A RESOLUTION OF THE CITY OF MARYSVILLE ADOPTING A "CITY
OF MARYSVILLE RECYCLED PRODUCT PROCUREMENT POLICY."
WHEREAS,it is the city of Marysville's desire to adopt a
procurement policy which promotes the use of recycled and
recyclable products whenever feasible;and
WHEREAS,the goals of this policy are to (1)help develop
markets for products manufactured with recycled material content;
(2)stimulate demand for recycled products and products with
recycled material content;and (3)help develop markets for
materials that have been diverted from the solid waste stream;
NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MARYSVILLE,WASHINGTON AS FOLLOWS:
Section 1.Definitions.
a.Designated Recycled Product.Products designated or
subsequently designated in this policy which comply with minimum
content standards and meet all other procurement criteria cited
in this policy.
b.Minimum Content Standards.Standards adopted by the
City of Marysville which specify minimum acceptable content
levels of recovered and/or post-consumer material which must be
included in designated products.
c.Minimum Recycled Content Standards.Standards that
specify the minimum level of recycled material and/or post-
consumer recycled material needed for designated products to
qualify as recycled products.
d.Post-Consumer Material.Any recovered material used by
a business,municipality or consumer which has served its final
intended use and has been separated or diverted from the solid
waste stream for the purpose of recycling and reuse.
e.Practicable.A product shall be considered practicable
only when the product complies with performance criteria
stipulated by the department or person using the product,
satisfies minimum content standard,and is readily available and
is offered at a fair and reasonable price.

f.Recyclable Product.A product which can economically
be diverted from the solid waste stream and be reused or used as
a raw material in manufacturing of another product.
section 2.Designated Recycled Products.The following
products shall be considered as designated recycled products that
can be procured with significant levels of recycled material:
a.Paper and paper products.
b.Compost products.
c.Cement and asphalt concrete containing glass cUllet,
recycled fiber or plastic,tire rubber or fly ash.
d.Cement concrete aggregate and asphalt.
e.Antifreeze.
f.LUbricating oil and hydraulic oil with re-refined oil
content.
g.Plastic lumber.
h.Re-manufactured or retread tires and products made from
recycled tire rubber.
i.Building insulation products.
j.Re-manufactured laser printer toner cartridges.
k.other products as designated by the Marysville City
Council.
section 3.Policies.
a.All City of Marysville departments shall use recycled
products whenever practicable.
b.City of Marysville departments may,at their option,
require procurement of designated recycled products and
recyclable products above the levels required by this policy.
c.The City of Marysville shall,whenever practicable,
require its contractors and consultants to use recycled products
and recyclable products in fulfilling contractual obligations.
d.The City of Marysville shall promote the use of
recycled products and recyclable products by pUblicizing its
procurement program and by disseminating information about
recycled products.

section 4.Paper and Paper Products.
a.All imprinted letterhead paper and envelopes used by
City of Marysville departments shall be recycled paper.All
envelopes shall bear the chasing arrow symbol identifying the
paper as recycled.
b.City of Marysville departments shall ensure that all
contracts for printing require the use of recycled paper.
Printing contracts shall also require the use of the chasing
arrow symbol identifying the paper as recycled whenever
practicable.
c.Requests for bids and proposals issued by the City of
Marysville shall encourage contractors and consultants to:
i.Use recycled paper for proposals and for any
printed or photocopied material created pursuant to a
contract with the City of Marysville whenever practicable.
~~.Use both sides of paper sheets for reports
submitted to the City whenever practicable.
d.To reduce the volume of paper purchased,departments
shall use both sides of paper sheets whenever practicable.
section 5.Responsibilities of City Departments.Each City
department shall:
a.Evaluate each designated recycled product to determine
the extent to which the product may be practicably used by the
department and its contractors.The designated recycled products
shall include,but not be limited to,the products listed in
Section 2 of this policy.
b.Purchase recycled products and recyclable products
whenever practicable.
c.Ensure that contracts issued by the department required
recycled material content whenever practicable and that
contractors provide certification of this content and reports of
amounts used.
section 6.Exemptions.
a.Nothing contained in this policy shall preclude user
departments from requiring recycled material content as a bid
specification.
b.Nothing in this policy shall be construed as requiring
a department or contractor to procure products that do not

perform adequately for their intended use or are not available at
a reasonable price in a reasonable period of time.
