AN ORDINANCE OF THE CITY OF MARYSVILLE ENACTING
A NEW CHAPTER IN TITLE 9 OF THE MARYSVILLE
MUNICIPAL CODE,ESTABLISHING A MUNICIPAL AID
CAR SERVICE AND A MUNICIPAL AMBULANCE SERVICE,
AND SETTING FEES FOR THE SAME.
THE CITY COUNCIL OF THE CITY OF MARSYVILLE,WASHINGTON,DO
ORDAIN AS FOLLOWS:
Section 1.Purpose.The availability of emergency
medical services providing pre-hospital treatment for victims of
motor vehicle accidents,suspected coronary illnesses,and other
acute illness or trauma,and the transportation of.such victims to
the nearest hospital or medical facility,is in the interest of
public health,safety and welfare.To the extent that such
services are not immediately available or adequately provided by
private enterprise or other public entity,the same should be
furnished by the City.
Section 2.Definitions.
1."Aid car service"shall mean the rendering of
emergency medical treatment and care to persons injured,sick or
incapacitated in order to reduce the risk of loss of life or
aggravation of illness or injury.Such services shall be rendered
at the scene of the injury or incapacitation,and shall be for the
purpose of stabilizing the person until an ambulance service is
available to transport the person to a hospital or other medical
facility.
2."Ambulance service"shall mean the rendering of
medical treatment and care to persons injured,sick or
incpacitated in order to reduce the risk of loss of life or
aggravation of illness or injury,and the transportation of such
persons to the nearest hospital or other medical facility.
Emergency medical care or services provided before and during
transportation shall be rendered by qualified emergency medical
technicians.
3."Emergency medical technician"shall mean a person who
is authorized by the Washington State Department of Social and
Health Services to render emergency medical care pursuant to RCW
18.73.110 as now or hereafter amended.

Section 3.Administrative Responsibility.The Fire Chief
of the City of Marysville shall have the administrative
responsibility for aid car services and ambulance services
rendered by the City,and shall supervise the same subject to the
authority of the City Administrator and the Mayor.
Section 4.Mutual Aid Agreements.Upon approval by the
Mayor and City Council of a mutual aid agreement with any other
municipal jurisdiction,the City shall render aid car services and
ambulance services to all persons within any such jurisdiction on
the terms and conditions specified therein.Provided,that a
uniform rate schedule shall be maintained for services rendered
within the City and within all jurisdictions with mutual aid
agreements.
Section 5'.Special Restriction on Ambulance Service.The
City shall not render ambula~ce service except in life-threatening
emergencies,or except when :there is no other ambulance service
immediately available or adequately provided by private enterprise
or other public entity in the area.
Section 6.Fees for Ambulance Services.

Actual cost
Payment of the fee to the City shall be the financial
responsibility of the person receiving the services,or such
person's parents,guardians or personal representatives.
Section 7.Delinquent Accounts.The City Clerk shall
promptly bill all persons receiving ambulance services for the
amounts indicated by the records of the City Fire Department.
Said bills shall become delinquent thirty days after the same are
mailed.Delinquent bills shall accrue interest at the rate of 1%
per month.The City Clerk is authorized to file a lien for any
delinquent bill pursuant to Chapter 60.44 RCW.Any collection
litigation commenced on a delinquent bill shall entitle the City
to judgment for court costs and reasonable attorney's fees
incurred therein.
