HomeMy WebLinkAboutR-1440 - Authorizing applications for funding assistance for two outdoor recreation projects to the Interagency Committee for Outdoor Recreation as provided byCi ty of Marysville Resolution Number /44-0 A resolution authorizing applications for funding assistance for two outdoor recreation projects to the Interagency Committee for Outdoor Recreation as provided by the Marine Recreation Land Act and Land,Water,conservation fund. WHEREAS,the City Council of the City of Marysville has ordered an update,to be completed by September,1990,of the Comprehensive Park and Recreation Plan for the urban area which identifies community parks on Ebey Slough as well as the extension of Jennings Memorial Park. WHEREAS,under the provisions of the Marine Recreation Land Act, state and federal funding assistance has been authorized and made available to aid in financing the cost of land for parks and the construction of outdoor recreational facilities of local public bodies;and WHEREAS,the City Council of the City of Marysville considers it in the best public interest to acquire and develop a community park in the southern part of the city generally located adjacent to Ebey Slough,due east of the sewer treatment facilities,for use as waterfront access for boating and pedestrian activities. WHEREAS,the City Council of the City of Marysville considers it in the best public interest to acquire and develop an extension of Jennings Memorial Park on the property located south of Jennings Memorial Park which will be dedicated by Centex Homes,Inc.in accordance with City ordinance number 1723; NOW,THEREFORE,BE IT RESOLVED,by the City Council of the City of Marysville, 1.That the Parks &Recreation Superintendent be authorized to make formal application to the Interagency Committee for Outdoor Recreation for funding assistance, 2.That any fund assistance so received be used in the a.development of Jennings Park extension properties of 31.1 acres b.the acquisition of the Regan property for dedicated development of waterfront property consisting of 37.2 acres 3.That the city's share of the project will be derived from the Snohomish County Conservation Futures account. 4.The City of Marysville does hereby certify that the city is responsible to support all non-cash commitments to the local share should they not materialize. --_._---------------------------------, 5.That any property acquired with financial aid through the Interagency Committee for Outdoor Recreation be placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless as otherwise provided and agreedto by the City Council,the Interagency Committee for Outdoor Recreation,and any affected federal agency, and 6.That this resolution become part of a formal application to the Interagency Committee for Outdoor Recreation. 7.That adequate notification has been given an opportuni~y provided for public input. 8.That the City of Marysville does certify that the City is owner of the land to be developed and based on current knowledge,provides assurance there are no encumbrances on the land which would restrict recreation use of the land as proposed in this application. Adopted by the City Council of the City of Marysville,Washington, at its regular meeting held August 27,1990.
