HomeMy WebLinkAboutR-1011 - Relating to urban renewal and redevelopment, declaring a certain area of the city to be blighted, finding the rehabilitation and redevelopment of said·,, i ' CITY OF MARYSVI~tE Marysville,Washington RESOLUTION NO./12I1, A RESOLUTION OF THE CITY OF MARYSVILLE RELATING TO URBAN RENEWAL AND REDEVELOPMENT;DECLARING A CERTAIN AREA OF THE CITY TO BE BLIGHTED; FINDING THE REHABILITATION AND REDEVELOPMENT OF SAID AREA TO BE IN THE PUBLIC INTEREST;ELECTING TO EXERCISE URBAN RENEWAL PROJECT POWERS;AND CREATING AN URBAN RENEWAL AGENCY. WHEREAS,it is the finding of the City Council that urban blight,as defined in RCW 35.81.010(2),contributes substantially and increasingly to the spread of disease and crime and depreciation of property values,constitutes an economic and social liability,substantially impairs or arrests the sound growth of municipalities,aggravates traffic problems,is conducive to fires,and while contributing little to the tax income of the City,consumes an excessive proportion of its revenues because of the extra services required for pol ice,fire, accident and other forms of pUblic protection services and facilities;and WHEREAS,it is the finding of the City Council that rehabilitation and redevelopment of a target area suffering from urban blight has a beneficial impact on surrounding areas which are thereby induced to voluntarily rehabilitate and redevelop their own properties;and WHEREAS,it is the desire of the City Council to afford the maximum opportunity for the rehabilitation and redevelopment of blighted areas by private enterprise through voluntary action coupled with the City's regulatory process;and WHEREAS,the City Council finds that it is also in the pUblic interest,and a necessity,to expend public funds and to exercise pUblic powers of eminent domain to assure that urban blight is effectively and efficiently removed from the City;and WHEREAS,the City Council desires to encourage citizen participation in the formulation and implementation of a long-range urban renewal plan,and finds that said participation could best be structured through an advisory committee known as the Urban Renewal Agency;NOW,THEREFORE, RESOLUTION - 1 r• ,' -I BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,AS FOLLOWS: Section 1:Urban Renewal Area Defined The City Council hereby declares the following described urban area of the City of Marysville to be "blighted"for the reasons stated in Section 2 below: All that area of the City of Marysville situated south of Fourth Street,west of State Avenue, north of Ebey Slough,and east of Cedar Avenue. Said area is more fully described in Exhibit A attached hereto. Section 2:Findings of Blight The above described area is declared to be blighted on the basis of the following findings of fact: 1.There is substantial physical dilapidation, deterioration,defective construction,material and arrangement,and/or age or obsolescence of buildings or improvements. 2.There are inappropriate mixes of land uses and buildings within the urban area. 3.There are substandard and defective streets and sidewalks. 4.There is faulty lot layout in relation to size, adequacy,accessibility or usefullness. 5.There is a diversity of ownership,making voluntary combinations of lots for economically feasible commercial development impractical or impossible. 6.There is improper sUbdivision and obsolete platting of the subject area,resulting in small lots which cannot he efficiently used for commercial purposes. 7.There are conditions which endanger life or property by fire,and which are conducive to ill health,juvenile delinquency and crime. 8.The area has not grown economically or improved RESOLUTION - 2 ,,,,. ., • :~ Section 4:Urban Renewal Project Powers Section 3:Urban Renewal Project ,~RESOLUTION - 3 Seciton 5:Urban Renewal Agency The subject area is appropriate for an urban renewal project,and the rehabilitation,redevelopment,or a combination thereof,is necessary in the interest of public health,safety, morals and welfare of the residents of the City of Marysville. 9.The condition of the sUbject area substantially impairs or arrests the sound growth of the City or its environs. 10.The subject area constitutes an economic and social liability. structurally in recent years and is exhibiting commercial stagnation. 11.The subject area is detrimental,or constitutes a menace,to the pUblic health,safety,welfare and morals in its present condition and use. An Urban Renewal Agency of the City of Marysville is hereby created.Said agency shall exist at the pleasure of the City Council,and shall serve as an advisory commission to the Council on all issues relating to the urban renewal project.The Mayor,by and with the advice and consent of the City Council. shall appoint a Board of Commissioners of the Urban Renewal Agency which shall consist of five commissioners,each of whom resides within the City Limits.The Urba.n Renewal Agency shall conduct its affairs in accordance with the provisions of RCW 35.81.160, except to the extent that the same is inconsistent with the terms and provisions of this Resolution. The City Council hereby declares it to be in the public interest to vest itself with urban renewal project powers as specified in RCW 35.81.150.Said powers shall be exercised exclusively by the City Council,with the advice and recommendations of the Urban Renewal Agency referred to in Section 5 below.. r··..
