THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WA~HINGTON DO ORDAIN AS FOLLOWS: Section 1.Definition of "Drug Paraphernalia".The term Ildrug paraphernalia"means all equipment,p:roducts and materials of any kind which are used,intended for use or designed for use .in pl~nting,propagating,cultivating,gro~ing,harvesting,manufacturing, compounding,t6nver~ing,producing,processin~,preparing,testing, analyzing,packaging,repackaging,storing,containing,concealing, injecting,ingesting,inhaling,or otherwisc introducing into the human body a·controlled substance in violation of Chapter 16.S0RCW (Uniform Controlled Substances Act).1t includes,but is not·limited to: (1)Ki.t.s used,intended for use,or 'designed for lise in planting,propagating,cultivating,growing or· harvesting of any species of plant which is.a cnntrolled substance or from which a controlled substance can b~ .derived', (2)Kits used,ini~nded for use;·or designed for use in manufacturing r compounding,·converting,producing, processing,or preparing controlled substances; (3) designed of plant tsomerizationdevices used,intended for use,or for use in:incieasing the potency of any species which is a controlled substance~...),;., (4)Testi~g,~qui~~ent used,i~tended for use,or des igned for <l~sein'identifying,or in analyzing the s t r e TLg t h ,e f f e c-t:.i v e nes S ·0 Y pur i t Y 0 f con t roll ed sub s tan ce s ; :CS):·Scales and ba l.an ce s used,·intended for use,or de~tgn~~for us~in weigij~n~6~,measuring controlled s ubs tan ce s;"~'.;;....'.',):..'."',,.............,.... . .. ,-(...t-~.'..-.• ,•,. Section 4:gightof Inspection.The Chief of Police,or his designee,shall have the right,,at all times during ordinary business hours,to enter upon the pre~ises owned or operated by any person dealing in drug paraphernalia,and to inspect all books and records ielating to such transactions for the purpose of determinini complian~e with the provisions of this ordinance. Section 5.False Reports.It shall be unlawful for any person who is purchasing or receiving drug par~phern~lia to provi~e false,fraudulent or incomplete information.,for inclusiori in the report ing form.It sha 11 be un l.awf u 1.for any p er so n to file a report ing form with the Marysville Police Department which is known,or reasonably should be known,to contain false,fr~udul~nt or in~ompleteinformation.
