AN ORDINANCE OF THE CITY OF MARYSVILLE, WASHINGTON,
ESTABLISHING A CITIZEN ADVISORY COMMITTEE FOR HOUSING AND
COMMUNITY DEVELOPMENT; AND ADDING A NEW CHAPTER 2.92 TO
THE MARYSVILLE MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF MARYSVILLE, WASHINGTON, DO ORDAIN AS
FOLLOWS:
Section 1. A new Chapter 2.92 of the Marysville Municipal Code, entitled Citizen
Advisory Committee for Housing and Community Development, is hereby adopted to read
as follows:
2.92.010 Advisory committee established.
The citizen advisory committee for housing and community
development is hereby established. The purpose of the committee is to act as
an advisory board to city staff, the mayor and city council related to
Community Development Block Grant (CDBG) plans and funding.
2.92.020 Membership and terms of office.
(1) Membership. The citizen advisory committee for housing and
community development shall consist of nine (9) members who shall serve
without compensation, each of whom shall be appointed by the mayor,
subject to confirmation by the city council.
(2) Terms of appointment. With respect to the members appointed
and confirmed to serve on the committee, the following provisions shall
apply:
(a) All members shall reside within the corporate limits of
the city.
(b) Appointments shall reflect a balance of interests and
should be equally proportionate and contain no more than:
(i) Four (4) members shall represent the following
communities, entities, or interests: business, educational, faith, charity, civic,
low-and moderate-income persons, persons with disabilities, senior citizens,
racially and ethnically diverse populations.
(ii) One (1) member shall be a youth representative
of high school age.
(iii) Two (2) members shall be city council members.
(iv) One (1) member shall be a representative of the
Marysville planning commission.
(v) One (1) member shall be a representative of the
parks and recreation board.
(c) The terms of the members shall be as follows:
(i) Members appointed under subsection 2(b)(i) shall
serve three (3) year terms.
(ii) The youth representative shall be appointed to at
least a one (1) year term, but may be appointed to as much as a three (3)
year term; and
(iii) The council, planning commission and parks and
recreation board representatives shall be appointed to a one (1) year term.
(d) If a vacancy is created prior to the expiration of any
member's term, the vacancy shall be filled by a person appointed by the
mayor, subject to council confirmation. A person so appointed shall serve the
remainder of the unexpired term.
(e) The mayor may remove any committee member from
office whenever it is deemed to be in the public interest.
2.92.030 Committee organization.
The citizen advisory committee for housing and community
development shall annually elect one of its members to serve as chairperson.
Each of the members shall have one vote in all business coming before the
committee. Five (5) members shall constitute a quorum for the transaction of
business. A majority vote of those members present shall be necessary for
the adoption or approval of any recommendation. The mayor shall appoint
staff to assist the committee in the preparation of those reports and records
as are necessary for the proper operation of the committee. The committee
shall hold public meetings as necessary, and the notice of the time and place
thereof shall be published as required by law and kept in the office of the city
clerk.
2.92.040 Advisory duties and responsibilities.
The citizen advisory committee for housing and community
development shall have the following advisory duties and responsibilities:
(1) Evaluation and recommendation of a consolidated plan, and
amendments thereto;
(2) Evaluation and recommendation of an annual action plan, and
amendments thereto;
(3) Evaluation and recommendation on funding requests submitted
to the city;
(4) Review of program performance reports; and
(5) Perform such other duties as may be requested by the mayor
and city council.

Section 3. Effective Date. This ordinance shall take effect and be in force five (5)
days after its passage, approval and publication as provided by law.
