AN ORDINANCE Of THE CITY OF MARYSVILLE,WASHINGTON
CREATI,NG THE OFFICE OF ADMINISTRATOR,AND SPECI-
FyING AND DEFINING HIS DUTIES,POWERS AND
,"RESPONSIBILITIES"'"
WHEREAS,the Ci,ty Council of the City of Marysville has
surveyed the admi.n i.st r a t i.ve s't.ruc tur e iof the City of Marysville,and
WHEREAS,from such survey and examination it is in,the ,best
m t e re s t s of the City of Marysville and the 'residents thereof that a

new office of CITY ADMINISTRATOR be created,NOW,THEREFORE,
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1.O£fi,ce of City Administrator,Appointment
and Remova l .Ther'e is hereby created the office of City Administr.ator,
which of£ice $hall be filled by appointment by the Mayor,subject to
confirmation by the City Council,of a majority vote.The City
Administrator shall serve at the pleasure of the'Mayor 'and the City
Council.He shall be subject to removal from office either by the
Mayor with t he consent of the City Council by a majority vote of '
its memb.ers ,or by a vote 'of t.wo r t h i.r ds of all council members without
the consent of the Mayor.
Section:2.Scop'e o'f Authority.The City.Administrator
shall be responsible for providi~g assistance and relief for the
Mayor and ~he City E~gineer in the administration of the City govern-
ment.He will be responsibl~for the line management of all city
departments,Lnc Lud i.n g the accountability of their performance,and
includi~g superVision over the Chief of Police and the Fire Chief.

Sec·tlon.3.'Duties .The .spe c i.f.i,c duties ,powers,and
responsi:biliti:eso£the City Administrator,all subj.ect ·to.the
direction,t~e supervision,and the authority of the Mayor,shall
be as follows:
a)To.coordinate th.eactiv it Le s and functions of the
v ar i.ous.ci,t:y o f f ice s.dep ar't.men't s,'co'mmis si.on s ,.and b o.ands in c'arry-
ing out the required mandaee'svo f city or d i.nan ce s and the pol i.c i.e s '
of the Mayor and theCi,ty Council.'
b)To adm ini.s t.e'r and to supe rv is e the carrying out of
decisions,regulations,~nd policies of the,various citj departments,
commi.ss i.ona ,.and boards;p rov ide d ,that nothing her ei.n shall be •
con s t rue d to ab r i.dge vo r to li.mi.t the responsibilities 'orauthori ty
of the ci.v i.I s erv i ce comm i s si.on relative to uniformed personnel.
c)To report regularly to the Mayor and the City.Coun ci.L
con ce rn i.ng the status of all assignments,.du t Les ,projects,and
func t i.on s vo f the various city offices,departments,commi.s ions,and
boards.'
d)Ta serve as personnel pfficei for the city.His
principal duty as personnel o f f i.ce r shall include,without unnecessary
Li.nrit a t i.on hut .sub j.e ct to the'approval of the Mayor,the'hiring of
and the discharge of all 'city employees excep t rthe f oLl.ow i.ng : '
(1)personnel'of the police and fire departments;(2}·those employees
and officers .requir ed by state law or ci ty ordinance to be appointed
by the Mayor or 'elected by the voters of the City of Marysville;,
and (3 )c ity personnel who might be's ub.j e ct to all applicable civil
se rv i.ce laws ,ordi,nances t 'or'regulations.
e)To supervise all purchasi~g by the various city offices,
dep artmen t s., commi.s.s i.on s , and.boards,and to prepare bid requests
as.needed.
f)To supervise all expenditures by the various city
offices,department~,commissions,and boards,for the purpose'of
keeping t he 'same wi.t.hi.n the 'limitation of th.e annual budget an d
any Lon g-r ange 'p Lann Lng rp r oj.ec t.ed for the City.of Marysville.
g) To assist the Mayor and th.e City Council generally in
conducting all the City's business,to perform such other dut i.es ,
and to assume such iot he r responsibilities as the Mayor shall d i re c t
and as may be required by ordinances and resolutionspass'ed by the
City Council.

h)To develop for approval of the Mayor,operating
cb j ec t i.ve s ,po Li.ci.es ,and pr~grams for alladmi,nistrativeactivities.
L) To. e st ab l i.sh performance standards for the operation
of and th.eacti.viti.es '0£all departments,o f f.i.ce s ,boards,and .comm ia-
sions.'I'h.is vdu t y shall require a periodic pe r f ormance review with
responsible city leadeis ~f .all depaitmetits.Th~top priority con-
s i de r a.t i.ori of this 'admtnistrativeduty is t he city budget.Whenever
the City Adnu.ni.s t r a t or shall deem it necessary,he shall take.co r rec-
t i.ve measures to t,ns.ure reasonably satisfactory performance in all
dep ar tmen ts o f c;i.tr government and a balanced budget operation
with.i,n departments.',

m) To analyze all facets of pr opo's ed.capital expenditures
in order to f ac i.Li.t a t e the decisions of·the Mayor and the City.Coun c i L;
n)To assist each:department with the selection,the
training,and the on-the-job development of personnel~and to ascer-
tain as'reasonably as p'o$siblewhet"her o rnot all city departments
are adequately and properly"manned and vo r gand.zed Ln order to carry

'Section 4 .'Salary.The City Adm i.n istr.a t.or shall'r.e ce.i ve
a salary in such amount as the,City Council may 'from time to,time
establish by ordinance.
Sec'tion 5.If any section ,subs'ection,.s.en t en ce ,.,clause,
or phrase of this 'ordinance,or if its application to any person
or circumstance .i.s held invalid,such ide ci.s i.on or decisions shall
not affect t.he vva Ld.d i trof the:remaining portions of this ordinance
or its appli.cation.
Section 6.This Ordinance shall take effect and be in
force five (5)days 'from and after its passage,approval,and publi-
cation,as provided by law.
