RESOLUTION NO.937
A resolution of the City of Marysville adopting,
with amendments,THE LOWER SNOHOMISH RIVER BASIN
WASTE WATER FACILITIES PLANNING STUDY FOR THE
MARYSVILLE SUBREGION.
WHEREAS,pursuant to the Federal Water Pollution Control
Act,the City of Marysville has participated in preparation of The
Lower Snohomish River Basin Waste Water Facilities Planning Study
for the Marysville Subregion (also known as the 201 Facilities Study);
and
WHEREAS,the City finds said Planning Study to be consistent
with the public interest and appropriate for adoption,subject to
certain amendments;Now,Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,
WASHINGTON AS FOLLOWS:
The Lower Snohomish River Basin Waste Water Facilities
Planning Study for the Marysville Subregion is hereby approved and
adopted by the City of Marysville with the following amendments:
1.The Plan is hereby amended to show a capital improvement
program for the enlargemen~and upgrading of the City's waste water
treatment lagoon in the following phases:

a BOD loading 6f 2,000 per day (1700 new customers
assuming;3.5 people per connection)and construct

meet the design flow of 6.67 mgd and construct the
algae removal system,androther improvements recommended

2. The Plan is hereby amended to contain a specific
statement defining its purpose and,significance in terms of being a
technical engineering study lnd not a l~nd use study or comprehensive
land-use plan.By adopting the 201 Facilities Plan,the City of
Marysville is not expressly or impliedly accepting the sewer service
area shown therein as a City sewer district,nOT does the City obligate
itself in any manner whatsoever to provide sewer service to said area.
The City is committed to the principle that utility extensions are a
tool of land use planning,and are not to be dictated by engineering
considerations alone.
3.Figure IV-4 and Table IV-II are to be amended to delete
Zone 2,which includes area within the City of Arlington.Said zone
must be treated in accordance with the provisions of the Interlocal
Resolution/l

Cooperation Act,Chapter 39.34 RCW.It is presently served by
sewers pursuant to an interlocal agreement executed by the City of
Marysville and the City of Arlington on July 24,1978.
4.Figure IV-4 and Table IV-II are to be amended with
respect to Zones 3,4 and 37,to defer consideration of including
said zones in the sewer service area until after the year 2000.
These zones are located on the Tulalip Indian Reservation,and current
political and legal constraints make it uncertain as to whether
Marysville will serve said zones with utilities.
5.Fi gure IV-4 and TabLe IV -11 are to be amended by
adding thereto a new zone described as the property located east of
the City of Marysville which is included in V.L.I.D.No.7.This
zone is to be served by sewers in 1980,and shall take preference
over sewer service to Zone 5.
The amendments to Figure IV-4 and Table IV-II referred to
in paragraphs 3,4 and 5 above are attached hereto as
Exhibits A and B,and incorporated herein by this reference.
