Dexter Finance Director, City Clerk and Cith Treasurer,, CIT Y 0 F MAR Y S V ILL E Marysville,Washington RESOLUTION N0./~Cl- \ A RESOLUTION OF THE CITY OF MARYSVILLE HONORING PHILLIP E.DEXTER,FINANCE DIRECTOR,CITY CLERK,AND CITY TREASURER. WHEREAS,Phillip E.Dexter was hired in 1977 and has served as the city Clerk,City Treasurer and the city's first ever Finance Director;and WHEREAS,Phillip E.Dexter has served the public well during his tenure as Finance Director,city Clerk and city Treasurer and has been responsible for the following major accomplishments: 1.In the course of his employment,Phil has managed budgets of up to $41,000,000. 2.Phil has transformed the City's accounting system from a single entry,manual system to a double entry,highly computerized system. 3.Phil as received a Certificate of Excellence for the city's investment plan. 4.Phil has received a Professional Finance Officer Certificate from the Washington State Finance Officers Association. 5.Phil was the founding member of the Puget Sound Finance Officers Association. 6.During Phil's fifteen years of dedicated service,the number of City employees has grown from 30 to 134.Phil has been responsible for handling the payroll,accounting and financial impacts of this significant growth. 7.Phil was responsible for overseeing the implementation of the City's first records management system. 8.Phil has given dedicated and diligent effort in assisting with the preparation of a balanced budget each and every year,and has provided leadership and sage advice during both prosperous and lean economic times. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS: Marysville hereby honors Phillip E.Dexter for his dedicated public service as Finance Director,City Clerk and City Treasurer.He has served the City with diligence,vision and patience and has assisted in leading the city through both lean and prosperous financial times and has continuously served with the community's best interests as the top priority.
