WHEREAS,the United States is at war and the Town of Marysville is
in great and continuing danger of air and other attack by the enemy.
AND WHEREAS,by reason of the danger aforesaid,the Town of Marys-
ville has by its Ordinance No.333 established a Civilian Defense Coun- '
cil in said Town,providing for the coordination of act.ivities in muni-
cipaland private agencies co-operating in the Civilial Defense Program.
AND,WHEREAS,it will be necessary to expend moneys in the amounts
hereinafter set forth,in order to carry out the Civilian Defense PrO-
gram in the Town of MarySVille,and no provision or appropriation was
made in the 1942 B\1dget for the expenditure of such moneys,and the .;;
necessity for the ~expenditure of the same c0\11d not be foreseen at the
time said 1942 BUdge'1;was adopted;that the expenditure of said moneys
for the purpose of carrying out the Civilian Defense Program in;rsaid
Town is necessary for the preservation of the peace,health,saf~ty and
property of the Town of MarySVille and that an emergency eXl,stsfor such
expenditures;and that the amount of expenditures required for the carry-
ing out of such Civilian Defense Program in the Town of Marysville dur-
ing the year 1942 will be the sum of $2000.00.
NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE TOO OFNJARYS-
VILLE,WASHINGTON,AS FOLLOWS:
Section 1.That an emergency exists for the expenditure of moneys
for Civilian Defense purposes in the Town of MarySVille,during the year
1942,by reason of the facts set forth above.
Section 2.That the estimated amount of sald excess expenditures and
the esttmated amount of moneys required to meet said emergency,is the
sum of $2000.00
Presented to the Counoil of the TOwn of Marysville,Washington,at
its regular meeting on Monday,March 30th,1942.
Section,3.That there is hereby created a fund,to be funded by a
transfer Of surplus from Current Expense Fund,and to be designated
Civilian Defense Fund,in the Town of Marysville,out of which fund all
of such emergency expenditures shall be made.
Section 4.That.the expenditure by the Town of Marysville of moneys,
not appropriated or provided for by the 1942 Budget of said Town necessary
for carrying on of the Civilian Defense Program in said Town,and the
issuance of emergency warrants of said Town upon said Civilian Defense
Fund,in an amount not exceeding $2000.00,said warrants if not cash to
bear interest not to exceed six per cent,be and the same are hereby
authorized.
