An Ordinance of the City of Marysville adding hew
sections to the Sign Code (Chapter 16.16)relating
t~billboards,and amending Sections 19.08.040,
19.08.445,19.16.010, 19.20.010,and 19.20.110 of
the Zoning Code,all relating to advertising si~ns.
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1.A new definition is added to'Section l6.l6.0~O
of the Marysville ~unicipal Code providing as follows:
"Billboard"means an outdoor advertising sign or
poster panel ~hich advertises products,businesses and/or
services not·connected with the site on which the sign is
10cated~and which sign is a substantial permanent structure
with display surfaces of a type which are customarily leased
for commercial purposes.
Section 2. A new section l6.16.255 is hereby added to the
Marysville Sign Code providing as follows:
Billboards.
(a)Permitted Zones.Billboards shall be
permitted only in those iones specified for said
use in Section 19.16.010 of the Marysville
Municipal Code.
(b)Height.The maximum height of a billboard
shall not exceed 35 feet frDm the ground level at
its base.
(c)Size.The maximum sign dimensions for a
billboard shall be 12 feet in height and 25 feet in
length (excluding supports and foundations)'for a
total maximum sign area of 300 square feet per face.
Billboards may be either single or double faced.
(d)Location Restrictions.
(1)Billboards shall only be located on
property abutting State Avenue,and shall be
oriented toward State Avenue.
(2)Billboards shall be not less than
200 feet from an .intersciction;provided,that
a greater distance may be required if the City
finds that a specific billboard at a specific
location will:obstruct or physically interfere
with a rnotorist1s ·view of approaching,merging
or intersect~on ~iaffic.

(3)Billboards shall not ,be located on
railroad right-of-way,or within 100 feet
thereof.
(4)Billboards shall be ,not less than
100 feet from any residential zone.
(5)Billboards shall be not less than
15 feet from the outside edge of th~public
right-of-way,and not less than 8 feet from
any electrical or telephone wires.

(6)A billboard,shall not be located,
within 1000 feet of another billboard on the
s ama-:side of the street.Back-to-back and
V-type sign structures shall be considered
one sign structure.
(7)Billboards shall not be permitted
as roof signs.
(8)Billboards shall not block the
public visibility of anyon-premise signs)
or the visibility for motorists of any
official traffic si~ns,signal or device.
(9)Billboards shall not block,obstruct
or detract from any unique scenic views
enjoyed by the public or by'private parties,
as determined by the City C~uncil.
(e)Lighting.Lighting on billboards shall be for
the sole purpose of illuminating the advertisirig message
on the display surface,and shall not constitute any
part of the message itself,dir~ctly or inrlirectly.
There shall be no blinking,flashing or flptteringlights.
All lighting shall be diiected toward the display surface
and shall not create a hazard to motorists or a nuisance
to adjoining property owners ..
(f)Stgte Requirements.All billboards visible from
Interstate 5 shall comply with the requirements of RCW
47.42.
(g)Business Permit.A separate business permit,
as specified in Chapter 5.02,shall be required,for each
billboard erected in the City.
(h)Non-Conforming Billboards.Billboards existing
on January 1,1981,and which were in full compliance with
all codes and regulations of the City at said time,shall
be regarded as nbn-c6nforming billboards.Said billboards.
may be continued for a period of two years if properly
repaired and maintained.At the end of said period they
shall be either brought into conformity with this code or
removed from the pr~mises.Non-conforming billboards which
are structurally altered,relocated or replaced shall

Section 3.Section 16.16.030 of the Marysville Mu~icipal
Code relating toenfo!cement of the sign code is he~eby REPEALED.
Section 4.A new section 16.16.290 is hereby added to
the Marysville sign code providing as follows:
Variances.The Board of Adjustment is hereby
authorized to'hear and decide applications for variances
from all re~ulatory "pYo~isions;of this chapter.The
fees,procedures and criteria for variances specified
in 'Chapter 19.44shal~apply to all variance .applications
submitted under this chapter.-.

following:
.Billboards ...A permitted use in the General
Commercial (GC)and Light Industrial (LI)zones.
Section 8.'Section 19.20.010 of the Marysville Municipal
Code is hereby amende~as follows:
General'Commercial Sign Limits ...Area not to
exceed 150 square feet,except as provided In Chapter
16.16.
Light Industrial Sign Limits ...Area not to,exce~d
ISO square feet except ~s provided in Chapter 16.16.
