WHEREAS,Rita Matheny served the city of Marysville as an elected member of the city Council from January 1982 to December,1987,and as the Mayor of the city from January 1988 through December 1991;and WHEREAS,the city gratefully acknowledges the benefits which it has received from Mayor Matheny's dedication to public service,and desires to memorialize Mayor Matheny's accomplishments by means of this Resolution;NOW,THEREFORE, THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON, hereby commends and honors Rita Matheny for the following outstanding achievements during her term of office: 1.Public Safety.Support and encouragement of the efforts of the Police and Fire Chiefs in building professionally-qualified,competent and efficient departments. The growth in the Police Department during Mayor Matheny's term of office includes the addition of Detective and Narcotics Divisions.A full time DARE Officer has also been added to educate elementary and middle school children.Seniors Against Crime has also been a major addition to this department. The Fire Department has made major strides the 24-hour watch program and EMT's on each shift.The recent merger with Snohomish County Fire Protection District #12 will benefit all the citizens in the Marysville area. 2.Public Facilities.Remodel of the Lloyd Taubeneck Building,City Hall space reorganization,and a new Park and Recreation Facility. 3.Park &Recreation.Major additions to the Park and Recreation programs for the city include summer recreation programs,petting zoo,and Merrysville for the Holidays. Marysville has been successful in negotiating an Interlocal Agreement with the Marysville School District for use of recreational facilities.A 31 acre extension has been added to Jennings Memorial Park and a neighborhood park has been located at the corner of 64th Street N.E.&67th Avenue N.E. 4.Public Streets and utilities.with the formation of the Mayor's Traffic Advisory committee major plans have been made to improve traffic congestion within the Marysville Area. Coordination between the Tulalip Tribes of Washington and the Washington State Department of Transportation have guaranteed the funding for an I-5 Interchange at 88th Street N.E. The Wastewater Treatment Facility is currently in Phase I construction following a self imposed moratorium when the plant was no longer in compliance with State and Federal regUlations. ~--~_._-_.-.._--~-~-------------- ..)0 ~. -;RESOLUTION NO.4 Page 2 The successful negotiation of a settlement to the disputes with the Snohomish County PUD and Aldrich,et.aI,which cleared the way for construction of a major water transmission main from Everett to Marysville. 5.Regional Programs.Development of regional consensus regarding public water supply and distribution,and establishment of a Joint Operating Agreement between the Tulalip Tribes of Washington and Snohomish County PUD. Established monthly meetings for Snohomish County city Mayors for the discussion and coordination of issues and programs of concern to Snohomish County municipalities. Regional recognition has also been gained by Mayor Matheny's involvement in Community Transit,Puget Sound Council of Governments,Snohomish County Economic Development Council,and Marysville-Tulalip Visitors Information Center. 6.Financial Stability.Throughout a period of increasing pressure on public finances,the city has maintained sound fiscal policies which have resulted in financial stability. This is an important legacy which Mayor Matheny is leaving to help the city face the challenges of the future. PASSED by the CITY COUNCIL this 9th day of December, 1991.
