AN ORDINANCE OF THE CITY OF MARYSVILLE RELATING
TO THE PARK DEPARTMENT,PROVIDING FOR THE
ORGANIZATION AND SPECIFICATION OF THE DUTIES OF
THE GOLF BOARD,AND ESTABLISHING THE DUTIES AND
RESPONSIBILITIES OF THE GOLF COURSE MANAGER,THE
GOLF PROFESSIONAL,AND THE GREENS KEEPER.
THE CITY COUNCIL OF THE CITY OF MARYSVILLE DO ORDAIN
AS FOLLOWS I
Sect10n 1.Golf Board Established.There lS hereby
established as part of the Park Department a Golf Board,which
shall consist of three (3)members,who shall be apPo1Dted b~
the Mayor,subject to conf1rmat10n by the maJor1ty of the Gity
Councll.Orlginal apPo1ntees to sald Board shall serve terms
as followsl One member for one year end1ng September 30,1972,
one member for two years endlng September 30,19731 and one
member for three years end1ng September 30,1974.Thereafter,
each and all appo1ntments shall be for a three-year term end1ng
the 30th day of September of the th1rd year of such term;
provided,that any vacanCles shall be filled for the unexpr1ed
term in the same manner as the orlg1nal appolntments.The
Board shall annually choose one of ltS members to serve as
Chalrman for a term of one year beglnnlng October 1,1971.
Any member of the Board may be removed at any tlme,
wlth or wlthout cause,by the Mayor,wlth one more than maJorlty
approval of the Clty Councli.
In addltlon,the followlng deslgnated Clty offlc1als,
appolntees,or employees,shall serve as ex-offlC10 members of
the Board wlthout votlng powersl The Golf Course Manager,who
shall serve as Secretary of the Board wlthout addltlonal
compensatlon,the Chalrman of the Park Board,and a councllman
appolnted by the Mayor.
The Board shall hold a public meetlng at least once
each month,at a time and place set by the Board.It shall
adopt such rules and adminlstrative procedures conslstent with
thlS Ordlnance as are necessary to accompllsh the dutles
descrlbed hereln.
Each of the three members of the Board shall have one
vote,and a maJority must be present to constltute a quorum.

Sect~on 2.Powers of the Board.The Board shall act
~n an advisory capacity to the Mayor,the C~ty Counc~l,the
Department of Parks,and other City departments w~th respect to
golf course matters.In add~tion,the Board shall have the
follow~ng responsib~l~tiesl
(a)By a maJority vote recommend to the Mayor the
hiring and d~scharg~ng of the Golf Course Manager,the Golf
Profess~onal,and the Greens Keeper,each of whom shall serve as
hereinafter provided.
(b) To set rates and charges for greens fees,wh~ch
shall be subject to conf~rmation by the C~ty Counc~l enact~ng an
ord1nance.
(c)To plan,establ1sh,and 1mplement short term and
long term pol~c~es and regulat~ons for the development and use of
any golf course.
(d)To submit an annual bUdget to the C1ty Counc~l.
(e)To hold add~tlonal public meet~ngs from t1me to
t1me for the purposes of revlew1ng the golf course program(s),
operatlon(s),and obJective(s),and to answer pUblic queries
from clt1zen groups and the commun1ty at large.
(f)To meet from t1me to t1me wlth local,reg10nal,
and national agencies regarding golf courses,and when possible,
to attend golf course management and operation meetlngs and
sem1nars so as to keep informed of new trends ln POl1CY,program,
and golf course fac1l1ty developments.
(g) The Board shall serve w1thout compensatlonJ however,
any member or members shall be entltled to reasonable expenses
when authorized by the Mayor to attend any local,state,reg10nal
or national meetlngs on behalf of the City.
Sectlon 3.Golf Course Manager.The Golf Course Manager
shall have the respons1b~l~ty of management and control of any
golf course facility,and shalll

Prepare a prellmlnary budget for the Golf Board.
Prepare a long range capltal improvement program
subm1t the same to the Golf Board.
(c)Purchase equipment wh1ch 1S needed 1n accordance
wlth the budget,the planned development,and as ma1ntenance shall
d1ctate.

(d)Collect and deposit each day w1th the C1ty
Treasurer the following&all greens fees,fees,1f any,from
the Golf Professional conceSS10n when they become due and payable,
fees from the restaurant conceSS10n when they become due and
payable,and any other spec1f1ed charges Wh1Ch may be determined
by the Golf Board or by Ord1nance.

(e)Make a quarterly report to the Golf Board and a
sem1-annual report to the C1ty Counc11.
(f)Set dates for watering,mow1ng,repa1r1ng and
lmprov1ng of the golf course,and supervise said act1vities.
(g)Control and superv1se the Golf Profess10nal and
the Greens Keeper.
(h)Enforce all regulat10ns establ1shed by the Golf
Board.
(1)SUbJect to approval and conf1rmat10n by the Mayor,
and as allowed by the bUdget,hire sUff1cient personnel and such
part-t1me help as may be necessary for the operat10n,the
malntenance,and the lmprovement of the golf course,and dlscharge
such personnel ln accordance w1th the regulat10ns established
by the Golf Board and offlClal city policles In matters of
personnel relatl0ns.'
(J)Implement on behalf of the C1ty conceSSlona1re
agreements as to the restaurant and the Golf Professlonal.
Section 4.The Golf Professl0nal.The Golf Profess10nal
shall have the followlng respons1billt1eS&

Be the offic1al starter.
Patrol the course as necessary.
Instruct patrons ln,and enforce observatlon of,
and cons1derat10n of the grounds.
(d)Enter 1nto a concessiona1re agreement wlth the C1ty
concern1ng the operatlon of the Pro Shop,the personnel therein,
the merchand1se for sale,loss or damages,taxes,club rental,
locker room,golf lessons,and such other matters WhlCh are
mutually des1rable.In the event the City is to pay the assistants
to the said Golf Profess1onal,as to such personnel the Golf
Professional shall first seek the approval and conf1rmation of
the Mayor for hlrlng and/or discharging said'personnel;otherw1se,
the Golf Professional w1l1 not have to consult w1th the Mayor.
ThlS contract shall be annually negotiated prlor to the settlng
of the bUdget,and may be d1ssolved by either party by serv1ng a
slxty-day written notice upon the other party of the lntentlon to
so dlsso1ve the conceSSlonalre agreement.

(e)Dur~ng the playing season,Monday shall be the
regular day off for the Golf Profess~onal.
(f)Days off for out-of-town tournaments and vacations
other than Monday dur~ng the play~ng season must be approved by
the Manager.
(g)Golf course employees who are h~red,d~scharged,
and pa~d by the C~ty,shall be subJect to the same regulations
as all other C~ty employees concern~ng time off for personal
fam~ly bereavement and fam~ly ~llness.
(h) Give golf lessons,but not to the extent that ~t
~nterferes with the other respons1b~lit~es and dut~es ~n the
operation of the golf course.
(~)Perform such other funct~ons and duties as from
t~e to t1me may be prescr1bed by regulat10ns of the Golf Board.
Sect10n 5.The Greens Keeper.The Greens Keeper shall
have control and management over the ma~ntenance and operat~ons
of the golf course greens and hazards,subJect to th~s Ord1nance
and as prov~ded here1n,and shall:
(a)Keep and ma1ntain and improve the golf course
equ~pment used for such purposes.'
(b)SubJect to approval and conf~rmat1on of the Mayor,
and as allowed by the budget,h~re and d~scharge such ass~stants
and part-t1me help as the Manager shall approve.
(c)Water and mow at such tLmes dur1ng the day,and
on those days of the week as determ1ned by the Golf Manager,so
as to ~nsure a m1n1mum interference w1th golf play.
(d)Work such hours and days,w1th vacations,wh~ch
may be established by regulat10ns of the Golf Board.
(e)Perform all dut1es,funct1ons,and enforce all
matters,as are estab11shed by the Golf Board.

Sect10n 6.The Golf Board may,as 1t sees f1t,comb1ne
anyone or all of the respons1b~lit1es and pos1t10ns of the Golf
Course Manager,the Golf Profess10nal,and the Greens Keeper.
Sect10n 7.All rates of pay for the Golf Course Manager.
h1s assistants,the Golf Profess1onal,and the Greens Keeper and
h~s ass1stants,shall be establ1shed by the budget,and further,
w1th respect to the Golf Professional,as supplemented by the
conceSS10na1re agreement.

Section 8.All funds der1ved from the operat1on,
fees,and charges of any mun1c1pal golf course shall be
profess1onally aud1ted each year,and at such add1t1onal tlmes
as may be deemed necessary by the Golf Board.The cost of such
aud1t1ng shall be pa1d as an expense of the golf course operatlon
involved.
Section 9.All golf course employees who rece1ve,
collect,or deposlt any or all golf course mon1es from any source
and In any capaclty,shall be bonded for not less than $5,000.00
each.
Sectlon 10.Th1s ord1nance shall take effect from and
after ltS passage and flve (5)days followlng its publlcatlon as
requ1red by law.
