A RESOLUTION OF THE CITY OF MARYSVILLE
HONORING JOHN GARNER,CITY ADMINISTRATOR.
WHEREAS,on August 29,1983,John Garner was hired as
interim city Administrator of the City of Marysville and has
milked said interim status for a record-breaking six years;and
WHEREAS,John has served the public well during his tenure
as City Administrator and has been responsible for the following
major accomplishments:
a.John promoted and oversaw urban renewal and
downtown redevelopment with the successful construction of
the Towne Centre Mall;
b.John negotiated a contract settlement with the
Police Officer's Union,thereby ending the longest labor
dispute in the City's history;
c.John initiated Enhanced 911 emergency telephone
service in Marysville;
d.John planned and supervised construction of a
$3,600,000 Public Safety Center for the Police and Fire
Departments;
e.John planned and supervised construction of
significant new facilities for the Public Works Department
and Golf Course;
f.John survived two mayoral turnovers,including one
which tested John's tendency toward male chauvinism;
g.John met the challenge of unprecedented growth in
the City by initiating development of a new Land Use
Comprehensive Plan,an Area-wide Transportation Mitigation
Plan,and interlocal studies regarding regional fire
service,storm drainage basin management,and utility
planning;

h.John met the challenge of a public water system
which had become inadequate to serve the city's needs by
forming a regional utility planning association in North
Snohomish County known as SnoWater,by initiating the
declaration of North Snohomish County as a Critical Water
Supply Service Area,by securing a contract for the whole-
sale purchase of water from the City of Everett for the next
30 years,and by getting the City embroiled in major
litigation with Snohomish County PUD;
i.John survived interesting relationships with many
pUblic antagonists,including the following who are among
John's all-time favorites:
Steve Mumford (owner of Chitas)
Hal Marcus (owner of Glenwood Mobile Estates)
Henry Hopkins (owner of Nina Lake Estates)
Bob Kendall (owner of the Vitamin House)
Burl Tudor (owner of Kellogg Meadows)
John Doyle (owner of Cedar Avenue)
Pete Newland (owner of North Snohomish County)
j.John maintained a perfect attendance record at
city Council meetings for six continuous years without any
public display of drowsiness or revulsion.
WHEREAS,John has announced his retirement from the City
effective December 31,1989 and his entry into the third retire-
ment system of his career (sometimes known as "triple-dipping");
and
WHEREAS,John has decided to remain as active as possible
during the declining years of his life by returning to his
occupational roots ...selling used cars;and
WHEREAS,it will take one heck of a woman to replace John as
city Administrator;
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS:
Marysville hereby honors John Garner for his dedicated
pUblic service as City Administrator.He has led the City with
wisdom,vision and patience through a time of growth and trans-
formation,and has done a commendable job of preparing the City
for its future.

DAY OF I 1989.
(Councilman Bill Roberts abstained from voting because of a
conflict of interest).
