A resolution authorizing applications for funding assistance for
an outdoor recreation project to the Interagency Committee for
Outdoor Recreation as provided by the Marine Recreation Land Act
and Land,Water,Conservation fund.
WHEREAS,the City Council of the City of Marysville has ordered an
update,to be completed by September,1991,of the Comprehensive
Park and Recreation Plan for the urban area which identifies
boating access on Ebey Slough.
WHEREAS,under the provisions of the Marine Recreation Land Act,
state and federal funding assistance has been authorized and made
available to aid in financing the cost of land for parks and the
construction of outdoor recreational facilities of local public
bodies;and
WHEREAS,the City Council of the City of Marysville considers it
in the best public interest to acquire and develop a community
park in the southern part of the city generally located adjacent
to Ebey Slough,due east of the sewer treatment facilities,for
use as waterfront access for boating and pedestrian activities.
NOW,THEREFORE,BE IT RESOLVED,by the City Council of the City of
Marysville,
1.That the Parks &Recreation Superintendent be authorized
to make formal application to the Interagency Committee
for Outdoor Recreation for funding assistance,
2.That any fund assistance so received be used in the
a.the development of the Regan property for dedicated
development of waterfront property consisting of 37.2
acres
3.That the city's share of the project will be derived
from the City utility fund,Parks &Recreation Capital
Improvement account and aided with various community
service group contributions.
4.The City of Marysville does hereby certify that the city
is responsible to support all cash and non-cash
commitments to the local share should they not
materialize.

5.That any property acquired with financial aid through the
Interagency Committee for Outdoo~Recreation be placed in
use as an outdoor recreation facility and be retained in
such use in perpetuity unless as otherwise provided and
agree to by the City Council,the Interagency Committee
for Outdoor Recreation,and any affected federal agency,
and
6.That this resolution become part of a formal application
to the Interagency Committee for Outdoor Recreation.
7.That adequate notification has been given an opportunity
provided for public input.
8.That the City of Marysville does certify that the City is
pursuing acquisition of the land to be developed and
based on current knowledge,provides assurance there are
no encumbrances on the land which would restrict
recreation use of the land as proposed in this
application.
Adopted by the City Council of the City of Marysville,Washington,
at its regular meeting held July 1,1991.
Signed and approved by the Mayor and clerk of the City of
Marysville,this 1st day of July,1991.
