CIT Y 0 F MAR Y S V ILL E Marysville,Washington RESOLUTION NO./sQ7 A RESOLUTION OF THE CITY OF MARYSVILLE DENYING;WITHOUT PREJUDICE, A UTILITY VARIANCE TO PROVIDE WATER WITHOUT SEWER TO ONE SINGLE-FAMILY DWELLING FOR THE GREGORY PARTRIDGE PROPERTY LOCATED AT 5623 - 86TH PLACE N.E., MARYSVILLE,WASHINGTON. WHEREAS,on October 30,1992 Gregory Partridge applied for a utility variance to provide water without sewer to one single- family dwelling located at 5623 -86th Place N.E.,Marysville, Washington;and WHEREAS,on December 7,1992 the City Council of the City of Marysville held a public meeting concerning the variance application and made the following findings: 1.The applicant's property is within the City's RUSA boundary and is located within water ULID No.18. 2.A sanitary sewer main is available at 55th Drive N.E. and is located approximately 125 feet from the subject property. The sewer would have to be extended approximately 220 feet to cover the frontage of the subject property. 3.All existing homes in the same addition as the sUbject property are on septic systems. 4.Both the city of Marysville and the Snohomish County Health District have adopted a requirement that a property must connect to sanitary sewer when it is within 200 feet of a sewer main.One of the purposes of this requirement is to discourage on-site septic systems in urbanized areas. 5.In order to construct an on-site septic system on the sUbject property,the applicant would require approval from the Snohomish County Health District. 6.In light of the above,it would be appropriate to first determine whether the Snohomish County Health District would grant or deny an on-site septic approval for the subject property before a final decision concerning the RUSA variance for water should be granted. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS: The variance for the applicant's connection to City water RESOLUTION - 1 /msv/partridge.res without City sewer is hereby denied without prejudice,subject to the condition that the applicant may request reconsideration of this denial if,within six (6)months of December 7,1992,the applicant can show proof that the Snohomish County Health District has approved an on-site septic system for the subject property.
