AMENDING THE MARYSVILLE GROWTH MANAGEMENT
COMPREHENSIVE PLAN,THE OFFICIAL ZONING MAP,ORDINANCES
NO.2131 AND 2569, AS AMENDED,AND TITLE 19 MMe,BY APPROVING
2007 CITY INITIATED AMENDMENT REQUEST NO.7,WHICH AMENDS
THE COMPREHENSIVE PLAN'S LAND USE MAP DESIGNATION FOR
PROPERTY IN THE LAKEWOOD NEIGHBORHOOD NORTH OF 156TH St
NE,FROM MULTI-FAMILY LOW DENSITY TO COMMUNITY BUSINESS,
AND REZONES SAID PROPERTY FROM R-12 TO COMMUNITY BUSINESS,
PURSUANT TO THE CITY'S ANNUAL AMENDMENT AND UPDATE
PROCESS.

W'HEREAS,the Growth Management Au allows JUrisdictions to amend comprehensive
plans once a ~.-ear,except II1 those situations enumerated In RC\\'36.7(1.\.130(2)(a);and
\'rI n":RE"\S,on January 27,1997 the Mnrvsville City Council adopted Resoluuon No. 1839,
providing for procedures for annual amendment and update of the City's Comprehensive Plan;and
\,\'IIEREAS,on 'vlav 27,2002 the xlarysvil!e Cuv Council adopted Ordinance No.2..J-06,
adding Chapter 18.10 of the Marysville Municipal Code (l\1MC)en titled "Procedures For Legislative
Actions"which establishes procedures for processing and review oflegislative actions rdating to
amendments or revision to the Comprehensive Plan and Development Regulations;and
\\'1 IEREAS,the 2007 Comprehensive Plan amendments include City Initiated Amendment
Request #7,which proposes to revise the Comprehensive Plan's Land Use Map designatJon for
property described in the attached ExhibitA,which IS located In the Lakewood neighborhood north
of 156'llSr NE from Mulu-Familv Low Density to Commonuv Business and to rezone said property
from R-12 to Communirv Business,and
WI lERE,\5,on July 2, 2007,the Citv issued Addendum # II to the City of Marvvville
Comprchcnsrvc Plan Update Final Environrm-rnal Impact Statement ami previously issued addenda,
wluch .Yddendum #11 addresses the environmental impacts ofCity Initiated Amendment Request
#7,;\non-project proposal;and
\\'HEREAS,the City has submitted the proposed 2007 Comprehensive Plan Land Lsc Map
and Official 7.oning Map amendments to the \\'ashington State Department ofTrade,Community,
and ECOllOJ:lllC Development for its review; and
\\TIJ':RI ',,\S,the i\larysville Planning Commission,arrcr review of the proposed 2[)07
Comprehensive Plan Land L'sc Map and Official ZonIng .\1ap amendments,held public workshops
on June 26,2007 and Jlily 10,20U7 and held :1 public heanng on July 2-4,2007 und received
testimony from property owners,staff and other interested panics following public notice;and

Commission's recommendation relating to the proposed 2007 Coroprebcnsivc Plan Land Use Map

property owners,staff and other Interested parties follu\v1ng public notice;

3. is warranted by significant changes In circumstances;and

Section ')The Ciry Council hereby amends the Marysville Growth Management
Coroprcbensive Plan and Ordinance 2569,as amended,oy ;ldoptinf,2()()7 City Initiated Amendment
Request In,which amends the land usc designation for the property described In the attached
ExhibitA from Multi-farnilv Low Density to Cornmunity BUSiness and amends figures 4-2,4-87,
and 4-91 of the Land LJs~Element,as s~t forth in the attached Exhibits B-D,respectively.This
amendment sh:-lll be included with the Comprehensive Plan filed in the office of the Ciry Clerk and
shall be available for public inspection.
Secoon 3.The Crtv Council hereby amends the City's Official Lomng Map,Ordinance 2131,
as amended,and Tille 19MMC,by adopting 2007 City lnuiated Amendment Request #7,which
rezones the property described 10 the attached l-xhibitA from R-12 to Community Busllless,as
shown III the map attached hereto as Exhibit E.This amendment shall be attested by the SlgnalllTt'
of the .\1ayor and City Clerk,with the seal of the rnunicipaliry affixed,shall be included with the
Official /.olllng 'vlap on file in lhl'office of the City Clerk,and shall be available for pcbbc
mspccuon.
