WHEREAS,the fees and charges for services,programs and facility rentals offered to the public by the City of Marysville are a significant source of revenue for the City; and, WHEREAS,the collections are used to offset program costs; and, WHEREAS,the establishment of fee policies is necessary and promotes sound financial management for revenue forecasting during the annual budgeting process; and, WHEREAS,the proposed fee schedules are supported by the research and documentation presented in the Parks and Recreation Element of the City Comprehensive Plan and said fees are hereby found to be reasonably related to the actual costs of service;and WHEREAS,the City previously adopted Ordinance 2299 and Attachment A, the "City of Marysville Parks &Recreation Department Fee Schedule"establishing parks and recreation department fee schedules in 12/6/99.The Council deems it necessary to repeal and replace Ordinance 2299 and Attachment A the "City of Marysville Parks &Recreation Department Fee Schedule"with this Ordinance and Attachment A the "City of Marysville Parks &Recreation Department 2004 Fee Schedule." THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON DO ORDAIN AS FOLLOWS: Section 1.Ordinance 2299 and Attachment A, the "City of Marysville Parks &Recreation Department Fee Schedule,"establishing parks and recreation department fee schedules in 12/6/99 is hereby repealed. Section 2.The City of Marysville Parks & Recreation 2004 Fee Schedule,as set forth in Attachment A, is hereby approved and adopted by the City Counci I. Section 3.The date of implementation andthe effective dateof the City of MarysvilleParks &Recreation 2004 Fee Schedule,as setforth in Attachment A, shall be December 15,2003. Section 4.The Cityof Marysville Parks &Recreation 2004 Fee Schedule established by this ordinance shall remain in full force and effect untilfurther action of the City Council. Section 5.The Fee Schedule shall be reviewed annually bythe Parksand Recreation Advisory Board. Section 6.Adjustment of future fees shall be recommended by the Parkand Recreation Advisory Boardand shall reasonably reflectthe actual costs of providing service,or in the case wherethe fees are lessthan the actual cost,an amount that reflectsan appropriate level of supportas determined bythe City Council.
