A Resolution of the City of Marysville establish-
ing policies and guidelines of the City with
respect to construction projects and capital improve-
ments.
WHEREAS,it is desirable to provide and establish policies
and procedures relating to fiscal control in the City of Marysville
in order to inform the legislative and administrative branches of
the City of the status of construction and capital improvement pro-
jects,
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF MARYSVILLE AS FOLLOWS;

The City Administrator shall oversee all aspects of
and capital improvement projects for the City,within
and guidelines established by Council resolutions.

2. The City Administrator shall periodically report to
the Mayor and Council the status of all projects based upon the
guidelines and policies set forth below or as modified by future
resolutions of the Council.
3.There shall be a preliminary budget prepared for all
projects prior to,or immediately after,the authorization of such
project by the Council.This preliminary budget shall be submitted
to the Council for their review and approval.The budget shall
show expenditure categories and revenue sources.
4.The preliminary budget shall be modified from time to
time as more firm costs on budget items are determined.For example,
after bids for construction have been obtained the more accurate
construction costs should be inserted which would constitute an up-
dated project budget.Each modification to the budget shall be
submitted to the Council for its approval;however,an increase of
any cost category not exceeding five (5%)percent of the item in
the preliminary budget will not require Council approval.
5. The City Administrator has the authority to approve
contract change orders during construction,provided that no change
order shall be approved which together with all change orders previously
approved for the project Wil~sult,as estimated by the engineers,
in an increase of more than'~(~%)percent of the contract price
unless the same be approved by the City Council.
6.The City Administrator shall furnish to the City
Council a monthly report showing a financial summary of each construc-
tion and capital project.The report shall include the amount of
the latest appro~ed.budge~,ihe &unds expended in each category to
date,and the anticipated expenditures through completion .
