ORDINANCE NO.4E~
Al~ORDINANCE regulating trailer camps and trailers,defining
offenses and providing penalties.
BE IT ORDAINED BY 'rBE TOVm COUNCIL OF TIill TOWN OF MARYSVILLE:
section 1.For the purpose of this ordinance,the following
terms shall be deemed and construed to have the meanings respectively
ascribed to them in this section,unless from the particular context
it clearly appears that some other meaning is intended.
PERSON--The word "per song ,a'hall mean and'include both the sing-
ular and plural and shall also mean~rnclude person,individual,firm,
corporation,co-partnership,association,club,socriety or any other
organization.
TRAILER wllv~--is defined to be any plot of ground '~lere ac-
commodations are provided for three or more automobile trailer or house
cars used by transients by the day,week or month,where a charge is or
is not made,and Where house cars or trailers are used as living or
sleeping quarters.
TRAILER--is defined to be any camp car,house car or trailer
used for living or sleeping purposes and which is equipp~d with wheels
or similar devices used for the purpose of transporting 'said unit from
place to place,whether by motive power or other means.
section 2.It ~hall be the duty of the Health Officer and the
sewer Inspecyor of the Twwn of Marysville to enforce the provisions'of
this ordinance,and for the purpose of securing enforcement thereof,
such officers,or their duly aut.hor Lzed representatives,shallllitye the
right and are hereby empowered to enter upon the premises ofan./foamp
ground,trailer house or house car now,or hereafter,operated~vithin
the Town of Marysville,for the purpose of carrying out the prQvisions
of this ordinance.
section 3.rt shall be unlawful for any person to camp,place,
stand,park or locate any trailer in the Town of Marysville,except within
a trailer camp.provided however,that the same may be parked an d used
outside of a trailer camp and on private property only for a period'ndt
to exceed forty-eight (48)hours continuous time:Provided further that
nothing in this ordinance ahaf l,be construed to prohibit the'storage or
parking of tr~ilers upon private property if the trailer is not used for
sleeping or llving purposes.
section 4.No person shall stand,park,place or locate,or
.,permit to be stood,parked,placed or located upon any property belong-
ing to him,or under his control,any trailer,unless the person in con-
trol thereof shall have a valid,unrevoked and unexpired permit to op-
erate a trailer camp from the Town C6uncil of the Town of Marysville,
or except as provided in section 3 hereinabove.
section 5.It shall be unlawful for any person to operata,
maintain or offsr for pUblic use within the Town of lvIarysvillea trailer
camp without first applying for,and receiving from the Town council
a permit so to do,as hereinafter provided,.
section 6.Every application for a permit to operate a trailer
camp in the Town of Marysville s~all be in writing.It shall state the
name and address of the applicant and description of the property where-
on or wherein it is proposed to conduct such a trailer camp.Said app-
lication shall also contain such other information as the Town council

may require and shall be filed by the applicant not less than'Thirty
(30)days bef'ore said camp ground is to be made ready for use,and
shall be accompanied by an inspection fee,of Fifteen (:i$15.00)Dollars,
for whi ch the crown Clerk shall i seue a receipt •
.Section 7.The.fee for a <J1ra:rler pamp License shall be ,and
her eby is,fixed in the sum of TWO and 50/100tl1.Ej ($2.50)Dollars;per
annum for each trailer that·said camp is licensed to aCc;omlllodate,pro-
vided that the fee for any such license shall not be more than the
sum of Fifty ($50.00)Dollar's per annum'.
section 8.upon the filing of theapl1lication accompah*ed by
the inspection fee,it .shall be the duty of the HealthOfficer ,al1€1.the
sewer Inspector,to investigate the prerrises and determine whether'said
proposed trailer camp,or the site selected therefor,conforms with such
requirements 1)
sectionQ.Wllenever inspection by the Health..Officer of any
trailer camp indicates that unsanitary c;onditions exisij;therein,or that
any other provisions.of this ordinance or any other apl'licable law~s
being violatM,the Health Officer shall notifythe.I-'6ISOn in char.ge
thereof in wri ting of such fact and shall set forth in<,i>'aid notice a
description of the unsanitary condition or ot.her violatien of this
ordinance or other applicable law,and shall further direct,that said
un sarri tary condi ti on or other violation be remedied by o orame'nc l ng to
remedy same within twenty-four (24)hours of receipt of no td.oeiand to
continue thereafter diligently and continuously until said unsarritary
condition has been abated.
If after said notice said condition is not remedied,or if it
appears that any other violation of law eXists,it shall be the duty of
the Health Officer and the Health Officer may,in addition to other
penalties provided by this ordinance,suspend or recorillUend that said
permit be revoked,as herein provided.
No perrrit Shall be revoked until after a hearing before the
~own Council of the Town of Marysville relating to such revocation,but
the Health Officer may order such permit suape nded pending .such hearing.
Notice of such hearing Shall be given in writing and served at least
five (5)days prior to the date of the hearing thereof,auch r ser-vi ce
to be upon the holder of such permit or his r~nager or agent,which
notice Shall state the grounds of complaint against the holder of such
permi.t or against the trailer camp maintained by him,and shall also
state the time when and the place where such hear'Lng will be had.In
the event the holder of such permit cannot be found or service of such
notice cannot be made upon him in the manner herein provided,then a
copy of such notice shall be nuiled,postage fUlly prepaid,addressed
to such holder,at least five (5)days prior to the date of such hearing.
section 10.Any permit issued hereunder shall be transferrable
upon a Vlri tten application of the holder of the same to the 'rown Council
and compliance by the transferee thereof 'with the provisions of this
ordinan ce •
section 11.It shall be unlawful for any person to maintain,
conduct or carryon any trailer camp within the Town of Marysville un-
less there shall be at all times posted in a conspicuous place therein
the permit obtained from the Town Council.
section 12.(a)It shall be unlavrrul for any person to con-
duct,carryon or r~intain any trailer camp within the Town Which does
not have adequate toilet facilities for men,separate and apart from ad-
equate toilet facilities for women,equipped with water flush type toilets;
adequate shower facilities for men,separate and apart from adeoyate
shower facilities for women;adequate tight metal receptacles for gar-
bage and rubbish,and an adequate and sufficient supply of pure water
for drinking purposes by use of sanitary drinking fountains,and an
adequate supply of pure water for domesti.c purposes,which said water

shall be obtained from faucets only,conveniently located in said
trailer camp,and no dipping vessels or CODMon oups shall be permitted.
Adequate toilet faoilities shall be defined"as one (1)water
closet for eaoh sex for every seven (7)trailer units,or fraotional
part thereof in eRoess of seven (7)trailer units,not having self-
oontained toilet faoilities within,in said trailer o~mp,Which toilet
faoilities shall not be more than one hundred (100)feet away from any
trailer intended to use the same.
(b)No permit shall be issued hereunder to oarry on a trailer
camp unless applioant oomplies with all of the sanitation,eleotrioal,
sewer,health,plumbing,fire and building oo~es and ordinanoes of the
Town of Marysville relating to the same.
(oj.Every toilet,shower,slop sink and every other oontainer
used for the purpose of discharging or drainage of waste water shall be
oonneoted with the Town sewer system.
(d)It shall be unlawful for any person to operate and main-"
tain a trailer in the Town of Marysville which does not have reasonable,
immediate aooessibility and use of adequate toilet facilities,adequate
reoeptacles for garbage and rUbbish,and an adequate supply of pure vffiter
for drinking and dODllistio purposes.
(e)It shall be unlawful for any person to deposit any gar-
b ~ge or other improper SUbstance,or any drainage or wash water upon
the premises of any trailer oamp,exoept in the proper reoeptaoles provided
therefor.
(f)There shall be provided in every trailer oamp adequate
slop sinks,properly oonneoted with a sewer,the same to be oonveniently
looated.
(g)Every trailer camp operator shall provide imnlediate sewer
drainage conneotions for each trailer,and it Shall be unlawful for any
person to permit the ~low from said trailer of any waste water except in or
through the sewer oonneotion as above provided.
seotion 13.Every trailer oamp shall provide a three(3)foot
side yard for eaoh trailer,and shall be arranged in rows abutting on a
driveway or Olear unoooupied space of not less than sixteen (16)feet
in width whioh spaoe Shall have unobstructed acoess to a pUblic street
or alley,and it shall be unlawful for any person to so stand or looate,
or permit the standing or location of any trailer at a distanoe of less
than twelve (12)feet from any other trailer.
seotion 14.(a)It shall be unlawful for any"person owning or
operating a trailer in the Town of Marysville to remove,or cause to be
removed,the wheels or any similar transporting devioe from said trailer,
or to otherwise permanently fix it to the ground in a manner that would
prevent ready removal,without first r~ving obtained a permit to so do
from the Building Inspeotor,in oompliance.with the Building Code.
(b)Any alteration to any trailer as above set forth shall
be oonstrued as removing it from the provisions of this ordinanoe and
oonverting it into a dwelling,and it shall thereupon be subjeot to the
requirements of the Building codeand The Sewer Code.
section 15.(a)Every trailer oalllP shall be provided with
suffioient means of lighting the sa.rne at night and all roadways ,water
olosets and bath units shall he kept lighteddu.:ring the time from one-
half hour after sunset until one-half hour before sun-rise.

(b)Each trailer shall be provided vdth grounding facilities
in such menn~r as to carry off any electrical charge,s~id grounding
connections to be provided and maintained by the operator of such
~ualified trailer camPi~d it shall be unlawful for any person to use
a trailer as herein provided u~less said grounding connections are
a ffixed at all times.
(c)Every trailer camp shall be provid~d,with ade qua t e fire
fighting andfire"prevention facilities and appliQl1nt shall submit to
the Fire Department of the Town of Marysville a plan showing the Ln->
tended construction for fire fighting and fire prevenyion facilities,
said plans and specifications and construction to be approved by smd
Department.
(d)All land used as a trailer camp shall be located on well
drained sites of ample size,free from heavy or dense grov~h of brush
or weeds.The land shall be free from marsh and Shall be gradedC to
insure rapid drainage dur Lng and followi;n.g rain,and it shall be un-
lawful to permit water to accumulate or stand upon the ground of any
trai ler camp.
section 16.No dog or other animal shall be permitted to run
at large in any trails l'camp,
section 17.Every traileIJ camp shall maintain a manager in
charge th ereof,who shall re~uire all persons using such trailer camp
to register in a book kept for that purpose ahovdng the date,the.name
and address of said person together vdth the DBke of authmobile and the
correct automobile license nurnber.Every such manager shall ¥eserve
such ragister and endorse'upon the same the date of departure of the
je r son registered therein,and it shall be unlawful for any person to make
any false entry or alter or permit to be erased or altered any aame ,
address,registration number,or other Lnr orna tion t her ein.Said reg-
ister shall at all tiD~S be open to inspection by the Police Department.
section 18.Any person violating any of the'provisions of this
ordinance shall be deemad guilty of a misdemeanor,and upon conviction
thereof shall be punished by a fine not to exceed One .Hundred ($100.00)
Dollars,or by imprt sonment in the City Jail for a pe riod of not exceeding
Thirty (30)days,or by both such fine and imprisonment;and each such
person,as principal,agent,or otherwise,shall be deemed guilty of a
separate offense for each day during any portion of which the violation
of,or failure,neglect or refusal to comply with any provision of this
ordinance is committed,continued,or permitted by such po r son,
1957.
