AN ORDINANCE relating to and regulating traffic.travel,and tr-anspor-»
tation and their incidents upon the public streets and ways of the Town of Marysville..
Washington;adopting the provisions of certain Motor Vehicle Laws of the state of
Washington by reference as hereinafter set forth;providing penalties for the viol.a-:
tion thereof;delcaringan emergency and providing for the effective date hereof;
and repealing all ordinances and parts of or-dlaance s in conflict herewith.

SECTION I.That those provisions of the Vehicle Laws of the State of
Washington as set forth in the follwwing sections of the Revised Code of the State of
Washington as now or hereafter amended be and are hereby adopted by the Town of
Marysville,Washington,as a por-tton of its traffic code as fol'Iows:

SECTION 2.FALSE STATEMENTS:Noper senahaflmake a false state>
ment or representation in any application,statement,or report required to be made
by this Ordinance.
SECTION 3.AUTHORITY OF OFFICERS:Except as otherwise herein
provided,it shall be the duty of the Police Depar-tment to enforce the pt'evisions of
this ordinance.
Officers of the Police Department are hereby authorized to direct all
traffic,either in person or by means of visible or audible signal,.in conformance
with the provisions of this or-diaance,provided that where necessary to expedite
traffic,or to prevent or eliminate congestion,or to safeguard pedestrians,such
.officers,or in the event of a fire or other emer-gency,SUch officers and officers of
the Fire Department may direct traffic as conditions may require,notwithstanding
the provisions of this ordinance.
At street intersections where necessary in order to prevent congestton
of traffic,the Chief of Police is hereby authorized and directed to prescribe the
direction and limit the flow of traffic past such intersections.
SECTION 4.COMPLIANCE WITH ORDERS:It shall be unlawful for any
person to refuse to or fail to comply with any lawful order,signal or direction of
a police officer,made or given in the performance of his duty in directing traffic,
or to resist any police officer or Scholl Patrol officer whtleenfor-cing any of the
provisions of this ordinance.
SECTION 5.ESTABLlSHMENT OF ZONES:For the protection of and in
the public interest,to prevent traffic congestion or danger and to maintain the most
efficient USe of the highways,the Town Council shall,by resolution from time to time
adopt existing and establish additional parking and/or angle parking zones,limited
parking and/or limited angle parking zones,danger zones,safety zones,bus zones,
loading zones,traffic lanes,school zones and crossings,and marked cross walks
and other means to give notice of such.
SECTION 6.COMPLIANCE WITH MARKINGS:It shall be unlawful for

any person to disobey the instructions of any offiCial traffic sign,traffic signal or
marks upon the street placed in accordance with the provisions of this ordinance,
unless otherwise directed by a police officer.
SECTION 7.BARRIERS:No person shall disregard warning signals
or barriers lawfully placedin a street,nor the warning signal of a flagman stationed
near a railroad crossing or other dangerous.place or where workmen are employed
upon the street.
SECTION 8.RAILWAY CROSSINGS:Whenever any person driving a vehicle
approaches a highway and steam or interurban railway grade crossing,where a
clearly visible and/or audible signal gives warning of the immediate approach of a
railway train or car,it shall be unlawful for such person to fail to stop such vehicle.
SECTION 9.INTERFERENCE WITH SIGNS:It shall be unlawful to move,
deface,injure,mutilate,obstruct,or destroy any public traffic sign,signboard,
guide post,barrier,or any official traffic sign or signal,or to remove Or disturb
any light placed upon a disable vehicle,or on,at,or near any obstr-uction or defect
in street.
SECTION 10.INTERFERENCE WITH TRAFFIC:It shall be unlawful
for any per-son to stop or loiter or to ped:lle or sell merchandise or publications on
a street crossing or public place or at any point on a street so as to interfere with
or obstruct traffic or travel,or for any person to congregate or to wilfully cause
persons to congregate in any street in suc1;t a manner as to interfere with or obstruct
traffic Dr travel or when so congregated to refuse to disperse upon being r-eque-sted
so to do by any police officer.

SECTION 11.ARTERIAL IDGHWAYS:.State Street within the limits of
the Town;Third Street East of State Street;Eighth Street from Delta to Beach Streets,
inclusive;.Fourth Street,except Liberty and State Streets;Cedar Street at Second,
Third and Fifth Streets;Grove Street except State Street;Second Street at Columbia
Street;Seventh Street at Columbia Street;Liberty Street from 3rdStreet to Grove
Streets inclusive,are all hereby declared to be arterial highways or.stop intersections,
and it shall be the duty of all persons driving or operating any vehicle,when approach-
ingany such arterial highway,to bring such vehicle to a complete stop at the point
of intersection•.It shall be the duty of the Street Superintendent of the town to•
erect and maintain sign boards on the right hand side of all streets approaching
said arterial highway where a stop is herein required,on which shall be painted
or printed the word tl STOP".
SECTION 12..PARKING STB,IPS::No person shall drive a vehicle on or
across or in any manner obstruct any sidewalk,sidewalk ar-ea,or parking strip,
except temporarily at a permanent or temporary dntveway,nor shall any vehicle
be parked on any parking strip.
SECTION 13.PARKING:No person shall parallel park a vehicle at any
location designated by resolution of the Town Council as a location for angle parking,
nor angle park a vehicle at any locaflon so designated as a location forparallel
parking.
On portions of the street where angle parking is allowed,it shall be unlawful

to angle parka vehicle the length of which exceeds ei~teen feet over-vall•
.SECTION 14.TOWING:No person shall operate a motor vehicle with more
than one vehicle in tow,and the distance between such vehicles shall not be greater
than sixteen {l6Y feet,The vehicle being towed shall be in charge of a driver and
shall display lights and be equipped with brakes in accordance with the provisions
of thisordiaance for motor vehicles.

~',~/j SBCT!ON 15.RAILWAy TRAINS:It shall be unlawful for the directing

officer or the operator of any steam,diesel,or electric railway train or car to
direct the operation of or to operate the same in such a manner as to prevent or
interfere with the use of any street for purposes of travel for a period of time longer
than five (5)consecutive minute s,except that this provision shall not apply to trains
or cars in motion other than those engaged in switching.
It shall be unlawful to operate a steam or electric railway train or 4ar
at a rate of spe:~eater than 25 miles per hour within the corporate limits of the
CityOf~h.
SECTION 16.LIVESTOCK:It shall be unlawful for any person to cause or
permit any livestock to graze or stray upon any st-r-eet as in this ordinance defined.
SECTION 17.,AUTO STAGES:The Town Council may by resolution desig-
nate the route or routes to be followed by all auto stage's,as herein defined,entering
or passing through the 'I'own,and the location thereon where passengers or freight
may be loaded or unloaded and if such routes be so established shall cause notice
in writing to be given the owners thereof,fullowing which it shall be unlawful for
such owners and/or operators of any stage to violate the provisions so made.
SECTION 18.FIRE ZONES AND EQUIPMENT:There is hereby established
about the scene of every fire duripg its course,a "Fire Zone,"which shall consist
of all public streets within a radius of three hundred'{300}feet or more from said
fire,and in every case include the two nearest street intersections.
Such "Fire Zone"shall remain in existence until such time as the Chief
of the Fire Department or his authorized agent shall declare the emergency past.
Commanding officers at fires shall have authority to remove from the
"Fire Zone,','obstructions to the extinguishing of fire.
All traffic,including locomotives.railroad cars,vehicular and pedestrian,
within a"Fire Zone"shall stop in a safe place and it shall be unlawful for any person
to move,operate or start to move or operate any vehicle except upon orders of the
Chief of Police or the Chief of the Fire Department or their authorized agents.

It shall be unlawful to enter a "Fire Zone.H or stop,stand.or 'park in such
a manner as to hinder the apparatus of the Fire Department in entering or leaving
any 11 Fire Zone."
It shall be lawful for the Chief of the Fire Department and his authorized
agents to require the aid of the operator of any vehfcle,in drawing or conveying
any apparatus.equipment or tools of the Fire Department to a fire.
During any emergency requiring the services of the Fire Department.the
Chief or his authorized agent is authorized to establish fire lines on a public street
or private property.by roping off the same.or by stationing a fireman in uniform.
or a police officer.to direct traffic.and it shall be unlawful for any person to dis-
regard or fail to obey the orders of said fireman or police officer or to run over
said rope or to operate any vehicle inside fire lines.
The Chief of Police shall maintain in readiness for immediate use a
sufficient quantity of rope for establishingfire lines and in case of fire.upon the
request of the Fire Chief.shall dispatch thereto patrolmen in charge of of an
officer with said fire line ropes.which officer shall report for duty and be subject to
the orders of the Chief of the Fire Department.or his authorized agent.and shall
establish fire lines and direct traffic in accordance with his orders.
The Chief of the Fire Departnentor his authorized agent may.when the
walls of a burned or burning building are unsafe or in such condition as to endanger
traffic in public streets,or when any pole.chimney.spire.steeple.electric wire
or other thing or object endangers human life or property in the public streets.

and place suitable signs marked "danger"about same.or red lights at night.and it
shall be unlawful for any person to remove.mutilate.tear down or otherwise damage
any sign.fence.wall or rope.or to walk.or to drive.operate.or move any vehicle
inside said lines.fence or walls.
SECTION 19.lI'A~ADES OR PROCESSIONS.It shall be unlawful for any

.pedestr-Ian,equestrian.driyeroroperatorof a vehicle to pass through.or drive
between the vehicles comprising.or interrupt.any regularly ordered funeral pro"
cession.or any procession authorized by the Chief of Police as hereln provided.
or passage of the military or naval forces of the United States or of the State or
National Guard of the State of Washington.This provisi~n shall not apply to opera-
tion of emergency vehicles.or at street intersections where traffic is controlled by
traffic control signals or police officers.
No person shall leave any vehicle upon any street which is being or has
been cleared for parade purposes.All persons except those participating in parades
shall keep off the streets temporarily closed for parades.
It shall be unlawful to parade upon any street in the Town .of Marysville
without first notifying the Chief of Police and the Street Superintendent.and obtaining
a permit so to do from said Chief of Police.Such notification shall be made in
writ ingand shall state the purpose of such parade.the place and hour of'format:iln.
the proposed line of march and the name s of the persons having charge or control of
said parade.Such notification shall be delivered to the Chief of Police and the said
Street Superintendent twenty-four (Z4)hours befor-e such parade is to take place;
provided.however.that this time limitation may be lesseml or the notice entirely
waived.in the .discretion of the Chief of Police for any unexpected occasion.orin
case of a parade of visitors arripng in the City within less than the above described
period preceding the desired hour of parade.The Chief of Police in his discretion.
may direct such modifications of the place of formation and of the line of march
and other details of any such parade as traffic conditions and public safety may require.
and with the approval or on the order of the Mayor or in his absence.with the consent
and approval of the Mayor pro tern,may forbid or stop any such parade.whenever
deemed necessary for the preservation of the publtc peace.
SECTION ZOo PENALTIES:Any person who shall violate or fail to comply
with any of the provisions of this ordinance or who shall counsel.aid.or abet any

such viiblation or failure to comply shall be deernedgulfty of a misdemeanor.snd
upon conviction thereof shall be pimishedby fine not to exceed Three Hundred Dollars
($300.00)or by imprisonment in the City Jail for not to exceed ninety {90}days.
or by both such fine andImpr-Isonment:and in addition thereto the Police Judge shall
carry out all provisions of the State Code as hereinabove adopted involvtngdtspo-
sition and penalties respecting operatorl s licenses when applicable.
SECTION 21.All or dmance aand parts of ordinances in conflict with this
ordinance or any portion thereof are hereby repealed.
