Section.1.That Section 31 of Ordinance No.349,wh I ch
now reads as follows:.
"Every person operating or driving a vehicle of any char-ec t er-
upon a public street or alley,shall drive the same in a
care-ful and prudent manner and at a rate of speed no
greater>than is reasonable and proper under the conditJ.ons
existingiJ.t the point of oper-a t.ton,taking into account
the amount and character of the.traffic,conditJ.on of
brakes,weight of v eh.Lo Le ,grade and width of r-oadway ,
condition of su r-f ac e arid freedom of obstruction to
v Le w r ah e ad,and so as not to unduly or unre asoriab Ly
endanger the life,limb,property or other rights of
any person entitled to the use of the street or all ey,
or of any child or-children of immature years upon or
adjacent to the same,and in no event at 8.speed greater
than twenty-five (25)mile s per hour.
"Subject to the above provisions of this secti.on and
except in those instances wh er-e a lower or higher speed
is s pe c LfLe d in t.hl.s code,it shall be lawful lor the
driver of a vehicle to drive the same 8.t a speed not
exceeding the following:
"Twent:y (20)miles per hour:In traversing an inter-
section when Lhe driver's view is obstructed,except on
arterial bighways and at intersections controlled by
traffic signals when such signals are in oper-at t on ,
A driver 1 s view shall be deemed to be obstructed when at
any time during the last one hundred (100)feet of his
a ppr-o ach to an intersection he does not hav e a cLe ar-
and.un:tnterrupted view of such intersection an d of all'
public highways entering such intersection for a dl et anc e
of one hundred (100)feet along the center li.ne thereof,
and when p8ssing any schoolhouse on school Gays between
the hours of 5:00 A.M.and 5:00 P.lYj.,or school or public
playground on any days between said hours.
"Twenty-five (25)miles per hour:Throughout the Town,
except as otherwise limited by this code.

to authorized emergency vehicles when oper-at e d in eme r--
gencies and the drivers thereof sound audible sign~l by
bell,sir-en or exhaust whistle,or-to members of the Town
Fire Depar-tment operating an automobile bearing an official
Fire Depar-tment identification plate,when answering an
alarm or emergency call.This provision shall not r e Lt.ev e
the driver of such a vehicle from the duty to drive with
due regard for the safety of all persons using the street
nor shall it protect him from the consequences of a'reck-
less disregard of the safety of others."

be and is hereby amended to read as follows;
Section 3 1 •Every person operating or driving a
vehicle of any character upon a public street or alley,
shall drive the same in a careful and prudent manner and
at a rate of speed no greater'than is r-e a a on ab Le and
proper under'the conditions existing at the point of
operation,taking into account the amount and character
of the traffic,condition of brakes,weight of vehicle,
grade and width of roadway,condition of surface and
freedom of obstruction to view ahead,and so as not
to unduly or unreasonably endanger the life,limb,
proper ty or other rights of any pers on en ti tled to
the use of the street or all ey,or of anv child or children
of immature years upon or adjacent to the s ame ,and,in
no event at a speed,greater than twenty-five (25)miles
per hour.
SUbject to tbe above pr-cvLsf ons of t.h l s section and
except in those instances wh er e a lower or htgher speed
is spec ified in this code,it shall be unlawful for the
driver of a vehicle to drive the same at a speed exceeding
the following:
Twenty (20)miles per hour:In traversing 3D Lnt.e r-s ec t.Ion

highways and at intersections controlled by traffic

view shall be deemed to be obstructed when at any t Lme
during the last one hundred (100)feet of his approach
to an 1ntersection he does not have a clear and un1nter-
rupted view of suc}~intersection and of alllpubliC highways
entering such intersection for I"distance of one hundred
(100)feet along the center line thereof,and when passing
any school house on school days between the hours of 8:00 A.IVi.
and 5:00 P.M.,or school or public playground on any days
between said hours,except as hereinafter provided.
Ten (10)miles per hour on Seventh street from State Street
to Quinn Street on school days between the hours of 8:00 A,M.
and 5:00 P.M.
Twen ty-f'Lv e (25)miles pe r hour:Throughout the Town,
except as otherwise limited by this code.
The speed limits set forth in tbis code sball not apply
to authorized emergency vehicles when operated in emer-
gencies and the drivers thereof sound audible signal by
bell,siren or exhaust whistle,or to members of the 'I'ov.n
Fire Department operating an automobile bearing an official
Fire Department identification plate,when answering an
alarm,or emergency call.This pr ovisi on shall not relieve
the driver of such a vehicle from the duty to drive with
due regard for the safety of all persons using the street
nor shall it protect him from the consequences of a reckless
disregard of the safety of others.

Section 2.That Section 39 of Ordinance No.3L,9,which
now reads as follows:
"Section 39.state street wi thin the corporate limHs
of the Town;and Eighth (Tulal ip)street between S ta te
street and the West c or-por-rrt.e limits of the Town,are
all hereby declared to be and made Arterial Highways,and
it shall be the duty of all persons driving or operating
any vehicle,when approaching any such Arterial Highway
to bring such vehicles to a complete stop at the point
of intersection.
"It shall be the duty of the street Superintendent of
the 'I'own to erect and maintain sign boards on the
right hand side of all streets approaching said Arterial
Highways at the outer crosswalk line of e~ch such Arterial
Highway where a stop is he r-e Ln required,on which shall
be painted or printed the word "STOP".

It shall be the duty of the Street Superintendent of
the Town to erect and maintain sign bo ar-o s on the right
hand side of all streets approaching said Arterial
