WHEREAS,on November 13,1978,by Resolution No.909, the City Council of the City of Marysville adopted the 1978 Comprehensive Plan;and ••• WHEREAS,said Plan designated,the following-described area for medium density mul t i.pLe e f am i.l.y residential uses: ~,;l ~ ,"..'I •All that area betweeri the easterly edge of Beach Avenue and the westerly edge of the Burlington Northern Railroad right-of- way,lying north of Fifth 'Street and south of Grove Street~~ except that parcel of land Iocated.at 1910'Beach Avenue whi.ch is'owned and occupied by the YMCA ,"iriclUding Rudy Wright Field adjacent thereto,and except that portion East of Cedar Avenue which is presently classified for li,ght industrial/uses. !.~:'J:J# WHEREAS,the City initiated a prop6sed amendment to said planning designation for the purpose of reclassifying it for community business or neighborhood business uses';and,.,t , ..'•.-.l WHEREAS,the City Planning Commission held a series of public hearings on said proposed revision,commencing on May 28, 1980,and recommended the approval of a revision to the Comprehensive Plan for the subject area to the Community Business classification; and WHEREAS,the City Council held a series of public hearings on said proposed revision commencing on December 8,1980;Now, Therefore THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON HEREBY ENTERS THE FOLLOWING FINDINGS OF FACT: 1.There is a need for additional room for expansion of the Marysville business district,including parcels which can be joined together for large scale,economically efficient and well planned development under single owner- ships. 2. The subject area is bordered on the west by property in the General Commercial classification;it is bordered on the east by a railroad right-of-way and by property in the Community Business and Light Industrial classifications;and it is bordered on the south by property in the Community Business classification. 3.Cedar Avenue provides the north-south traffic circulation through the subject area.Cedar Avenue is well RESOLUTION-l located and laid out to'serve a business district as an arterial.This would be consistent with the City's long- range plans for traffic circulation and street improvements. 4. The use of Cedar Avenue as a north-south business arterial will relieve traffic congestion on State Avenue and is in the community-wide public interest. 5.The subject area is served by a good storm sewer system recently installed by the City. 6.The railroad bordering the east side of the subject area has a negative impact on the use of the subject area for residential purposes.This impact would be mitigated by reclassifying the subject area Jor business uses. ,. ~}1 ~"\\J""..,I l •.j.
