AN ORDINANCE OF THE CITY OF MARYSVILLE ENACTING A NEW
CHAPTER IN TITLE 2 OF THE MARYSVILLE MUNICIPAL CODE
ESTABLISHING A COMMUNITY TELEVISION ADVISORY COMMITTEE.
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,DO
ORDAIN AS FOLLOWS:
Chapter 2.10 of the Marysville Municipal Code,entitled
Marysville Community Television Advisory Committee,is hereby
enacted to provide as follows:
2.10.010 Advisory Committee Established.The Marysville
Community Television Advisory Committee is hereby established.
The purpose of said Committee is to act as an advisory body to
City staff,the Mayor and City Council for the operation and
management of the Marysville Community Television Channel
(Channel 18 on the TCI Washington Cable System).Said channel
shall be used to provide programming and communicate information
of general public interest to all persons who subscribe to the
TCl Washington Cable System in the greater Marysville area.
2.10.020 Membership and Terms of Office.
(a)The Committee shall

the Marysville School District.

the Greater Marysville Chamber of Commerce.
(b)Committee members shall serve a term of two
years,and until their successors are duly appointed.
Provided,that the terms of office for three of the first
members to be appointed shall be one year so as to

provide for staggered retirement dates on the Committee.
The Mayor shall have the right to remove any Committee
member from office whenever it is deemed to be in the public
interest.
2.10.030 Access Cable Coordinator.The Mayor shall appoint
an employee of the City to the office of Access Cable Coor-
dinator.Said person shall serve at the pleasure of the Mayor.
The Coordinator shall be responsible for administrative and
clerical management of the Community Television Channel,and
shall be a staff person for the Committee.
2.10.040 Committee organization.The Committee shall
annually choose one of its members to serve as chairperson for a
term of one year.Each of the members shall have one vote in all
business coming before the Committee.Four members shall
constitute a quorum for the transaction of business.A majority
vote of those members present shall be necessary for the adoption
or approval of any measure.The Committee shall hold regular
public meetings at least once a month,and the schedule of the
time and place thereof shall be kept in the office of the City
Clerk.Special meetings may be called at any time upon giving 24
hours advance notice.Committee members shall serve without
compensation,but shall be entitled to reimbursement for reason-
able expenses incurred in the performance of their duties on
behalf of the City.
2.10.050 Powers and Duties of Committee.The committee
shall act in an advisory capacity to the Mayor and City Council.
It shall have the following specific functions:
(a)Make policy recommendations relating to
management and operation of the Community Television
Channel,and propose rules and regulations for adoption by
resolution of the City Council.
(b)Provide guidance and assistance to the Access
Channel Coordinator in the management and operation of the
Community Television Channel,and the implementation of the
rules and regulations relating to the same.
(c)Resolve disputes and complaints arising from
users and viewers of the Community Television Channel,and
resolve appeals from administrative decisions made by the
Access Channel Coordinator.
(d)Monitor the needs,preferences and desires of
the viewing public,and make recommendations regarding
modifications to the programming,and rules and regulations
of the Community Television Channel.

(e)Make recommendations regarding an annual
budget for the community Television Channel,including the
need for capital improvements.
(f)Perform such other duties as may be requested
by the Mayor and City Council.
