HomeMy WebLinkAboutR-1421 - Requesting State Financial Assistance for updating the City's Comprehensive Plans., -------------------------------------------------- CIT Y 0 F MAR Y S V ILL E Marysville,Washington RESOLUTION NO.I Lj 2.t A RESOLUTION OF THE CITY OF MARYSVILLE REQUESTING STATE FINANCIAL ASSISTANCE FOR UPDATING THE CITY'S COMPREHENSIVE PLANS. WHEREAS,on April 1,1990 the Washington State Legislature passed Engrossed Substitute House Bill No.2929 mandating local governments to coordinate and update their comprehensive land use,transportation,utility and capital facilities plans;and WHEREAS,Marysville enthusiastically concurs with the purpose and direction of said state legislation,and endorses the concept that responsible growth management requires long-range planning;and WHEREAS,many of Marysville's current comprehensive plans for land use and utilities have not been updated for almost a decade and do not account for the fact that the city's population has more than doubled during said decade;and WHEREAS,Marysville and the surrounding unincorporated areas of North Snohomish County are experiencing unprecedented growth and development,with a projected population increase for the next ten years of over three percent (3%)per year;and WHEREAS,in 1989-90 Marysville issued more building permits for new residential construction than any other city in the State of Washington except for Seattle;and WHEREAS,Marysville is the urban hub for northern Snohomish County with the responsibility to provide services to a population over five (5)times greater than the number of persons residing within its corporate limits;and WHEREAS,Marysville does not have the bUdget or the in-house professional staff necessary to update its own comprehensive plans or to coordinate the same with the comprehensive plans of surrounding communities and must,therefore,retain outside consultants t~perform such services;and WHEREAS,it is of utmost urgency,and a matter of pUblic health,safety and welfare,that Marysville immediately proceed with updating its comprehensive plans in compliance with HB 2929, and financial assistance from the State of Washington may be available for said purpose;NOW,THEREFORE, Resolution - 1 I BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYS- VILLE,WASHINGTON AS FOLLOWS: The city of Marysville hereby requests financial assistance from the State of Washington in an amount not less than $I~~~~O for 1990-91 for the purpose',of retaining professional consulants to update the following comprehensive plans of the city and to coordinate the same with other comprehensive plans of the city and those of adjoining jurisdictions: A.Land use comprehensive plan; B.Wetland identification and protection plan; C.Comprehensive plan for sanitary sewer systems; D.Comprehensive transportation plan; E.Capital facilities plan; F.city-wide storm drainage plan,including inter-tie with Snohomish County with respect to those drainage basins that extend outside of the City limits. ,rASSED BY g,3~DAY OF THE CITY COUNCIL AND APPROVED BY THE MAYOR THIS 801"11 1990. /CITY OF MARYSVILLE Attest: City Clerk By 5/ I Mayor Approved as to form: Resolution - 2
