AN ORDINANCE OF THE CITY OF MARYSVILLE,WASHINGTON,
AMENDING THE MARYSVILLE GROWTH MANAGEMENT
COMPREHENSIVE PLAN,ORDINANCE NO.2569,AS AMENDED,BY
ADOPTING THE 2008 aTY OF MARYSVILLE TRANPORTATION ELEMENT
AS A SUB-ELEMENT OF THE MARYSVILLE COMPREHENSIVE PLAN,
PURSUANT TO THE CITY'S ANNUAL AMENDMENT AND UPDATE
PROCESS.
WHEREAS,onApril27, 2005 the Marysville City Council enactedOrdinance No.2569
adopting anupdatedGrowth Maoagement Comprehensive Plan ("Comprehensive Plan")forthe
City of Marysville;and
WHEREAS,the Growth Maoagement Actallows jurisdictions to amendcomprehensive
plans oncea year,exceptinthose situations enumerated inRCW36.70A130(2)(a);and
WHEREAS,the proposed2008 Gtyof Marysville Transportation Element identifies
improvement projects,programs and policies to guide the development of an integrated multi-modal
transportation system throughthe 2035 planning horizoninorderto provide along range
assessment of facility needs;and
WHEREAS,the proposed 2008 City of Marysville Transportation Elementisbasedon and
complies withthe objectives and requirements ofthe Washington State GrowthMaoagement Act
(GMA)RCW36.70A,andis also consistent and compatible withstate,regional,Snohomish County
and adjacent local municipality transportationplans;and
WHEREAS,following public noticeand comment,the Gty issued Addendum No.15 to the
FinalEnvironmental Impact Statement for the Gtyof Marysville Comprehensive Plan,on August
20, 2008,which AddendumNo.15 addresses the environmental impacts ofthe proposed2008 Gty
of Marysville Transportation Element;and
WHEREAS,the City hassubmittedthe proposed2008 Cityof Marysville Transportation
Element to the Washington State Departmentof Trade,Community,and Economic Development
for its review;and
WHEREAS,the Marysville Planning Commission heldpublic workshops on AprilS,2008,
July22, 2008 and August 12, 2008,andheld public hearings on September 9, 2008 and October 28,
2008 to acceptpublic commentandto review the proposed2008 City of Marysville Transportation
Element;and
WHEREAS,on November10, 2008 the Marysville GtyCouncil reviewed the Planning
Commission's recommendation relating to the adoptionofthe 2008 Gtyof Marysville
Transportation Elementasa sub-element of the City's Growth Management Comprehensive Plan;
NOW,TIlEREFORE,TIlE OTY COUNOL OF TIlE OTY OF MARYSVILLE,
WASHINGTON DO ORDAIN AS FOLLOWS:
Section 1.Thedocumententitled"Cityof Marysville Transportation Element 2008"is
herebyadoptedandincorporated as a sub-element ofthe City'sGrowth Management
Comprehensive Plan. Acopyof saidplanshallbemadeavailable for inspection and review atthe
office ofthe Gty Clerk andthe office of Community Development.
Section 2.EFFECTIVEDATE. The effective dateofthis ordinance shall beJanuary1,
2009.
Section 3.Severability.Ifanysection,subsection,sentence,clause,phraseorworkof this
ordinance shouldbeheldto be invalid or unconstitutional byacourtof competentjurisdiction,such
invalidity or unconstitutionalitythereofshallnot affectthe validity or constitutionality of anyother
section,subsection,sentence,clause,phraseor wordof this ordinance.
