HomeMy WebLinkAboutR-1317 - Authorizing the city to participate with a city/municipal public health funding committee to represent the municipal point of view in the matter of th,J1 CITY OF MARYSVILLE RESOLUTION #-'31 7 A RESOLUTION AUTHORIZING THE CITY TO PARTICIPATE WITH A CITY/MUNICIPAL PUBLIC HEALTH FUNDING COMMITTEE TO REPRESENT THE MUNICIPAL POINT OF VIEW IN THE MATTER OF'THE FUNDING OF THE COST OF DELIVERY OF PUBLIC HEALTH,BY AND THROUGH THE SNOHOMISH HEALTH DISTRICT;TO APPROVE THE SCOPE OF SAID COMMITTEE AND ITS PARTICIPATION IN NEGOTIATION AND/OR ARBITRATION UNDER THE PROVISIONS OF RCW 70.46.080 RECITALS WHEREAS,the Snohomish Health District is a municipal corporation engaged in the delivery of public health services in the unincorporated and incorporated areas of Snohomish County,and the City is represented on the Board of Health,which is the governing authority of the Snohomish Health District,by duly-elected representatives in compliance with RCW 70.46,et seq.,and charter of the Snohomish Health District;and WHEREAS,an impasse has developed with respect to the 1988 budget of the Snohomish Health District,which impasse results from the County of Snohomish, a member municipal agency,declining to meet that portion of the Snohomish Health District budget to be funded from the general tax revenue of the County of Snohomish,resulting in a short-fall of $360,406,and pursuant to RCW 70.46.080.The matter of that short-fall is now subject to arbitration under RCW 70.46.080. WHEREAS,the issue of funding the cost of the delivery of public health services through the Snohomish Health District,and a fair and reasonable allocation of that cost,among the incorporated cities of the County of Snohomish,and the County of Snohomish,is a significant public issue,both from the standpoint of the immediate 1988 Snohomish Health District budget, and from the standpoint of continued funding of that governmental service. NOW,T~EREFDRE,Be it resolved by the City Council of the City of MarysVllle ,that the City does hereby agree to participate in an evaluatlon of the allocation of costs for the delivery of public health services through a city/municipal committee,whose membership,and duties and objectives shall be as follows, to wit:' SECTION 1.THAT A CITY/MUNICIPAL PUBLIC HEALTH FUNDING COMMITTEE BE FORMED, 10 BE COMPOSED OF:Wlillam Moore,Mayor of the Clty of Everett;Meryl krdllcka,Mayor of the City of Lynnwood;Jeannette Wood,Mayor of the City of Woodway;Robert White,Manager for the City of Mountlake Terrace;and Robert IL Larson,Mayor of the City of Stanwood... SECTION 2.THAT THE PURPOSE,OBJECTIVE,AND SCOPE OF AUTHORITY OF SAID COMMITTEE SHAll BE AS FOllOWS,To wIT: a.To develop and negotiate a formula,method,or procedure for funding the cost of the delivery of public health services to the incorporated and unincorporated areas of Snohomish County for the Snohomish Health District. lQRHt1 /'",...', #,.•.' Resolution #f'3/1 Page 2 b.To appoint a subcommittee,composed of various financial officers of the cities,for the purpose of analyzing alternative methods of establishing a formula for equitably funding the cost of the delivery of public health services;analyzing the position of the County of Snohomish;analyzing data furnished by the administrators of the Snohomish Health District;considering the various provisions of statutory mandate,and Washington Administrative Code mandate to municipal corporations in the area of public health,and to consider the alternative options suggested in WAC 248.990.990. c.To form a subcommittee to be composed of various attorneys, representatives,and include legal officers or attorneys of the cities to analyze,evaluate,and prepare recommendations to the main City/Municipal Public Health Funding Committee if this matter requires arbitration.
