THE arty COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1.The waterworks utility of the City is in such condition that the public health,safety and welfare require .the making of certain additions thereto and betterments and extensions thereof as hereinafter specifically set forth. Section 2.The gross revenues and benefits to be derived from the operation and maintenance of the waterworks utility of the City and the additions,extensions and better- Inents thereto herein provided for at the rates to be charged for water and sanitary sewage disposal service on the entire utility will,in the judgement of the City Council,be more than sUffici~nt to meet all expe~ses of operation and maintenano. thereof and to permit the setting aside into a special fund out of.the gross revenues of the waterworks utility of the City of sufficient amounts to pay the interest on the bonds herein authori~ed to be issued and on the presently outstanding "Water Revenue Bonds,1952,".(Series A,Series B and Series cl,' "Water and Sewer Revenue Bonds,1955,""Water and Sewer Revenue Bonds,1957,"and "Water and Sewer Revenue Bonds,1959,"as suoh interest becomes due and payable,and to pay and redeem all of said bonds at maturity • .'Section 3.The City of Marysville hereby specifies and adopts a system or'plan of additions'to and betterments and extensions of the waterworks utility of the City to consist of the following:' (1)There shall be constructed and installed at a site to be acquired tbEl£El€ore a storage tank with useful oapaoity of 300,000 gallons,including overflow and drain line,'together with the acquisition of all necessary rights-of~way; (2)There shall be constructed and installed two concrete settling basins at Edwards Springs headworks,and there shali be'provided new flow and chlorination controls; (3)There shall be constructed and installed 7,800 lineal feet of 10-inch water mains,.one-quarter mile east of Everett-Arlington Road.with regulating valves,conneotion to reservoir and other appurtenances; and ~---------_. (8)There shall be installed new check valves and control valves in existing pipelines at points of oonnections to existing 12-inohmains; (9)There shall be installed a pressure fegulating valve in 12-inch supply main at Westover Road,reconnecting Westover line to the West. (10)The eXisting wood mains shall be replaoed if required as a result of increased pressure; (11)There shall be included in the foregoing miscellaneous imProvements to valves,meters and operating indicators to improve operation and supervision of the sY$tem~ ••.-.,'• '-•"0 The City Council may modify the details of the fore- going system or plan where,in ;j.ts jUdgement,it seems advisable. provided suoh modifications do not substantially alter the purposes hereinbefore set forth. Section 8.There shall be and hereby is created and stablished in the office of the Treasureroof the City of arysville a special fund to be known as "Ivater and Sewer ceve nue Bond Fund,1963,"'''hich fund is to be drawn upon for he s01e purpose of paying the principal of and interest on the onds.From and after the date thereof and so long thereafter s bonds are outstanding against such fund,the City Treasurer shall et aside and pay into said fund out of the gross revenues of the aterwor~s utility of the City a fixed amount without regard to ny fixed proportion,nllUlllely,an amount sufficient to pay the E rincipal of and interest on the bonds as they respectively be- orne due and to create such surplus and reserve,if any,that may ereafter be prescribed by ordinance.The gross revenues from he said waterworks uti1ity are hereby pledged to such payment nd the bonds herein authorized shall constitute a charge or lien .pon such revenues prior and superior to any other charges what- oever,excluding charges for maintenance and operation,provided, owever,that if the conditions required to be met as set forth n Seotion 19 of Ordinance No.384,passed July 14,1952,shall e met at the time of the issuance of the bonds herein authorized he charge or lien upon such gross revenues for the bonds herein uthorized shall be on a parity with the oharge or lien upon such ross revenues for the outstanding "11Tater Revenue Bonds,1952,".
