HomeMy WebLinkAboutR-1695 - Calling for an election to be held on September 20, 1994 authorizing a levy of a property tax to be made each year for six (6) consecutive years comme'j' •:">.-;-• ...it ~I-:F'~ I~J)~ CiTY OF MARYSVILLE Marysville,Washington RESOLUTION NO.LC,9$ A RESOLUTION OF THE CITY OF MARYSVILLE CALLING FOR AN ELECTION TO BE HELD ON SEPTEMBER 20,1994 AUTHORIZING A LEVY OF A PROPERTY TAX TO BE MADE EACH YEAR FOR SIX (6) CONSECUTIVE YEARS COMMENCING IN 1995 AND ENDING IN 2000 IN AN AMOUNT NOT TO EXCEED FIFTY CENTS (50¢)PER ONE THOUSAND DOLLARS ($1,000)OF ASSESSED VALUATION,THE PROCEEDS OF SUCH LEVY TO BE USED FOR THE PROVISION OF EMERGENCY MEDICAL CARE AND SERVICES. WHEREAS,it is the judgment of the Marysville City Council that it is essential and necessary for the protection of the health and life of the residents of the City that emergency medical services,including a fire-department-based paramedic service,be provided by the City through the Marysville Fire District.Such services will necessitate the expenditure of revenues for maintenance,operations,equipment and personnel in excess of those which can be provided by the City's regular tax levy for collection over the next six years beginning in 1995; and WHEREAS,it would be in the public interest for the City of Marysville,by and through the Marysville Fire District,to provide advanced life support services;and WHEREAS,it would be in the public interest for additional personnel to be hired for the I"larysville Fire District and capital improvements to be made and equipment,supplies and vehicles obtained for the provision of advanced life support services;and WHEREAS,pursuant to RCW 84.52.069,a special levy may be assessed for the purpose of runding emergency medical care and services;NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS: Section 1.There shall be submitted to the qualified electors of the City for their ratification or rejection,at an election to be held on September 20,1994,the question of whether or not a tax not to exceed FIFTY CENTS (50¢)per ONE THOUSAND DOLLARS ($1,000)of assessed valuation should be levied in each year for six (6)consecutive years,commencing with the year 1995 and collected each year for a period of six (6) consecutive years.All taxes collected pursuant to this levy shall be used only for the provision of emergency medical care or emergency medical services,including related personnel costs, advanced life-support training,and related equipment,supplies, RESOLUTION - 1 Imv/medicCll.r~s , ~'.. vehicles and structures needed for the provision of emergency medical care or emergency medical services. Section 2.The Auditor of Snohomish County,as ex officio supervisor of elections,is hereby directed to place a proposition worded substantially as follows on the general election ballot scheduled for September 20,1994: CITY OF MP~YSVILLE SIX-YEAR LEVY FOR EMERGENCY MEDICAL SERVICES AND ADVAl~CED LIFE-SUPPORT SERVICES For the purpose of funding a fire department based paramedic emergency medical service, shall the City of Marysville be authorized to impose a regular property tax levy upon all taxable property within the City not to exceed fifty cents (50¢)per thousand dollars of assessed valuation for each of six (6) consecutive years for collection commencing in 1995 and ending in 2000? Yes No Section 3.In accordance with RCW 84.52.069,the funds raised by such levy shall be used only for the provision of emergency medical services,including related personnel costs, training for such personnel,and related equipment,supplies, vehicles and structures needed for the provision of emergency medical services. Section 4.The tax levy provided for herein must be approved by a majority of at least three-fifths (3/5)of the registered voters of the City voting on the proposition,at which election the number of persons voting "yes"on the proposition shall constitute three-fifths (3/5)of a number equal to forty (40)percentum of the total votes cast in the City at the last preceding general election,when the number of registered voters voting on the proposition does not exceed forty (40)percentum of the total votes cast in the City in the last preceding general election;or by a majority of at least three-fifths (3/5)of the registered voters of the City voting on the proposition to levy when the number of registered voters voting on the proposition exceeds forty (40)percentum of the total votes cast in the City in the last preceding general election.
