A Resolution of the.City of Marysville imposing a
temporary moratorium',on the construction of new bill-
boards wit~i~the City limits.
WHEREAS,Section 19.16.010 of the Marysville Municipal Code
presently permits billboards in the Commercial and Industrial zones;
WHEREAS,said Section is presently under consideration by
the Marysville Planning Commission for the reason that it appears to
be in the interest of public health,safety and welfare to prohibit
billboards within the City limits for the reasons stated in RCW 47.42.
010;and
WHEREAS,there is a ,real and present danger that the bill-
board industry will attempt to file building permit applications during
the pendency of the process to amend the City's Zoning Code;and
WHEREAS,the City Council finds that it would be in the
public interest to immediately place a moratorium on all new applications
for billboards until the proposed change to the Zoning Code has been
thoroughly considered at public hearings and final action has been taken
thereon;Now,Therefore
IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MARYSVILLE AS FOLLOWS:
Section 1.Effective on the date of this Resolution,a
moratorium is hereby imposed upon the construction,erection,replacement
or substantial remodeling of any billboards in the City of Marysville.
Any and all applications for such activities which are hereafter filed
shall be held in abeyance and the filing fees returned pending termina-
tion of this moratorium.
Section 2.The duration of this moratorium shall be for the
period of time required to process the pending amendment to Section 19.
16.010 of the Marysville Municlpal Code (prohibiting billboards),or
until the ~day of -De.c.e.mbet,1980-.,whichever occurs first.
Section 3. The City Council shall have authority to grant
variances to thlS moratorium,on a case-by-case basis,in those unusual
and unique circumstances where the moratorium causes unnecessary hardship
and where a waiver thereof would not be detrimental to the public interest,
welfare or to the environment.
