A RESOLUTION OF THE CITY OF MARYSVILLE STATING ITS
INTENTION TO PURCHASE WHOLESALE WATER FROM THE CITY OF
EVERETT AND TO CONSTRUCT AN INTERTIE TRANSMISSION MAIN,
AND AUTHORIZING THE PROCUREMENT OF PROFESSIONAL
ENGINEERING AND PLANNING SERVICES IN CONNECTION WITH
THE SAME.
WHEREAS,a major new source of water is needed to serve
properties within the City limits and within the City's utility
service area boundary;and
WHEREAS,other water purveyors in North Snohomish County
have a similar need for a major new source of water,and would be
willing to coordinate their efforts with the City in acquiring a
wholesale supply;and
WHEREAS,on October 19,1988 the Snohomish County Council
declared North Snohomish County to be a Critical Water Supply
Service Area pursuant to RCW 70.116,and a three-year study is
now underway which will result in a regional plan for water
distribution in North Snohomish County and the coordination of
all water purveyors in said area;and
WHEREAS,on November 2,1988 the Everett City Council
adopted a resolution agreeing to supply water to the City of
Marysville on a wholesale basis for the benefit of North
Snohomish County;and
WHEREAS,as the lead agency on this project the City of
Marysville should immediately proceed with the planning and
engineering phases so that a full environmental,technical and
financial review can be expeditiously conducted;NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYS-
VILLE,WASHINGTON AS FOLLOWS:
1.The City hereby states its intention to expeditiously
and thoroughly investigate the environmental,technical and
financial feasibility of constructing a transmission main
approximately 30 inches in diameter and purchasing approximately
14 million gallons of water per day from the City of Everett.
Said water would be made available to North Snohomish County on a
wholesale basis in furtherance of whatever plan may be adopted by
Snohomish County pursuant to RCW 70.116.
2.The City shall procure the services of professional
planning and engineering consultants for this project by using
the procedures specified in Chapter 39.80 RCW.A committee

consisting of the Mayor,Councilman Baxter and the City Ad-
ministrator is hereby authorized to immediately commence said
procurement process.
