ORDINANCE NO.--b:52
An Ordinance of the City of Marysville adopting
by reference the State Building Code,also known
as the Uniform Building Code and Related Stand-
ards,1973 Edition,regulating the erection,con-
struction,enlargement,alteration,repair,moving,
removal,conversion,demolition,occupancy,equip-
ment,use,height,area and maintenance of buildings
or structures in the City of Marysville;providing
for the issuance of permits and collection of fees
therefor;declaring and establishing fire districts;
providing penalties for the violation thereof,and
repealing Ordinance No.730.
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON DO
ORDAIN AS FOLLOWS:

Section 1.Uniform Building Code and Related Standards
Ado~ted by Reference.A certaIn document,not less than three (3)
copIes of which are on file in the office of the Clerk of the City of
Marysville being marked and designated as the "Uniform Building Code
and Related Standards,1973 Edition"published by the International
Conference of Building Officials,is hereby adopted as the Building
Code of the City of Marysville for regulating the erection,construc-
tion,enlargement,alteration,repair,moving,removal,conversion,
demolition,occupancy,equipment,use,height,area and maintenance of
buildings or structures in the City of Marysville,providing for the
issuance of permits and the collection of fees therefor;declaring
and establishing fire districts;and providing penalties for the vio-
lation thereof.Each and all of the regulations,provisions,penalties,
conditions and terms of said Code are hereby incorporated and made a
part hereof as if fully set forth herein.
Section 2.Subsequent Amendments.All amendments or
supplements to said UnIform BuildIng Code hereinafter adopted by the
International Conference of Building Officials and by the State of
Washington as part of the State Building Code shall become a part of
this Code in all respects insofar as it is applied and enforced within
the jurisdictional boundaries of the City of Marysville.
Section 3.Atpendices Adopted.With the exception of
Appendix Chapter 51,re ating to elevators,dumb-waiters,escalators
and moving walks,all appendices to the Uniform Building Code,1973
Edition,are hereby adopted,incorporated by this reference and made
a part hereof as if fully set forth in this Chapter.
Section 4.Savings Clause.If any section or portion of
this ordinance or chapter IS for any reason held invalid or unconsti-
tutional by any Court of competent jurisdiction,such section or
portion shall be deemed a separate provision of this ordinance or

chapter and such holding shall not affect the validity of the remain-
ing portions hereof.
AMENDMENTS TO UNIFORM BUILDING CODE
Section S.Section 302(d)Amended.Section 302(d)of the
Uniform Building Code is hereby amended to read as follows:
Every permit issued by the Building Official under the pro-
V1Slons of this Code shall expire by limitation and become null and
void,if the building or work authorized by such permit is not commenced
within sixt*(60)days from the date of such permit,or if the building
or work aut orized by such permit is suspended or abandoned at any
time after the work is commenced for a period of sixty (60)days,or

be first obtained to do so,and the fee therefor shall be one-half the
amount required for a new permit for such work,provided no changes
have been made or will be made in the original plans and specifications
for such work;and provided further,that such suspension or abandon-
ment has not exceeded one (1)year.
Section 6.Section 304 Amended.Section 304 of the Uniform

Section 7.Section 306~a)Amended.Section 306(a)of
the Uniform Building Code is here y amended to read as follows:
No building or structure in Groups A to H,inclusive,shall
be used or occupied,and no change in the existing occupancy classi-
fication of a building or structure or portion thereof shall be made
until the Building Official has issued a certificate of occupancy
therefor as provided herein.No building in Group I or J shall be
u's'ed 'oroccu 'ied without first havin obtained final ins ection and
ap'proval by the BUll ing Official or his representatlve.
Section'8.Tahle 'S-A Amended.Table 5-A on page 51 of
the Uniform Building Code is hereby amended to add the following
footnote:
(5)Except as provided in Sections 1307 and 1407,the
minimum ceiling height for all occupancy classifications shall be 7'6".
Section 9.Sections 608,708,808,908,1108 and 1208
Amended.Sections 608,708,808,908,1108 and 1208 are hereby amended
to delete therefrom the exception relating to boilers and central
hearing plants under 400,000 btu per hour input.

Section 10.Section l407(a)Amended.Section l407(a)of
the Uniform Build1ng Code 1S hereby amended to read as follows:
(a)Ceiling heights.Habitable rooms 1 storage rooms and
laundry rooms shall have a ceiling height of not less than 7'6".
Hallways,corridors,bathrooms,water closet rooms,utility rooms and
kitchens shall have a ceiling height of not less than 7'measured to
the lowest projection from the ceiling.
If any room in a building has a sloping ceiling,the pre-
scribed ceiling height for the room is required in only one-half the
area thereof.No portion of the room measuring less than 5'from the
finished floor to the finished ceiling shall be included in any com-
putation of the minimum area thereof.
If any room has a furred ceiling,the prescribed ceiling
height is required in two-thirds the area thereof,but in no case shall
the height of the furred ceiling be less than 7'.
Section 11.Section l707(c)Amended.Section l707(c)of
the Uniform Build1ng Code 1S hereby amended to read as follows:
Balconies,landings,exterior stairways and similar sur-
faces exposed to the weather and sealed underneath shall be water-
proofed.Where plywood is used in areas subject to weather exposure
and/or adverse moisture conditions such as soffits,carports,gable
ends,porches,and similar areas,it shall have a grading minimum of
C-C Exterior or any approved equivalent."Shop"or "mill certified"
plywood is not acceptable for any of the above uses or for any struc-
tural use.
Section 12.Section l7ll(a)Amended.Section l7ll(a)of
the Uniform Building Code is hereby amended to read as follows:
(a)Floors and Walls.In other than Grou~I and J occu-
pancies,toilet room floors shall have a smooth,har ,non-absorbent
surface such as portland cement,concrete,ceramic tile or other
approved material which extends upward onto the walls at least 5 inches.
Walls within water closet compartments and walls within 2 feet of the
front and sides of urinals shall be similarly finished to a height of
4 feet and,except for structural elements,the materials used in such
walls shall be of a type which is not adversely affected by moisture,

the Uniform Building Code is hereby amended to read as follows:

Section 14.Section 25l7(c)(2)Amended.Section 25l7(c)(2)
of the Uniform Building ~ode 1S hereby amended to read as follows:
(2)Underfloor Clearance.Wood joists or the bottom of
wood floors closer 'than 18 inches,or wood girders closer than 12
inches to the ground underfloor areas and their supports,shall be of
treated wood or all heartwood of approved naturally durable species
as listed in Section 25l~(c)(3).
Accessible underfloor areas shall be provided with a 24-inch
by 30-inch access crawl hol~located on the outside perimeter of the
structure.Sa1d crawl hole 1S to be provlded w1th a door or area
well with cover.PIpes,ducts and other nonstructural construction
shall not interfere withthe.accessibility to or within underfloor
areas.
Section 15.Section 3302(a)Amended.Section 3302(a)of
the Uniform BU11d1ng Code 1S hereby amended 1n part to read as follows:
(a)Number of Exits.Every building or usable portion
thereof shall have at least one exit,and shall have not less than two
exits where required by Table No.33-A.
In all occupancies,floors,balconies and mezzanines above
the main story having an occupant load of more than ten shall have not
less-rKan two exits.
Each mezzanine used for storage purposes,if greater in area
than 2,000 square feet or more than 60 feet in any dimension,shall
have not less than two stairways to an adjacent floor.
(All remaining portions of Section 3302(a)shall remain
unamended).
Section 16.Table 33-A Amended.Table 33-A,page 476,of
the Uniform Building Code is hereby amended to add balconies and mezza~
nines to the uses listed as "assembly areas,less-,.concentrated use".
S~~tion 17.Table l5-C Amended.Table lS-C in Appendix
Chapter IS,page 638,of the Uniform Building Code is hereby amended
to delete the requirements relating to greenhouses.
PRIOR BUILDING CODE REPEALED
Section 18.Prior Building Code Repealed.Ordinance No.
730 adopted by the"City of Marysville on the 22nd day of February,
1971,and reading as follows:
"16~04.0l0 Adoption.The 1970 Edition of the
Uniform Building'Code,Volume I,with its Appendix
and supplements,are adopted and by this reference
made a part of this chapter as though fUlly set forth
herein,and the several portions thereof shall be
in full force and effect and binding within the City
limits,

16.04.020 Copies on File.That at all times
three copies of Uniform Building Code,1970 Edition,
Volume I,shall be on file with the City Clerk.
16.04.030 Penalty for Violation.Any person will-
fully violating or failing to comply with any of
the provisions of this chapter shall,upon conviction,
be punished according to the provisions set forth in
Section 1.01.080."
BE AND THE SAME IS HEREBY REPEALED.
