HomeMy WebLinkAboutR-1617 - Confirming its membership in the Snohomish County Department of Emergency ManagementCIT Y 0 F MAR Y S V ILL E Marysville,Washington RESOLUTION NO.IV 7 A RESOLUTION OF THE CITY OF MARYSVILLE CONFIRMING ITS MEMBERSHIP IN THE SNOHOMISH COUNTY DEPARTMENT OF EMERGENCY MANAGEMENT. WHEREAS,Chapter 38.52 R.C.W.provides for and mandates,both on state and local levels,comprehensive emergency management programs for the purpose of preparation for and carrying out emergency functions as further defined therein;and WHEREAS,each political subdivision is obligated to have an emergency management program in place meeting the requirements of Chapter 38.52 R.C.W.;and WHEREAS,local political subdivisions are entitled to gather in the establishment and operation of a local organization for emergency management as circumstances may warrant and in which case each political subdivision shall contribute to the cost of emergency management upon such fair and equitable basis as may be determined; and WHEREAS,the political subdivisions of Arlington,Darrington, Everett,Goldbar,Granite Falls,Index,Lake Stevens,Marysville, Monroe,Mukilteo,Snohomish,Stanwood,Sultan,and unincorporated portions of Snohomish County (hereinafter referenced as Snohomish County)have in fact joined together and operated under an organization known as the "Snohomish County Department of Emergency Management"(DEM)for the sake of implementing and conducting a comprehensive emergency management program as a means of compliance with Chapter 38.52 R.C.W.;and WHEREAS,the Snohomish County Department of Emergency Management organization has been approved and authorized by the State as a local emergency service organization providing emergency management services on behalf of the above-referenced political subdivisions;and WHEREAS,the Snohomish County Department of Emergency Management desires to have of record resolutions from each respective political subdivision which referenced its membership in such Snohomish County Department of Emergency Management organization and meet the requirements of WAC 118-06-040;NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE, WASHINGTON AS FOLLOWS: RESOLUTION - 1 1993. That the City of Marysville hereby proclaims: 1.That it is an active member of the Snohomish County Department of Emergency Management for purposes of joining with other member political subdivisions to establish and operate an emergency management program and services consistent with Chapter 38.52 R.C.W.; and 2.That it recognizes the Snohomish County Department of Emerge~cy Management is an independent organization with its principal govern1ng body being the Board of Directors,consisting of a representative from all members of the Snohomish County Department of Emergency Management;and 3.That the Snohomish County Department of Emergency Management operates with a Chief Executive Officer known as the "Director"and such other hired staff;and 4.That the Snohomish County Department of Emergency Management has its own existing Bylaws which define its rules and procedures of operation;and 5.That the Snohomish County Department of Emergency Management,through its Board of Directors,determines the cost of supporting such entity and the methodology of assessment of such costs to its membership.
