A RESOLUTION OF THE CITY OF MARYSVILLE AUTHORIZING
THE ISSUANCE OF LICENSES TO THREE ADDITIONAL TAXICAB
COMPANIES
WHEREAS,117 TAXI,INC.("FARWEST")is presently the only licensed
taxicab company in the CITY OF MARYSVILLE,and said license is valid
through December 31,1986;and
WHEREAS,applications for additional taxi service in the City have
been filed by GREEN RIVER HAULING,INC.("YELLOW CAB");KENNETH .ARCHEY;
and THE AIRPORT CONNECTION;and
WHEREAS,pursuant to Section 5.24.060 of the Marysville Municipal
Code,the City Council held a hearing on said applications on April 28,
1986 and entered the following Findings of Fact:
1.The taxicab license of FARWEST is valid and effective through
December 31,1986.The attempt to cancel said license by KENNETH
ARCHEY,a stockholder of the company,has been disavowed by the com-
pany and is legally ineffective.
2.FARWEST operates three taxicabs which are available for ser-
vice in Marysville.These taxicabs are dispatched from Seattle.The
drivers of the cabs complain that they are given low priority status
at the dispatch center and their response times are adversely affected.
3.A petition was filed containing the names of 63 persons who
request an improvement in the taxicab service available in the City of
Marysville.
4.FARWEST does not presently provide any detoxification trans-
port service.Such a service is in the pUblic interest and would be
utilized by the CITY Police Department.
5.YELLOW CAB proposes to operate two taxis in the Marysville
area,plus a detoxification transport service,plus a courier service
for medical supplies.YELLOW CAB would be dispatched out of Everett.
It is presently experiencing many calls from persons who are unhappy
with FARWEST and want improved taxi service in the CITY.
6.KENNETH ARCHEY has not filed a written application for a
taxicab license,but made an oral application at the hearing.He
proposes to operate three taxicabs which will be based in the CITY
and dispatched from an office in the CITY.Mr.ARCHEY has the most

personal experience as a taxicab operator in the CITY OF MARYSVILLE.
He believes that the present service is inadequate.
7.LLOYD LUZZANI,doing business as THE AIRPORT CONNECTION,
has not filed a written application for a taxicab license but made an
oral application at the hearing.He proposes to operate an airport
van and two taxicabs from his office location immediately north of
the City limits.It is his opinion that the present taxicab service
is inadequate.He often receives calls from persons who want to
utilize his service.
WHEREAS,the City Council concludes from the above findings that
the additional taxicab services proposed by YELLOW CAB,KENNETH ARCHEY
and THE AIRPORT CONNECTION are required for the public convenience and
necessi ty,and will create no adverse environmental or economic impacts;
NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ~ffiRYSVILLE,
WASHINGTON AS FOLLOWS:
A "For Hire Vehicle License"is hereby issued to GREEN RIVER
HAULING,INC.,d/b/a YELLOW CAB OF SNOHOMISH COUNTY.Said license
shall become effective upon payment of the required license fee,
and shall remain effective through December 31,1986.
A "For Hire Vehicle License"is hereby issued to KENNETH ARCHEY.
Said license shall become effective upon filing of a written applica-
tion,proof of liability insurance,and payment of license fees as
required by Chapter 5.24,and shall remain effective through December
31,1986.
A "For Hire Vehicle License"is hereby issued to LLOYD LUZZANI,
d/b/a THE AIRPORT CONNECTION.Said license shall become effective upon
filing of a written application,proof of liability insurance and pay-
ment of license fees as required by Chapter 5.24,and shall remain
effective through December 31,1986.
ADOPTED by the City Council and APPROVED by the Mayor this
