HomeMy WebLinkAboutR-1918 - Amending the personnel rules of the City of Marysville relating to employee developmentCITY OF MAR YSVILLE Marysville,Washington RESOLUTION NO./9 (8' A RESOLUTION OF THE CITY OF MARYSVILLE AMENDING THE PERSONNEL RULES OF THE CITY OF MARYSVILLE RELATING TO EMPLOYEE DEVELOPMENT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MARYSVILLE,WASHINGTON AS FOLLOWS: Chapter XI of the Personnel Rules ofthe City ofMarysville is hereby ameded to read as follows: CHAPTER XI EMPLOYEE DEVELOPMENT SECTION 1.RESPONSffiILITIES: The City of Marysville encourages development of each employee to his or her fullest potential. The City Administrator and department heads shall assume responsibility for establishing in-service training programs designed to improve the effectiveness and knowledge of employees in performing their assigned duties. SECTION 2.TRAINING PROGRAMS In cooperation with the City Administrator,the department head shall establish training expenditures,maintain records of achievement for all department-sponsored training, and evaluate methods and results.City-sponsored training which is required for the performance of an employee's job duties shall be arranged whenever possible during regularly-scheduled work hours.Department heads may change the standard duty hours; PROVIDED,that the training activity is designed to increase the knowledge,skills, and abilities of an employee for the position he or she presently occupies. Such required training must have prior approval by the department head. SECTION 3.TUITION PAYMENT PROGRAM The City's tuition payment program covers payment for college level course work at a regionally accredited college,university or vocational training institution to encourage employees to pursue job-related training. The City will pay up to one hundred percent (100%)of the tuition cost for regular status full or part-time employees,subject to the following requirements: a) The education/training is related to the employee's current position or to a field position which is within a reasonable line of professional progression for the employee within the City. b) The department head must pre-approve all education/training requests. c) No paid time shall be used to participate in education/training under the tuition payment program as distinct from mandatory education/training requirements. d)The total amount of tuition pay by the City on behalf of an employee shall be considered a loan to that employee.Upon completion of the education/training,employee must provide proof of a grade "C"or better; should the employee fails to do so, the employee shall be required to reimburse the City for the tuition paid on his or her behalf. e)Payment shall be for actual tuition costs only; no City funds will be paid for books,lab fees, or other costs associated with the education/training. f)If the employee separates from employment with the City, for any reason other than layoff or permanent disability as a result of an on-the-job injury,prior to twenty-four (24)months after completion of the education/training,the employee shall reimburse the City on a pro-rated basis. Such reimbursement shall be at the rate of 1/24 of the tuition paid by the City for each month short of the twenty-four (24)month period. g)Tuition payments shall be made only with funds budgeted for such purpose by the department. h) To qualify for tuition payment by the City, an employee must not be receiving tuition reimbursement from any other source. i)Employees desiring to participate in this program shall provide their department manager a minimum sixty (60)day notice of the need for funds to allow for ample time to evaluate the request and availability of funds. It shall be the employee's responsibility to ensure that tuition has been paid in accordance with the policies of the college or university. At the City's discretion,the City may collect required reimbursement from an employee through payroll deduction.
