An Ordinance of the City of Marysville adopting
by reference the State Building Code,.also known
as the Uniform Plumbing Code,1973 Edition,pub-
lished by the International·Association of
Plumbing and Mechanical Officials,regulating the
installation,removal,alteration,or repair of
plumbing and drainage systems and fixtures and
water heating and treating equipment,providing
for the issuance of permits and the collection of
fees therefor,providing penalties for the viola-
tion thereof,and repealing Ordinance No.732.
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1.Uniform Plumbin Code Adopted by Reference.A
certain document,not less than tree (3 coples 0 w lC are on file
in the office of the Clerk of the City of Marysville being marked and
designated as the "Uniform Plumbing Code,1973 Edition"published by
the International Association of Plumbing and Mechanical OfficialS,
is hereby adopted as the Plumbing Code of the City of Marysville for
regUlating the installation,removal,alteration or repair of plumbing
and drainage systems and fixtures and water heating and treating
equipment.Each and every of the regulations,provisions,conditions
and terms of said Code are hereby incorporated and made a part hereof
as if fUlly set forth herein.
Section 2.Subsequent Amendments.All amendments or supple-
ments to said Unlform Plumbing Code which are hereinafter adopted by
the International Association of Plumbing and Mechanical Officials
and by the State of Washington as a part of the State Building Code,
shall become a part of this Code in all respects insofar as it is
applied and enforced within the jurisdictional boundaries of the City
of Marysville.
AMENDMENTS TO UNIFORM PLUMBING CODE
Section 3.Section 20.3 Amended.Section 20.3 of the
Administrative Chapter of the Uniform Plumbing Code is hereby amended
to provide in part as follows:
Any person,firm or corporation violating any provlslon of
this Code shall be deemed guilty of a misdemeanor and upon conviction
thereof shall be punished by a fine not to exceed $300 or by imprison-
ment in the City Jail for a period not to exceed ninety (90)days,or
by both such fine and imprisonment.
(The remainder of Section 20.3 shall remain unamended).

Section 4.New Section 20.75.There is hereby added to
the Administratl0n Chapter of the U~iform Plumbing Code a new Section
20.75,which shall read as follows:
20.75 Permit Expiration.Every permit issued by the ad-
ministrative authority under·the provisions of this Code shall expire
by limitati·on and become null and void,if the work authorized by such
permit is suspended or abandoned at any time after the work is com-
menced,for a period of sixty (60)days,Before such work can be
recommenced a new permit shall be first obtained,to do so,and the
fee therefor shall be one-half of the amount required for a new permit
for such work,provided no changes have been made,or will be made
in the original plans and specifications for such work,and provided,
further that such suspension or abandonment has not exceeded sixty
(60)days.
Section S.Section 20.14 Amended.Section 20.14 of the
Administratlve Chapter of the Unlform Plumbing Code is hereby amended
to read as follows:
Board of Plumber Appeals.A Board of Plumber Appeals shall
consist of five (5)members:two (2)qualified Plumbing Contractors,
two (2)qualified Journeyman Plumbers,and one (1)member from the
public at large.One (1)member of the administrative authority shall
act as Secretary and serve as an ex-officio member,
The Board shall be appointed by and serve at the pleasure
of the appointing authority of the City.
The members of said Board shall serve for one year,unless
sooner removed for cause,
The Board of Plumber Appeals shall have the following
duties;
(1)It shall be the duty of the Board to act as a Board of
Appeals in making a correct determination of any appeal arising from
actions of the administrative authority.
(2)Said Board shall keep an accurate record of all its
official transactions and render such reports and statistics as the
administrative authority may require and direct.
(3)Said Board shall elect annually a Chairman from the
members who shall preside at all meetings.It shall adopt such rules
and regulations as it sees fit for the proper and efficient discharge
of its official duties.
Appeals shall be made in writing and the appellant may
appear in person before the Board or be represented by an attorney and
may introduce evidence to support his claims.Appeals shall be heard
at reasonable times at the convenience of the Board but not later
than thirty (30)days after receipt thereof.

The appellant shall cause to be made at their own
expense any tests or research required by the Board of substantiate
their claims.
Appeals shall be timely filed within thirty (30)days
of a determination by the administrative authority.
Section 6.New Section 20.15.There is hereby added to
the Administration Chapter of the Uniform Plumbing Code a new Section
20.15,which shall read as follows:
20.15 Definition of Plumbers and Constractors.
(1)A Plumbing Contractor is a person who may conduct,
carryon or engage in the business of plumbing.
(2)A Sewer or Sewer Disposal Contractor is a person who
may conduct,carryon or engage in the business of installing,
altering,or repairing sewers and private sewage disposal systems.
(3)A Journeyman Plumber is a person who labors at the
trade of plumbing as an employee.
(4)An Apprentice Plumber is a person who labors at the
trade of plumbing as an employee under the direct supervision and in
the immediate presence of a Journeyman Plumber.
Section 7.New Section 20.16.There is hereby added to
the Administrative Chapter of the UniForm Plumbing Code a new Section
20.16,which shall read as follows:
20.16 General Provisions.
(1)It shall be unlawful for any person to conduct,carry
on or engage in the business of plumbing or act in the capacity of
a plumbing contractor,without first having had issued to him a valid
Plumbing Contractor's Certificate of Qualification or Registration
by the Washington State Department of Labor and Industries.

(2)It shall be unlawful for any person to labor at the
trade of plumbing in the capacity of a journeyman plumber without first
having had issued to him a valid Journeyman Plumber's Certificate of
Qualification or Registration by the Washington State Department of
Labor and Industries.
(3)It shall be unlawful for any person to labor at the
trade of plumbing in the capacity of an apprentice plumber without first
having had issued to him a valid Apprentice Plumber's Certificate of
Qualification or Registration by the Washington State Department of
Labor and Industries.'
Section 8.New Section 20.17.There is hereby added to
the Administration Chapter of the Uniform Plumbing Code a new Section
20.17,which shall read as follows:
20.17 A lication for Certificate of ualification or
Registration.Any person w 0 lS requlre yt lS Co e to possess a
Plumber's Certificate of Qualification or Registration shall make
application therefor to the State Department of Labor and Industries
on application blanks provided for that purpose by the State Department
of Labor and Industries and shall pay the fee as therein provided.
Certificates of Qualification or Registration are not trans-
ferrable from one person to another and the lending of any certificate
or the obtaining of permits thereunder for any other person shall be
deemed a misdemeanor.
Section 9.New Section 20.18.There is hereby added to
the Administratlon Chapter of the Uniform Plumbing Code a new Section
20.18,which shall read as follows:
20.18 Appendices.All appendices of the 1973 Edition of
the Uniform Plumbing Code are incorporated by reference and made a
part of this Chapter.
Section ~O.Section 310 Amended.Section 310 of the Uniform
Plumbing Code is hereby amended to add the following:
(h)Silcocks (hosebibs)shall not be installed in or over
any outside access to underfloor crawl space,in or over any window
well,or in or over stairwells to basement areas.A silcock (hosebib)
shall not be installed in a manner that is not properly secured and
readily removable.
Section 11.Section 40l(at(2)Amended.Section 40l(a)(2)
of the Uniform Plumbing Code is here y amended to read as follows:
ABS (Acrylonitrile-butadiene-styrene)and PVC (Polyvinal
Chloride)drain waste and vent,schedule 40 pipe is approved for in-
stallation in City of Marysville Building Code Class H, I and J Build-
ings for underground and above ground use up to 30 feet in height
provided adequate support is provided not to exceed 9 foot verticle.
The 30 feet shall be figured from the base of the stack at its lowest
point to the ceiling of the top most floor.The extension of the vents
through the roof above the top floor ceiling may be of ABS or PVC
material.

Section 13 .Section 909 Ci)Amended ,Section 909 (i)of
the Uniform Plumbing Code is hereby amenaed to read as follows:
Shower doors,tub and shower enclosures shall be construc-
ted of approved type shatter-proof material such as wire glass,
laminated safety glass,fiberglass,reinforced plastics or equivalent
materials,and such doors and enclosures shall have an unobstructed
opening of not less than 23 inches in width.
Section 14.,Section 1007 (c)Amended.Section 1007 (c)of
the Uniform Plumbing Code is hereby amended to read as follows:
On any water system provided with a pressure regulating
device or check valve at its source shall be provided with an approved,
listed,adequately-sized pressure relief valve.Any water heating

Section 15.Sections in Chapter 11 Deleted.The following
sections of Chapter 11 of the Uniform Plumbing Code are hereby speci-
fically excluded from application with the jurisdictional boundaries
of the City of Marysville:
Section 1111,(except Section llll(f)),1112,1113,1114,
1116,1117,1118 and Tables 11-1,11-2,11-3 and 11-4.
Section 16.,Section l202(c)Amended.Section l202(c)of
the Uniform Plumbing Code is hereby amended to read as follows:
Fuel Gas:Fuel oil,butane,propane,natural gas or a
mixtures of these.
Section 17.Appendix C Amended.
Plumbing Code,found on page 144,is hereby
to the building or occupancy classification
"theaters and auditoriums".

16.08.010 Adoption.The 1970 Edition of the Uniform
plumbing Code,with its Appendix and supplements,is adopted
and by this reference made a part of this chapter as though.
fully set forth herein,and the several portions thereof
shall be in full force and effect and binding within the
ci ty limits.
At all times three copies of the Uniform Plumbing Code,
1970 Edition,shall be on file with the city clerk.(Ord.
732 §§l,2,1971:Ord.621 §1,1968:Ord.556 §~,1966).
16.08.020 Amendments to code.The Uniform Plumbing
Code as adopted is supplemented and amended as follows:
(a)Part One,Sec.1.1 is completed by filling in the
blank therein·as follows:"Building inspector of the city of
Marysville,or his authorized agent.".
(b)Part One,Sec.1.2 is completed by filling in the
blank therein as follows:"Person or persons appointed by
the building inspector of the city of Marysville."
.(c~Part One,Section 1.3 is hereby eliminated.
(d)Part One,Sec.1.7 is completed by filling ~nthe
blanks as follows:."300.00""city""two."
(e)Part Two,Sec.2.4 shall be amended to read as
follows:"The board of plumber examiners as provided by
Section 2.4 of the code shall consist of five members,one
of whom shall be elected by the other members to act as
secretary.The board shall be appointed by the mayor with
the concurrence of the city council.The members of the
'board shall serve for four years.Two members of the first
board shall be appointed for two years and the remaining
three-members for four years.Thereafter,each member shall
be appointed for a four year term."

16.08.030 Section 2.12 added--License fees.There is
hereby added to Part 2 of,the Uniform Plumbing Code herein
adopted a Sec.2.12,which shall read as follows:
"Section 2.12:That the Schedule of annual license fees
in the city of Marysville shall be as follows:
n(a)The license fee for a master plumber shall be $15.00
per year.
n(b)The license fee for a journeyman plumber shall be
$5.00 per year;provided,however a Journeyman Plumber pos-
sessing a valid c~rtificate of competency and a valid Jour-
neyman Plumber's License,from a reciprocating municipality
may,on entering the City of Marysville to work,notify the
administrative authority and may work within the City,with-
out paying a license fee as set forth in this Section.
'Reciprocating municipality'as used herein means any other
municipality within the state of Washington giving an ex-
amination,the scope and character or which is at least equal
to that given by the local Board of Examiners.Notwith-
standing the City's recognition of licenses from reciprocat-
ing municipaiities,all Journeyman Plumbers whose employers
have their primary place of business located in the City
of,Marysville must obtain a license as provided in the Marys-
ville Municipal Code.Revocation of a Journeyman Plumber's
Certificate of Qualification shall automatically cancel that
person's Journeyman Plumber's License without refund in
addition to other,penalties provided.,
