THE CITY OF MARYSVILLE MAYOR ATTEST: BY~~LERK APPROVED AS TO FORM: Bfj_"~a·.~.~CITY TORNEY Resolution • • • 41 • • • • • DISASTER PLAN CITY OF MARYSVILLE November,1985 I • • • • • • PREFACE The City of Marysville must be prepared for a large magnitude emergency or region-wide disaster,to respond using only those resources located within the City.Should this occur,the City could be isolated for a period of several days and must exist on its own resources. THE INDIVIDUAL ROLE Often overlooked in emergency preparedness is the role of indivi- dual citizens.It is their life,property,and well-being which is threatened by agents of disaster.Although their resources are limited, it is the responsibil i ty of each c i ti zen to be per sonally prepared and to prepare their family to meet emergency situations. One of the key tasks of government at all levels must be to assist individuals in identifying the hazards they face and to assist them in the steps that can be taken to protect their own life and the lives of those near them;and to prevent to the greatest degree possible the loss of personal property.However,all government efforts to pro- vide such assistance will be useless if individuals do not take the threat of disaster and their role in responding to that threat serious- ly.Too many times,warnings are ignored and 1i ves and property are needlessly lost because individuals fel t,"I t can't happen to me." The sad truth is that it does and probably will happen to a number of Marysville citizens each year. GENERAL •This Disaster Plan has been established to protect of Marysville in the event of a disaster,whether natural , the citizens or man-made. The definition of a disaster as used in this Plan,is an instance of large magnitude that cannot be handled through established depart- mental operating procedures. •This Plan is intended to produce a chain-of-command and allow the various City Departments and outside agencies to work in harmony with each other. • • •i •RESPONSIBILITIES MAYOR/CITY COUNCIL 1.The Mayor/City Council are the final approving body for admini- stration during a disaster situation.. •2.The Mayor/City Council are not an action group during a disaster and will not be assigned any fixed responsibilities. 3.The Mayor/City Council will be advised by the Disaster Coor- dinator whether to report to the Emergency Operations Center or = relocation site if needed. •EMERGENCY OPERATIONS CENTER 1.Any Department Head or on-scene commander may initiate c~= command to activate the Emergency Operations Center. 2.The commander acti vating the Emergency Operations Center IT".l": in all circumstances notify the following personnel or immediate subor- •dinates: FIRE CHIEF Doug Ronning 659-2382 POLICE CHIEF John Turner 653-2469 PUBLIC WORKS DIRECTOR Bill Butler 659-0389 CITY CLERK Phil Dexter 659-5727•MAYOR Norm Anderson 659-4057 3.The Emergency Operations Center will be located at the Fire Station unless in the event of a major disaster that would make the Fire Station location undesirable,the alternate Emergency Operations Center would be established at the Ziebell Fire Station,which will house •the alternate dispatch center if necessary. DISASTER COORDINATOR (Fire Chief) The Disaster Coordinator: •1.is responsible for the entire operation: 2.may recommend a state of disaster if necessary: 3.is responsible for all public information and press releases; 4.prepares and conducts briefings to the Mayor and City Council; 5.functions out of the Emergency Operations Center or Field Command Post; •6.In the event the Mayor/Mayor Pro Tern are unable to be con tac ted, the Disaster Coordinator will assume full command of the incident as defined in the Ordinance and will assume full command of the City and support personnel. INCIDENT COMMANDER (Senior Fire Officer) The Incident Commander: ---------------• -1- 1.will take full comrnand of the incident until relieved by a seniorofficer; 2.will notify the Department of Emergency Management and request they obtain an evacuation center from the Red Cross.Preliminary evacua- tion procedures will be implemented as necessary; 3.will notify the Department of Emergency Management for possible assistance; 4.will prepare and conduct briefings to the Disaster Coordinator. • I I. 1 _ •FIRE DEPARTMENT The Fire Department: 1.is responsible for routine fire fighting and hazardous material •control; 2.is responsible for emergency medical care,light and heavy duty search and rescue; 3.is responsible for establishment of a triage area,paramedics/ emergency medical technicians/support groups; 4.is responsible for the establishment of a field command post; •5.will establish priorities for primary and/or life saving debris clearance; 6.will establish staging areas as needed for support personnel and equipment; 7.will assist for the police emergency warning and evacuation In assigned areas; •8.is responsible to assist the Police Department as needed. 9.will provide damage assessment reports as necessary; 10.will maintain current standard operating procedures for depart- ment disaster responsibilities. POLICE DEPARTMENT•The Police Department: • • • 1.is responsible for security of the disaster area; 2.is responsible for the protection of key public officials; 3.is responsible for traffic control and crowd control; 4.is responsible for the evacuation of affected area; 5.will provide warning to possible affected areas; 6.will assist the Fire Department as needed; 7.will establish a Field Command Post in the event of civil distur- bances and/or other related situations; 8.will initiate mass arrest procedures; 9.will ensure all prisoners are accounted for,secured and shel- tered; 10.will provide damage assessment reports as necessary; 11.will maintain current standard operating procedures for depart- ment disaster responsibilities. PUBLIC WORKS DEPARTMENT The Public Works Department: to enable toaccess 1.primary responsibility will be to open emergency routes Police and Fire equipment to reach the incident scene; 2.will work directly with the Fire Department to gain victims; 3.will remove and dispose of debris during and after the disaster; 4.will assist and provide barricading equipment for evacuation of hazardous area; 5.will dike hazardous materials as directed; 6.will keep sanitary sewers and treatment facilities in operation; 7.will keep storm sewers in operation; 8.will keep water system in operation; 9.will assist in evacuation/relocation of public records; 10.will provide radio equipped equipment to staging areas; 11.is responsible for supply and refueling for mechanical operations of all equipment; • I. • _________________________2_ II. • 12.will develop and maintain a priori ty list for clearing roads during and following an emergency; 13.will provide damage assessment reports as necessary; 14.will maintain current standard operating procedures for depart- ment responsibilities. CITY CLERK'S DEPARTMENT The City Clerk is responsible for: 1.the office personnel and switchboard operation; •2.establishing priorities for removal and safety of public records; 3.removal and relocation of these records; 4.all documentation at the Emergency Operations Center as needed; 5.assisting in the evacuation center or staging areas as needed; 6.providing staff services. • FINANCE DEPARTMENT The Finance Department 1S responsible for: • • • 1.the financial records at the Emergency Operations Center; 2.personnel as needed for staging areas: 3.the safety of public records. PARKS AND RECREATION DEPARTMENT The Parks and Recreation department is responsible for: 1.sending personnel familiar in first aid to triage area; 2.assisting Police with evacuation and traffic control; 3.assisting in removal and safe keeping of public records: 4.assisting the evacuation center. PLANNING DEPARTMENT 1.The Planning Department is r e spon s ib l e for providing the Mayor communications support after the disaster impact. SNOHOMISH COUNTY DEPARTMENT OF EMERGENCY MANAGEMENT •1.The Snohomish County Department of Emergency Management will assist as needed. ADVANCE MEDICAL AID 1.Medic One personnel and equipment will assist as needed when •available. 2.Baker's Ambulance personnel and equipment will assist as needed when available. SNOHOMISH COUNTY HAZARDOUS MATERIALS RESPONSE TEAM ,.1.The Snohomish county Hazardous Materials Response Team will assist as needed. •i -3- • • • • • • • • I I •I • ALL CITY PERSONNEL 1.All employees have the initial responsibili ty of ensuring the safety of their family.Once family safety is secured,all personnel are to report to their work stations prepared for work assignment. 2.All City personnel given a pre-designated assignment in the dis- aster plan or must be prepared to respond as needed. 3.When notified,they must report to a designated area with proper clothing and equipment to last the duration of the disaster. 4.They may be used to assist in traffic control,evacuation,triage activities,evacuation center activities,as plotters,runners,telephone operators and other related duties. 5.Equipment needed includes:proper clothing (foul weather),flash- light,keys to City owned property,pencils,paper,clipboards,drinking water,etc. GENERAL RESPONSIBILITIES In the event of a disaster,we must be prepared to assume that all public utilities such as telephone,power,water and sewer systems and natural gas lines will be out of service.Therefore,each department must set up their own system for contacting their personnel. Therefore,personnel assis ting in evacuation must advi se cit i zens of the following: 1.Report directly to the designated evacuation center and be logged 1.n. 2.If possible take household pets (dogs,cats,etc.)with them to the evacuation center where they will be turned over to the animal control officer for safe keeping. 3.If possible,take toilet articles,toothbrush,etc.and blan- kets/sleeping bags that can be hand-carried. 4.Inform them that they must not return to their homes for any reason until an all clear has been given by the Disaster Coordinator. -7- ., ADDENDUM A • • FIRE DEPARTMENT 1.The on-duty dispatcher,upon receipt of confirmed information or warning that a disaster or civil disturbance has occurred,or may occur,shall be responsible for initiating notification of City fire personnel by toning out a general alarm. 2.Response.by Fire Department personnel shall be directed by the Fire Chief.There are three types of alert status that will be used in notification of fire personnel: • • • A.On-call alert:All Fi re Personne l and volunteer fi re personnel are on call and will keep the Senior Officer at the Fire Station advis- ed of their location and provide a phone number where they can be reached.Personnel must be prepared to respond to the designated area assembly point 45 minutes after notification. B.Standby alert:Personnel will respond to the Fire Station with full bunker gear to equip themselves and be prepared to respond from the station to the assembly point immediately upon notification. C.Duty alert:All personnel will report immediately,in full bunker gear to their station for equipment and immediate assignments to assembly point for an indefinate tour of duty.All vacations and days off will be cancelled during the crisis and 12 hour shifts will be initiated at the order of the Chief Officer.It shall be the respon- sibility of the Senior Officer at the station to attempt to contact all personnel not reporting in.It shall be the responsibility of all Fire Department personnel to report in upon learning of a disaster or impending disaster in any fashion. B.Standby alert:Officers will equip themselves,remain at home, and be prepared-to -respond to the assembly point immediately upon notification. Whenever possible,misdemeanor arrests should be photographed and processed per departmental procedures.If an officer feels that their release is not in our best interests,they may be held for bail or arraingment.Felony arrests should be photographed and incarcerated until transportation can be arranged to the County jail.Poloroid photographs can be utilized to identify those prisoners that are to be incarcerated. • • • • • • • • • • ADDENDUM C PUBLIC WORKS DEPARTMENT 1.The Public Works Director,or designated Acting Public Works Director,upon receipt of confirmed information or warning that a disaster or civil disturbance has occurred,or may occur,shall be responsible for initiating notification of City Public Works personnel by notification to all.Division Heads,or Acting Division Heads,shall notify all appropriate personnel of the emergency. 2.Response by Public Works personnel shall be directed by the Director of Public Works or designated Acting Public Ivorks Director. There are three types of alert situations that will be used in notifi- cation of Public Works personnel: A.On-call alert:All Public Works personnel are on call and will keep the-DivisTon-heads advised of their location and provide a phone number where they can be reached.Personnel must be prepared to respond to their Public Works station or a designated assembly point within 45 minutes after notification. B.Standby alert:All personnel will respond to their respective Public Ivorks stations or designated assembly areas in work uniform to equip themselves and be prepared to respond to the assembly point of the emergency immediately upon notification. C.!:!.ut~!ert:All personnel will report immediately,in work uniform to the respective work station for equipment and immediate assignments to assembly point of the emergency for an indefinite tour of duty.·All vacations or any days off will be cancelled (as appro- priate)during the crisis and twelve (12)hour shifts will be initi- ated at the order of the Public Works Director or Acting Public Works Director. All Personnel should bring personal food,any medication,bedding, jug of drinking water,and necessities for a 24-hour period or an indef ini te per iod as advised by the Public Works Di rec tor for the (B)Standby alert or (C)Duty alert conditions.The City will provide food rations for all personnel on Duty Alert longer than 24 hours. It shall be the responsibility of the Division head or Acting Division head to attempt to contact (again)all personnel not reporting i n .It shall be the responsibility of all Public Works Department personnel to report 1n any way possible upon learning of a disaster or impending disaster in the event they have not been contacted because of out-of-town situations or area phone service disruption. The Public Works Director shall instruct any Division Public Works personnel,as required,for assistance and transport of any public records for evacuation or relocation as instructed by the Emergency Operations Center Commanding Officer.Administration office personnel will be included in this phase as well as transport personnel.Adminis- tration personnel shall report when notified for duty for communica- tions and documentation of work records and costs for post-disaster information.All individual personnel shall keep and document all work reports for post-disaster information. -12- • • • • ADDENDUM C CONTINUED 3.Notification of De artment Personnel:In the event of a disas- .ter or-major emergency situation,t e command level official will request the assistance of the Public Works Department through the Public Works Director or Acting Public Works Director and/or appro- priate Division head. 4.Available Equipment: A.Engineering Division: 1.City maps -streets,storm sewers,sanitary sewers,water system,traffic control,public bUildings,and parks. 2. 1 -pickup truck,1/4 ton with radio. 3. 1 -sedan vehicles with radio. 4.1 -survey equipment. C.Two (2)pickup trucks. -17- •ADDENDUM G PLANNING/COMPLIANCE DEPARTMENT •1.The role of the Planning/Compliance Department at the time of an emergency or in the event of a disaster is primarily support.In an effort to promote this mission,the following guidelines for Planning/ Compliance Department personnel are established: A. shall•If said remain at disaster occurs during normal working hours employees their work stations until directed to do otherwise.
