AN ORDINANCE AMENDING ORDINANCE NO. 1516AS CODIFIED IN MMC CHAPTER
2.10 OF THE MARYSVILLE MUNICIPAL CODE RELATING TO THE CABLE
TELEVISION ADVISORY COMMITIEE
THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,DO ORDAIN AS
FOLLOWS:
Ordinance No. 1516 as codified in Chapter 2.10 of the Marysville Municipal Code, "entitled
Marysville Community Television Advisory Committee",is hereby amended to provide as
follows:
2.10 Cable Television Advisory Committee
2.10.010 Advisory Committee established
The Marysville cable television advisory committee is established. The purpose of the committee
is to act as an advisory board to city staff, the mayor and city council for the operation and
management of public,education and government (PEG) cable access television channels as
provided through agreements with Marysville area cable providers. Said channels shall be used to
provide programming and communicate information of general public interest to all persons who
subscribe to the cable system in the greater Marysville area.
2.10.020 Membership and terms of office
(I)The committee shall consist of five members, each of whom shall be appointed by the mayor,
subject to confirmation by the city council. The members shall have the following qualifications:
(a) One member shall be an elected member of the city council;
(b)One member shall be a representative of the Marysville School District;
(c) Two members shall be representatives of nonprofit organizations and/or community service
groups in the greater Marysville area;
(d) One member shall be an at large position filled by a Marysville citizen.
(2) Committee members shall serve a term of three years, and until their successors are duly
appointed; provided,that the terms of office for two of the first members to be appointed shall be
one year so as to provide for staggered retirement dates onthe committee. The mayor shall have
the right to remove any committee member from office whenever it is deemed to be in the public
interest.
2.10.030 Access cable coordinator
The mayor shall appoint an employee of the city to the office of access cable coordinator. Said
person shall serve at the pleasure of the mayor. The coordinator shall be responsibe for
administrative management ofthe community television channel, and shall be a staff person for
the committee.
2.10.040 Committee organization
The committee shall annually choose one of its members who is a Councilmember to serve as
chairperson for a term of one year. Each of the members shall have one vote in all business

coming beforethe committee.Three members shall constitute a quorum forthetransactionof
business.A majority ofthose members presentshallbe necessary forthe adoption or approval of
any measure.The committee shallholdregularpublic meetings at leastoncea month,oras
necessary,andthescheduleofthetimeandplacethereofshallbe keptinthe officeofthecity
clerk.Special meetings shallbe calledat anytimeupongiving24hours'advance notice.
Committee members shallservewithout compensation,butshallbe entitled to reimbursement for
reasonable expenses incurred inthe performance oftheir duties onbehalfofthe city.
2.10.050 Powers and duties of committee
The committee shallact in an advisory capacity to the mayorandcity council.It shall havethe
following specific functions:
(I)Makepolicy recommendations relating to management and operation ofthe community
public,educationand government channels,andpropose rules and regulations for
adoption by resolution ofthecity council;
(2)Provide guidanceand assistance to the access channel coordinator inthe management and
operation ofthe community public,education and government channels,andthe
implementation ofthe rulesand regulations relating to the same;
(3)Resolve disputes and complaints arisingfromusersand viewers ofthe community public,
education and government channels,and resolve appealsfrom administrative decisions
madebythe access channel coordinator;
(4)Monitor theneeds,preferences and desires ofthe viewingpublic,andmake
recommendations regarding modifications to the programming andrulesand regulations
ofthe channels;
(5)Make recommendations regarding an annual budgetforthe channels,including the need
forcapital improvements;
(6)Perform suchother duties as maybe requested bythe mayorandcity council.
