BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF MA..~7tsVILLE : serve without compensation. Section 2.The Commission shall elect ,its own Chairman and Secretary and shall hold one (1)regular meeting in each mont~fbI' not less than nine (9)months in each year.It shall adopt rules for transactions of business and shall keep a written record of its proceedings,which shall be a pUblic record. ORDINANCE NO.~ " Section 1.Pursuant to the authority conferred by Chapter 44 of the Session laws of'1935 of the State of Washington, there is hereby created a City Planning Commission;consisting of nine (9)members,who shall be appointed by the Mayor and confirmed by the Council;provided,that two (2)members shall be eX-officio members,without a vote,to be apPointed from the membership of the Council.The term of office of the seven members shall be six (0) years,but of the first seven appointed,the term of two shall end on the 2nd day of August,1955,and ,the terms of each of the five others shall expire in rotation on the 2nd day of August of each succeeding year.The terms of the first seven member-s appointed shall be fixed and designated by the Mayor at the time of such appointment.The term of office for e~~officio members shall correspond to their respective tenures.Vacancies,occui',j:oing otherwise tbanthrbugh't;p.e,expiratioIj.dLterms shall be filled for the unexpired terms.Members may be re no ved,after publiC'hearing, by the Mayor,with the approval of the City council,for inefficien- cy,neglect of duty or malfeasance in office.'The members shall be selected without respect to political affiliations and they shall -2 ..-, formulate plans for the conservation of such resonrces and the systematic utilization and development thereof; (3)Make recommendations from time to time as to the Within such limits,the Commission may employ such employees and expert consultants as are deemed necessary for its work. Section 4.The Commission may act as the research and fact finding agency of the municipality.To that end it may , '~" make such surveys,analyses,researches and reports as are generally authorized or requested by the Council.The Commission, upon such request or authority,may also~ (1)Make inquiries,investigations and surveys concerning the resources of the town; (2)Assemble and analyze the data thus obtained and best methods of such conservation,utilization,and development; (4)Cooperate with other commissions,and other public agencies in such planning,conservation and development. Section 5.The Planning Commission shall have all of the powers and perform each and all of the duties specified by said Chapter 44 of the 1935 Session laws of the State of Washington, together with any other duties or authority which may hereafter ~e conferred upon them by the laws of the State of Washington.The performance of such duties and the exercise of sue h authori ty to be subject to each and all of the limitations expressed in such legislative enactment. Section 6.All plats or plans of subdivisions of land within the town or proposed annexations to the town,as well as dedications of streets and alleys,offeRed to the Council,,Coif acceptance shall first be submitted to the Planning Commission for its recommendation and report,which report shall be made to the Council within thirty (30)days after SUbmission,or at such earlier date as the Council shall direct. Section 7.A majority of the membership of the Planning Commission,not less than four of whom Shall be regUlar members,. , ~ i> •,• ~ ,".' -3 - Section 8.The Planning Commission,at or before its first regular meeting in August of each year,shall make a full report in writing to.the Council ·of its transactions and expenditures, if any,for the preceding year,with such general recommendations as to matters covered by its prescribed duties and authority as may to it seem proper. p~ssed by the Council and approved by the Mayor on thisr- 2nd day of August,1954. shall consttt~te a ~uorum for the transaction of business.Any action taken by a majority of those present when those present constitute a quorum,at any regular or special meeting of the Planning Commission shall be deemed and taken as the action of the Commission.
