AN ORDINANCE OF THE CITY OF MARYSVILLE,WASHINGTON,
AMENDING THE MARYSVIlLE GROWTH MANAGEMENT
COMPREHENSIVE PLAN,ORDINANCE NO.2569, AS AMENDED,BY
ADOPTING THE MARYSVILLE CAPITAL FACILITIES PLAN 2008 - 2014AS A
SUB-ELEMENT OF THE COMPREHENSIVE PLAN,CONCURRENTLY
WITH AND PART OF THE ADOPTION OF THE 2008 BUDGET
ORDINANCE.
WHEREAS,on April 27, 2005 the MarysvilleCity Council enacted Ordinance No.2569
adopting an updated Growth Management Comprehensive Plan ("Comprehensive Plan") for the
City of Marysville;and
WHEREAS,the Growth Management Act allows jurisdictions to amend comprehensive
plans once a year, except in those situations enumerated in RCW 36.70A.130(2)(a), which include
the amendment of the capital facilities element ofa comprehensive plan that occurs concurrently
with the adoption or amendment ofa city budget; and
WHEREAS,adoption ofthe MarysvilleCapital Facilities Plan 2008 - 2014 does impact the
City's annual budget and as such, the City's 2008 Budget adopted pursuant to Ordinance No-;;}.!.15
should include the CFP; and
WHEREAS,the proposed MarysvilleCapital Facilities Plan 2008 -2014 is the document
that communicates the City'S plan for capital construction and purchases for a six-year period, and
beyond,as required by the Growth Management Act; and
WHEREAS,following public notice and comment,the Cityissued Addendum No. 13 to the
Final Environmental Impact Statement for the City ofMarysville Comprehensive Plan, on
September 25, 2007,which Addendum No.13 addresses the environmental impacts ofthe proposed
Capital Facilities Plan 2008-2013; and
WHEREAS,the Marysville Planning Commission held a public workshop on September 24,
2007, and held a public hearing on October 23, 2007 to accept public comment and to review the
proposed MarysvilleCapital Facilities Plan 2008 -2014;and
WHEREAS,on November 26, 2007 the MarysvilleCity Council reviewed the Planning
Commission's recommendation relating to the adoption of the MarysvilleCapital Facilities Plan
2008 - 2014 as a sub-element of the City's Growth Management Comprehensive Plan;
NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF MARYSVILLE,
WASHINGTON DO ORDAIN AS FOLLOWS:
Section 1.The document entitled "Marysville Capital Facilities Plan 2008 - 2014" is hereby
adopted and incorporated as a sub-element of the City's Growth Management Comprehensive Plan.
A copy of said plan shall be made available for inspection and review at the office of the City Clerk
and the office ofCommunity Development.
Section 2. Severability.Ifany section,subsection,sentence,clause,phrase or work of this
ordinance should be held to be invalid or unconstitutional by a court ofcompetent jurisdiction,such
invalidity or unconstitutionality thereof shall not affect the validity or constitutionality ofany other
section,subsection,sentence,clause, phrase or word of this ordinance.
