1;I]HEREAS',the popuLa t i.on growth experienced and anticipated
in the City of Marysvi Ll.e is.causing severe impacts on the ability.
of 'the Marysville 'School Dds t.r i ct;to.provide adequate services to meet
.the demands caused py said new growth;and
~1HEREAS,the current tax structure inequitably requires
existing taxpayers to bear a substantial share of the public service
costs of rtew growth;and
WHEREAS,personsiwho are developing property into'new'
res:!-dential subdivisions,milltiple family residential complexes and
mob i.Le home parks should be required to mitigate the adve r sev i.mpac t s
.c~uSed by the population ~rowth on the Sch601 District,without
placing a financial 'burden on the ex i.s t i nq-vt axpaye r-s r and
WHEREAS,the City i's empowered pursuant to.Chap t er 43.210
'RCW to,require such mitigation a~'a condition of significant residential

'THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON DO
ORDAIN AS FOLLOWS:. '.
The follo~ing residential development activities are
qeclared to ·create a significant and adverse impact upon the ability
of the Marysville School District to adequately,provide the quality
of educational services to which:the,pilblic .is entitled,th~reby
affecting the quality of life of the Marysville community:
1.Obtaining a conditional use permit for property
which authorizes construction of a duplex thereon.,"
2.Obtalning a p'ermit:;.f6r.p::top,er~y::vlhich'.a~thorizes
'development 6f a trailer camp or mobile home park thereon.
3.Obtaining short'plat.app r.ova l ,fo~-r.E}sidential use
and development.of property.',FQIp'urpose's 'of'this section,
