance covering the same are complied With.
No galvanized iron pipe shall be buried in the ground o;r'.comcrete
floors.All underground waste lines shall be cast iron soil pipes
with hubs extending through floors or above ground.All changes
in directions or horizontal waste lines shall be made with a "Y"
or 45 degree ell.All vertical lines shall have a "Y"or "45"
wi th cleanout at bottom of lire.All square bends to be made
with a "Y"or "45"with brass cleanout on all horizontal runs.
All waste fittings to be what are known as recess fittings.All
pipes to be reamed full size.

Note:For any combination of fixtures other than those ment_
ioned in the table multiply the number of water closets by two (2)
and add to the small fixtures.With this sum enter the table
and select the proper size of vent.
Section 19.All water pipes inside of bUildings shall
be graded to stop and waste so that proper drainage may be assured.
Section 20.This Ordinance shall be termed the Plumbing
Code of the Town of Marysville.
Section 21.All Ordinances or parts of Ordinances in con-
flict wi th this Ordinance are hereby repealed.
Section 22.This Ordinance shall be in full force and take
effect five days from and after its passage,approval and publication
as provide by law.
