A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING AN
ANNEXATION POLICY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MARYSVILLE,WASHINGTON AS FOLLOWS:
The following policies,goals,objectives and guidelines
should be considered before annexations to the City of Marysville
are initiated and at the time annexation proposals are reviewed
by the City council:
1.Annexations should relate to property which is
within the boundaries of the area recognized as being the
city's sphere of influence.
2.Properties seeking to connect to City utilities
should be first annexed to the City,or should sign an
annexation covenant,as specified in section 14.32.040(2)of
the Marysville Municipal Code.
3.The city should work toward entering into an
interlocal agreement with Snohomish County relating to
issues of common concern within Marysville's annexation
sphere of influence.Such issues should include annexation
guidelines,land use development standards,regional
mitigation of drainage problems,regional mitigation of
traffic problems,and consistent treatment of environ-
mentally-sensitive areas.
4.The City should work toward entering into inter-
local agreements with each special purpose district within
its sphere of influence for the purpose of establishing
guidelines to determine the best method of providing
services to areas which are within the boundaries of said
districts but which will be ultimately annexed into the
city as urbanization occurs.
5.The City favors annexations which are initiated
with the consent of the property owners,that is,the
petition method of annexation authorized by RCW 35A.14.120.
Generally,the City does not favor initiating annexations
without the advance consent of property owners,that is,by
utilizing the election method authorized by RCW 35A.14.015.

6.Miscellaneous petitions for small,isolated
annexations should be deferred until they can be aggregated
with other such petitions before being accepted by the city.
Larger annexation areas,consisting of aggregated parcels,
are more consistent with the objectives of the Snohomish
County Boundary Review Board referred to in paragraph 8
below,and are a more efficient use of city time and
resources.Exceptions to this rule of aggregation should be
allowed only in cases where small isolated annexations serve
the purpose of filling in irregular or illogical boundary
lines of the City which already exist.
7.Annexations in a southeasterly direction between
S.R.528 and Sunnyside Boulevard should be given priority
because this is an area which is projected for urbanization
but is presently in a largely undeveloped condition.The
City has an opportunity in this area to do advance regional
planning on issues relating to traffic mitigation,storm
drainage control and regulation,and protection of the
environment.Annexation proposals in this area should be
regional in scope rather than piecemeal.
8.Annexations to the north of the City should be
approached in stages,with the ultimate goal of reaching the
exterior boundaries of the RUSA area.The first stage of
annexation should include all properties south of loath
Street N.E.and west of 67th Avenue N.E.Annexations in
this area may be on a piecemeal basis because they largely
constitute in-filling of irregular boundaries which already
exist.
9.In considering all annexations the City should
attempt to achieve the following objectives which are
specified in RCW 36.93.180:
(1)Preservation of natural neighborhoods
and communities:
(2)Use of physical boundaries,including
but not limited to bodies of water,highways and
land contours;
(3)Creation and preservation of logical
service areas;
(4)Prevention of abnormally irregular
boundaries;
(5)Discouragement of multiple incor-
porations of small cities and encouragement of
incorporation of cities in excess of 10,000
population in heavily-populated urban areas;

(6)Dissolution of inactive special purpose
districts;
(7)Adjustment of impractical boundaries;
(8)Incorporation of cities or towns or
annexation to cities or towns of unincorporated
areas which are urban in character;and
(9)Protection of agricultural lands.
10.Pursuant to RCW 35A.14.200 the city should consider the
following factors with respect to all annexation proposals:
(1)The immediate and prospective population of the
area proposed to be annexed,the configuration of the area,
land use and land uses,comprehensive use plans and zoning,
per capita assessed valuation,topography,natural boun-
daries and drainage basins,the likelihood of significant
growth in the area and in adjacent incorporated and unin-
corporated areas during the next ten years,location and
coordination of community facilities and services;and
(2)The need for municipal services and the available
municipal services,effective ordinances and governmental
codes,regulations and resolutions on existing uses,present
cost and adequacy of governmental services and controls,the
probable future needs for such services and controls,the
probable effect of the annexation proposal or alternatives
on cost and adequacy of services and controls in the area
and adjacent area,the effect of the finances,debt struc-
ture and contractual obligations and rights of all affected
governmental units;and
(3)The effect of the annexation proposal or alter-
natives on adjacent areas,on mutual economic and social
interests,and on the local governmental structure of the
County.
