AN "PRDINJ\.NCE f pertaining to the water and set~er systems of.the Town of
Marysvi;~;tle.Wa,shington.designating these sys,tems as the COMBINED IvATE
ANDSfi}'{J>,R SYSTEM of the Totro of Mar,ysville.,
BElT"ORDAINED BY:THE COUNCIL OF THE TOlvN OF MARYSVILLE:
SECT~ONil.That all rules and regulations covering the w.ater,and seweri
systems shall hereafter apply to the combined water and sewer system,
ancttbese rules and regulations sball be codified in a booklet to be
kri~~n'astbe COMBINED IvATER AND SElvER 'SYSTEM CODE.
SE~r:ION,2.Tbe combined water and sewer system code sball by tbis
reference become a part of tbis ordinance as if fu~ly set fortb herein~.!
SECTION 3.The combined water and sewer system of tbe Town of Marysvi l~
sball have one superintendent wbo shall be responsible for the super-i
vision of all construction and maintenance of this combined system.
He shall be responsible for the enforcing of all rules and regulations
governing tbis combined system.He shall be responsible for tbe makin
of a yearly budget covering the expenses to be incurred during each
calendar year.'He shall'be'responsible for the supervision of ,all
personnel involved in the maintenance and construction of thiscom~
bined system,and he shall appear at all council meetings ready to
give a report on his progress in carrying out the duties of super in-
tli'ndent.
SECTION 4.All rates,fees,and charges made for services rendered
and all fines and assessments levied by the combined water and sewer
system o£the Town of Marysville shall be paid into a fund entitled
the COMBINED IVATER AND SEIVER SYSTEM REVENUE FUND.Any other in()omel.'.'...•
whatsoever belonging to tbe combined water and sewer,system shall"be
paid into this same.reven~e fund.
SECTION 5.The salaries and/or wages of all personnel working for the
combined water and sewer system shall be paid from the combined water
and sewer system revenue fund..
SECTION 6.All expenses whatsoever having to do with the operation.
extension or betterment of the combined water and sewer system of the
Town of Marysville shall be paid for from the combined water and
sewer system revenue fund.
SECTION 7J The charges for services rendered by the combined water
and sewer system of the Town of Marysville shall be such that any and
all yearly outstanding obligations shall be met.and a reserve,beyond
the yearly obligations.of not less than $20,000.00 shall always be
kept on hand in the COMBINED WATER ~ND SEWER SYSTEM RESERVE FUND
which is hereby created.These reserve funds shall be invested in
U.S.Government Bonds.or such other securities permitted by law.
SECTION 8.The destruction.mutilation or molestation of any property
belonging to the combined water and sewer system of the Town of
Marysville shall be punished by a fine of not less than $100.00.nor
more than $300.00.or 1mprisonment in the town jail for not less than
5 nor more than 30 days,or by both such fine and imprisonment.
SECTION 9.In the event that any fees or charges assessed for service
rendered by the combined water and sewer system of the Town of Marys-
ville shall become delinquent.the said amounts shall become a lien
against the property to whichtthe services were rendered.If the fees
or charges are not paid within 30 days after mailing of bills for said
services,the superintendent of the combined water and sewer system,
upon giVing 10 days notice,shall sb~t off water service to said
property until such time as all overdue bills have been paid.An
additional charge of $2.00 shall be required before any service that
has been shut off shall be restored.
SECTION 10.Tbe Town of Marysvil'le hereby disclaims ownership to
any galvanized iron and/or wooden laterals,3"or less in diameter"
running from t0Wll water mains not in front,or alongside.of the
property being served.Repairs to these lines shall be the responsi-
bility of the users.This does not apply to the Regan line to whicb
no further connections will be permitted.

SECTION 11.It is the intention of the town council that this.and
every provision thereof,shall be considered separable.and the
invalidity of any section,clause.provision or part or portibn of
any section,clause or provision of this ordinance shall not affect_
the validity of any other portion of this ordinance.
SECTION.12.Ordinances numbered 232.233.256.410.423.'4'27:a.nd
-446 relating to the water and sewer systems of the Town of''"".,••','
Marysville are hereby repealed,EXCEPT ,that 'any outstanding obliga.':':
tions of what was the former Waterworks Utility or the Combined'
Water and Se~ter Department of the Town of Mli!.rysvi1le shall be .:
assumed by the newly created Combined Water and Sewer System of'the
Town of Marysville.
