ORDINANCE NO'.,703
AN ORDINANCE OF THE CITY OF r~~YSVILLE RELATING
TO ~{E ESTABLISHMENT OF A PEDESTRIAN MALL.
WHEREAS,a plan has 'beenprese~ted to the City Council on
behalf of certain businessmen in the downtown area of the Ci~r of
marysVille which provides for the widening of portions of Columbia
and State Avenues between Second and.Fourth Stre~ts,provision .:for
angle parking on said 'streets,.off~street parking and the,
ostablishment of a pedestrian mall on Third Street between Columbia
and State Avenues,and
WHEREAS t the City Counci·l,·after consideration of this plan,
and holding a public hearing thereon'has approved the came, and has
concluded that alternate routos on Second and Fourth Streets ,for
vehicular traffic are availablo ~d adequate to present users,of
the portion of Third Street to be converted'to a mall,and
WHEREAS,abutting'property owners have rights of ingress and
egress for unloading and loading activities provided by all~yways.' '
and streets already available,and
VHEREAS,the pUblic interest,safety and convenience is best
served ~y the establishment oi.a mall and vehiCUlar traffic shall
not be unduly inconvenienced therar.and
Wr~REAS,tho plan as presented is consistent with thG City's
comprehensivo plan,and
"WHEREAS,an'organization kriown as the Marysville Merchant-
Associations'Local Liaison,a/k/a/marysville M.A.L.L.has beon
set up ,to represent.th~downtown busin~ss,people in promoting these
improvem~nts.now therefore;.

THE CITY COUNCIL OF THE CITY OF MARYSVILLE DO ORDAIN AS FOLLOWS.

SECTION 1 •.That:the plan as it pertains to.widening'of'
Columbia and State Avenues between Second and FourthStrets and
the pr~vision for on-street and off-street parking is hereby approved.
SECTION 2.~hut the City authorizes the construction of a
..
pedestrian mall on Third Street.between Columbia and 'State Avenues.•
SECTION 3.That upon the start of'const~ction Qf the mall 'and
following its completion that portion of Third Street between
-Columbia ana State Avenues shallba closed to vehlc~lar~raffic'
except for utili~i~s and governmental functions.
SlCTION 4.That the City elects to enter into a contract with
the .Marysville M.A.L.L.organization for administration of.the mall.
SECTION 5.That if the said unllshalibe 'discontinued the
areaencompassad thereby shall be restored to .its original'condition
by the Marysville M.A.L.L.organi~ation,.
SECTION 6.Thatall '.ordinances or parts .of ordinances in
conriict herewith are'hereby repealed.
SECTION Z•That this ordinance shall take effect and be .in .
force from and after its passage,approval.and five days following
its pUbiioation as require~bylaw.

THE CITY COUNCIL OF THE CITY OF MARYSVILLE DO ORDAIN AS FOLLOWS:

the provision for on.--street and off-street parking is hereby approved.
SECTION 2.That the City authorizes the construction of a
,pedestrian mall on Third'Street between Columbia and State Avenues.
SECTION 3.That upon the 'startof construction of the mall and
following its completion that portion of Third Street between
Columbia and Sta~e Avenues shall be closed to vehicular traffic'
except for util~ties and governmentalfurtct~ons.
SECTION 4.That the City elects to enter 'into a contract with
the Marysville M.A.L.L.organization for administration of the mall."
SECTION 5.That if the said mall shall be'discontinued the
area encompassed thereby shall be restored to 'its original condition.

SECTION 6.That all ordinances or parts of ordinances in'
conflict herewith are hereby repealed.
SECTION 7.That this ordinance shall take e£fsct and be in
force from and after its passage"approval and five days following
its publication as required by law.
