HomeMy WebLinkAboutR-1707 - Requesting immediate authorization from the Washington State Department of Transportation for installation of a four-way stop at the intersection of SCIT Y 0 F MAR Y S V ILL E Marysville,Washington RESOLUTION No.17 0 ] A RESOLUTION OF THE CITY OF MARYSVILLE REQUESTING IMMEDIATE AUTHORIZATION FROM THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION FOR INSTALLATION OF A FOUR-WAY STOP AT THE INTERSECTION OF SR 528 AND 67TH AVENUE N.E.IN THE CITY OF MARYSVILLE. WHEREAS,the intersection of 67th Avenue N.E.and SR 528 meet the warrants provided in the Manual on Uniform Traffic Control Devices (MUTCD)for a traffic signal;and WHEREAS,the City of Marysville has awarded a contract for construction of a traffic signal at 67th Avenue N.E.and SR 528;and WHEREAS,the current projection for completion of said signal project is December of 1994;and WHEREAS,pedestrian and vehicular loading to the intersection of 67th Avenue N.E.and SR 528 has increased significantly during the last several years;and WHEREAS,the Marysville School District has constructed Allen Creek Elementary School in very close proximity to said intersection; and WHEREAS,the City Council of the City of Marysville is extremely concerned with the safety of those children now utilizing the intersection of 67th Avenue N.E.and SR 528 under its current configuration,wherein north and southbound traffic are controlled by stop signs and east and westbound traffic are uncontrolled;and WHEREAS,Section 2B-6 of the MUTCD allows for multi-way stop signs:"Where traffic signals are warranted and urgently needed,the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation." NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS: 1.Traffic control signals are warranted and urgently needed to control the intersection of 67th Avenue N.E.and SR 528.until such traffic signals are installed and in operation,a multi-way stop at such intersection is necessary and appropriate as an interim measure, particularly in light of the fact that school is now in session and a new elementary school has been constructed within approximately one thousand feet from said intersection. RESOLUTION - 1 2.Any congestion and/or delay that may be caused as a result of installation of a four-way stop at this intersection is far outweighed by the public interest in slowing down traffic for the sake of making this intersection safer for pedestrians,motorists,and particularly,for children. 3.Any backups or congestion that may result in other street segments is outweighed by the need to increase safety at the intersection of 67th Avenue N.E.and SR 528. 4.An all-way stop at the subject intersection will be a temporary measure until a traffic control signal can be installed.In light of the fact the measure is temporary,any inconvenience, congestion or backups that may result in other street sections is justified given the consequent benefits at 67th Avenue N.E.and SR 528. 5.Upon approval by the Washington state Department of Transportation of the installation of a four-way stop,the City's Traffic Engineer is directed to immediately coordinate with WSDOT to agree upon an interim plan for the mitigation of any adverse impacts to traffic flow that may result from such action.
