RESOLUTION NO.1453
A RESOLUTION OF THE CITY OF MARYSVILLE ESTABLISHING AN
ABSENTEEISM POLICY FOR CITY COUNCILMEMBERS PURSUANT TO RCW
35A.12.060.
WHEREAS,RCW 35A.12.060 provides,in part,as follows:
A councilman shall forfeit his office if he
fails to attend three consecutive regUlar
meetings of the Council without being excused
by the Council.
WHEREAS,it is deemed advisable to establish uniform
criteria for excusing absentee councilmembers so as to avoid
arbitrary or capricious decision making or an appearance of
unfairness;
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS:
Section 1.Reasons for Excused Absences.Reasons for
excused absences from regular meetings of the City Council shall
be limited to the following:
1.Councilmember illness;
2.Death or acute illness of immediate family member;
3.Unavoidable scheduling conflicts arising from a
councilmember's employment;
4.A councilmember's personal vacation schedule,
affecting not more than two Council meetings per calendar
year.
Section 2.Notification Procedure.In all cases possible
a councilmember shall give at least 24 hours'advance notice to
the city Administrator,the Mayor or another councilmember of
his or her inability to attend a regular Council meeting,
together with the reasons for the same.Such notice may be
verbal,but,if time permits,it should be submitted in writing.
section 3.Council Action.At the roll call at the
beginning of each regular Council meeting,the Mayor shall
publicly announce reasons given for any councilmember's absence.

The Council shall then decide,by majority vote of those council-
members present,whether the absence is excused or unexcused
under the criteria of this Resolution.A tie vote may be broken
by the Mayor.
Section 4.Reconsideration.At the next regular Council
meeting which is attended by the councilmember in question,said
councilmember may request the Council to reconsider its decision
on whether his or her absence was excused or unexcused.The
councilmember shall have a right to be heard on his or her own
behalf.A decision on the issue shall be made by majority vote
of those councilmembers present,excluding the councilmember in
question.A tie vote may be broken by the Mayor.
