HomeMy WebLinkAboutO-3049 - Amending Section 2.50.050 Related to Council SalaryCITY OF MARYSVILLE Marysville, Washington ORDINANCE NO. 30L/-Cf AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MARYSVILLE, WASHINGTON, AMENDING SECTION 2.50.050 TO CLARIFY THE ROLE OF THE SALARY COMMISSION AND REPEALING REIMBURSEMENT FOR MEETINGS. WHEREAS, section 2.50.050 of the municipal code authorizes reimbursement for Councilmembers for attendance at a variety of meetings; and WHEREAS, section 2.50.050 of the municipal code directs the Salary Commission to set reimbursements for Councilmembers pursuant to Title 2.51 of the municipal code; and WHEREAS, Title 2.51 of the municipal code authorizes the Salary Commission to set salaries for Councilmembers but is silent on the subject of reimbursement for meetings; and WHEREAS, service on the City Council necessarily involves attendance at meetings and participation on boards and commissions; and WHEREAS, the salary paid to Councilmembers contemplates compensation for such attendance and participation and reimbursement for attendance at meetings is not necessary. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MARYSVILLE, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. Amendment of Municipal Code. The municipal code is amended as set forth in Exhibit "A." SECTION 2. Severability. If any section, subsection, sentence, clause, phrase or word of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality thereof shall not affect the validity or constitutionality of any other section, subsection, sentence, clause, phrase or word of this ordinance. SECTION 3. Effective Date. This ordinance shall become effective March I, 2017. In addition to such compensation, all council members shall be entitled to reimbursement for actual and necessary expenses incurred in the performance of the duties of the office. SHGR reimbursement shall be set by the salary oommission as set forth in Chapter~ MMC for eaoh of the meetings that are listed below, exoluding regular oity oounoil meetings and oity oounoil work sessions that are immediately after oity oounoil meetings, where said oounoil member is aoting in the oapaoity of an offioial representative of the oity, not to exoeed 1 O meetings per month. Unless the oounoil member is being paid for his/her attendanoe by an organization other than the oity, the following shall be oonsidered reimOOfsable-meeti~&.- (1) Attendanoe at offioial funotions of the following organizations to whioh the oity belongs: National League of Cities, Assooiation of VVashington Cities, Snohomish County Assooiation of Cities and Towns; (2) Attendanoe at meetings where the oounoil member is appointed or eleoted to attend by the mayor, oity oounoil, Snohomish County Cities and Towns, Snohomish County exeoutive, Snohomish County oounoil, the Governor, or State Legislature if the reason for the appointment was beoause the individual is an eleoted offioial; (3) City oounoil workshops, oity oounoil retreats, emergenoy oity oounoil meetings, or speoial city oounoil meetings; (4) Any funotions at which the oounoil member is representing the oity at the request of the mayor or by aotion of the oity oounoil; (5) City faoility dedioations and oity sponsored graduations and award ceremonies. The above list is intended to exolude attendanoe at politioal funotions.
