A Resolution of the City of Marysville adopting an
amendment to the 1978 Comprehensive Plan.
WHEREAS,on November 13,1978,by Resolution No.909,
the City Council of the City of Marysville adopted the 1978
Comprehensive Plan;and
WHEREAS,said Plail~proposed agricultural uses (five-acre
lot sizes)for the following~described area which is located outside
of the City limits of ~heiCit~of Marysville:

WHEREAS,a'request\for reconsideration of said planning
designation \1aS filed -by,ce.rt.a i n .p'r opc r.ty 'owner.s wi thin said area,
and it was proposed that the area be given the residential 9600
designation;and ".•:.'"',,"'"f',~:j;'<J .
WHEREAS,the City.P1aillii'rig'c\iin4ission held a public hearing
on said proposed revision on January 22,1980,and recommended the
denial of the same,and the City\Couhtil ~~ld its own public hearing
on said proposed revision o'n'Pcbr'u'ar y '25,1980 and entered the
following findings of fact:
(a)The original designation of the subject area
in the agricultural classification was largely based
upon a request for the same by, a substantial majority
of the property owners.It appears that said request
may have arisen from a misunderstanding of the consequences
thereof,and many of said property owners desire to retain
the flexibility to develop their premises for residential
purposes.
(b)Since the adoption of the Comprehensive Plan
the greater Marysville area has experienced unprecedented
pressure for residential growth.This has changed market
conditions for real estate,and requires a reevaluation
of the City's long-range plans for residential development.
(c)The subject property cannot be economically used
exclusively for agricultural purposes by reason of the
soil conditions,the lot sizes,and the proximity to
residential areas.
(d)The subject property is within the City's utility
service area.
(e)Goals expressed in the Comprehensive Plan encourage
residential in-filling rather than urban sprawl.They
further encourage tier development,using buffers of low

density residential development between urban areas
and agricultural areas:These goals would be met by
changing the designation of the subject property into
a low density residential classification.
(f)There is substantial public support for a
change of the designation of the subject property into
a low density residential classification.
(g)Designation of the subject property in the
12,500 square foot residential classification would be
in the interest of ~ublic health,safety and welfare
for the following reasons:
(1)It would be consistent with the goals
of residential in-filling and tier planning.
(2)It would preserve the right of the
property owners to maintain small scale
agricultural uses (h6bby farms).
(3)Low density development would have
a limited impact upon the City's utility system.
(4)Higher density residential development
should be ericouraged to locate in other areas
al ready r e sexve d for such development wi thin the
City limits ..•
