HomeMy WebLinkAboutR-1869 - A Resolution of the City of Marysville Honoring Kenneth Baxter, Councilmember.CITY OF MARYSVILLE Marysville, Washington Resolution No.i 8'(q q A RESOLUTION OF THE CITY OF MARYSVILLE HONORING KENNETH BAXTER,COUNCILMEMBER. WHEREAS, Kenneth Baxter served the City of Marysville as an elected member of the City Council from January 1,1972 to December 31,1997;and WHEREAS, the City gratefully acknowledges the benefits which it has received from Council member Baxter's unselfish dedication to the citizens of Marysville, and desires to memorialize Councilmember Baxter's accomplishments by means of this Resolution, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON,hereby commends and honors Kenneth Baxter for the following outstanding achievements and contributions during his term of office: 1. Public Safety. Support and encouragement of the efforts of the Police and Fire Chiefs in building professionally-qualified,competent and efficient departments.The growth in the Police Department during Councilmember Baxter's term in office includes the addition of Detective and Narcotics Divisions, a full time DARE Officer, Marysville Seniors Against Crime, Bike Patrol, Enhanced 911 Dispatch system, and the construction of a new Public Safety Building which includes a 30 day jail facility. Transition of the Fire Department from an all volunteer department to a paid department including the addition of EMTs and paramedics, and state of the art equipment. As an elected official, Councilman Baxter was instrumental in developing the landmark merger between the City and Fire District #12. Additionally, Councilman Baxter has served on the Fire Board since that merger, providing an invaluable bridge between the two agencies during and since the transition. Equally as impressive,Councilmember Ken Baxter served many years as a volunteer of the City Fire Department prior to becoming an elected official. Council member Baxter served to facilitate the restructuring and improvement of the Marysville Municipal Court. 2. Public Facilities: Ken was involved in many major changes to City facilities such as the construction of the Library located at 4822 Grove Street as well as construction of new Library located at 6120 Grove Street, remodel of the Old City Hall at Comeford Park to the Ken Baxter Senior Community Center, construction of Public Safety Center, remodel of Lloyd Taubeneck Building, remodel of the Old Library to a state of the art City Hall, new Park and Recreation offices, and the renovation of the RESOLUTION NO.I ~fo '1 PAGE 2 Cedarcrest Golf Course, and numerous refurbishment efforts to the Comeford Park Water Reservoir to name a few. 3. Park &Recreation:Major additions to the Park and Recreation programs which occurred during Councilman Baxter's tenure include,numerous summer recreation programs,petting zoo,after school program, and Merrysville for the Holidays.The establishment of an Interlocal Agreement with the Marysville School District for use of recreation facilities to better serve the citizens of Marysville.The 31 acre Jennings Nature Park along with several neighborhood parks located throughout the City. The Purchase of 72 acres for future development of the Strawberry Fields Athletic Park. The Ken Baxter Senior/Community Center,as well as efforts to develop the City's waterfront. 4. Public Streets and Utilities:Councilman Baxter has been instrumental in the development of long-range utility planning, including the development and establishment of the City's role in offering utility service to rural areas, RUSA and beyond. Two upgrades to the City's wastewater treatment facility.Construction of a major water transmission main to bring water from the City of Everett to the Citizens of Marysville.Construction of numerous water reservoirs, and miles of water transmission and distribution lines,sanitary sewer trunkage and collection lines, lift stations,regional stormwater detention facilities,millions of dollars of safety and capacity improvements to the City transportation network, and Coordinated efforts between the Washington State Department of Transportation and Tulalip Tribes to secure funding for and construct the 1-5 Interchange at 88th Street. 5, Regional Programs:Development of regional consensus regarding public water supply and distribution,and establishment of a Joint Operating Agreement between the Tulalip Tribes of Washington and Snohomish County PUD. The merger of the Marysville Fire Department and Snohomish County Fire Protection District #12. As well as joint planning efforts with Snohomish County and neighboring jurisdictions. 6. Boards &Committees:Councilmember Baxter has served on, and chaired many boards and committees as the City's representative both locally and regionally during his tenure as Councilmember, these include;Utilities Committee,Marysville Fire District Board of Directors,Sno-Water,North Snohomish County Water Utility Coordinating Committee,Golf Course Advisory Committee,Building/Facilities Committee,Water Utility Coordinating Committee and Ground Water Advisory Committee,and has served as a ready and valuable resource to the City on numerous other Ad Hoc committees,and forums. 7. Citizen Advocate:Above all,Councilman Baxter sought to represent the citizens of Marysville in a fair and objective manner. He listened and learned, probed, and sometimes prodded, in his quest to render decisions consistent with his sworn oath to the public, based on fairness to all, and what was right. r .~, RESOLUTION NO. /~{PCj PAGE 3 NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,AS FOLLOWS: The City of Marysville expresses its appreciation and gratitude to Kenneth Baxter for his 26 years as City Councilmember and the professionalism exhibited, and personal contributions and sacrifices made during that time on behalf of the citizens of Marysville.
